Absent: Proulx, Schuck. INVOCATION : None. PLEDGE OF ALLEGIANCE: Chair Coelho led the Pledge of Allegiance. APPROVAL OF MINUTES: Minutes of Regular Meeting held on Jan. 6, 2025. Motion by Commissioner Newlands seconded by Commissioner Kohl to approve the minutes of the Regular Meeting held on Jan. 6, 2025, as presented. Motion carried, 5/0/2 (Proulx, Schuck - Absent). PRESENTATIONS: None. PUBLIC COMMENT: Tom Gibbs spoke about the trail access at the northwest corner of Simsbury Court and recommended turning the sidewalk into an apron. Kristine Schindler spoke about positive remarks for the Commission and city staff. Marge Rosi expressed her concerns with the trail access at the northwest corner of Simsbury Court. CONSENT CALENDAR: None. PUBLIC HEARING: None. DEPARTMENTAL REPORTS: 1. POLICE REPORT REGARDING TRAFFIC AND MOBILITY-RELATED MATTERS IN THE FOURTH QUARTER OF 2024: Receive a quarterly report from a representative of the City of Carlsbad's Police Department that will provide an overview of traffic and mobility-related police matters and notable news during the months of October, November and December 2024. (Staff Contact: Lieutenant Alonso DeVelasco, Police Department) Recommended Action: Receive the report. Feb.3,2025 Traffic Safety & Mobility Commission Regular Meeting Page 2 Lieutenant Alonso De Velasco reviewed a PowerPoint presentation (on file in the Office of the City Clerk). The Commission received the PowerPoint presentation by Lieutenant DeVelasco. Kristine Schindler spoke about the importance of education for bicyclists and the classes offered by the City of Encinitas. David Pierce expressed his concern regarding bike safety and recommended roadway design changes, speedbumps, lateral shifts, and chicanes as long-term solutions to improve safety. In response to Commissioner Penseyres' inquiry regarding whether video evidence of e-bike riders would be helpful and where it can be submitted, Lieutenant DeVelasco responded that it depends if the riders' faces are visible or if there are any visible markings on the bicycle. Lieutenant DeVelasco further explained that the video can be submitted directly to him and he would distribute to the appropriate staff. In response to Chair Coelho's inquiry regarding whether the Quarterly Police Report would be provided to the City Council, Lieutenant DeVelasco responded that it typically is not. In response to Chair Coelho's inquiry regarding the direction drivers were headed when running the redlight on El Camino Real and Jackspar Drive, Lieutenant DeVelasco responded that the drivers were headed in the northbound and southbound directions on El Camino Real. In response to Chair Coelho's inquiry regarding the reckless driving reported near the high schools, Lieutenant DeVelasco explained that the reckless driving included driving in and out of traffic, not stopping at STOP signs, driving up on the curbs, and driving in the opposite direction to pass other vehicles. In response to Chair Coelho's inquiry regarding Safe Routes to School for the high schools, Transportation Planning & Mobility Manager Nathan Schmidt confirmed that staff are currently working with Sage Creek High School on a Safe Routes to School plan and will be working with the other schools in the future. In response to Commissioner Nicholes' inquiry regarding whether parking lots and drop-off zones are included in the Safe Routes to School plan, Transportation Planning & Mobility Manager Schmidt confirmed that both are included in the plan though improvements within the parking lot are up to the school for implementation. 2. ELECTION OF TRAFFIC SAFETY & MOBILITY COMMISSION CHAIR AND VICE-CHAIR: Appointment of one member of the Traffic Safety & Mobility Commission to serve as Chair and one member to serve as Vice-Chair for a term ending in February 2026, or until a replacement is appointed. (Staff contact: Nathan Schmidt, Public Works Department) Feb.3,2025 Traffic Safety & Mobility Commission Regular Meeting Page 3 Recommended Action: Appoint a Chair and a Vice-Chair. Motion by Commissioner Newlands, seconded by Commissioner Penseyres, to reappoint Chair Josh Coelho as Chair. Motion carried, 4/0/1/2 (Coelho -Abstain; Proulx, Schuck - Absent). Motion by Commissioner Newlands, seconded by Commissioner Nicholes, to appoint Commissioner Pete Penseyres as Vice-Chair. Motion carried, 5/0/2 (Proulx, Schuck-Absent). 3. BARRIO LIGHTING PHASE 2 PROJECT, CAPITAL IMPROVEMENT PROGRAM PROJECT NO. 4013: Provide feedback and support staff's recommendation to the City Council to approve the plans and specifications of the Barrio Lighting Phase 2 Project, Capital Improvement Program {CIP) Project No. 4013. (Staff contact: Hossein Ajideh, Public Works Department) Recommended Action: Provide feedback and support staff's recommendation. Engineering Manager Hossein Ajideh reviewed a PowerPoint presentation (on file in the Office of the City Clerk). The Commission received the PowerPoint presentation by Engineering Manager Ajideh. Kristine Schindler spoke in support of the Barrio Lighting Phase 2 Project. In response to Commissioner Kohl's inquiry regarding how bright the lighting will be at night, Engineering Manager Ajideh explained that the level of lighting will be at the industrial standard. In response to Commissioner Newlands' inquiry regarding why some streets are not proposed for additional lighting, Engineering Manager Ajideh responded that staff had conducted a lighting assessment and found that there was sufficient ambient lighting that would not require additional lighting. In response to Commissioner Penseyres' inquiry regarding potential resident complaints that the additional lighting is too bright or shining into their homes, Engineering Manager Ajideh explained that the light can either be removed or adjusted as needed. In response to Commissioner Penseyres' inquiry regarding what will happen if federal funding gets frozen, Engineering Manager Ajideh responded that it would not impact the project because it has been fully funded. Motion by Commissioner Penseyres, seconded by Commissioner Newlands, to support staff's recommendation to the City Council to approve the plans and specifications of the Barrio Lighting Phase 2 Project, Capital Improvement Program Project No. 4013. FISCAL YEAR 2023-24 GROWTH MANAGEMENT PLAN/GENERAL PLAN ANNUAL MONITORING REPORT CIRCULATION SECTION: ROADWAY LEVEL OF SERVICE ANALYSIS: Support staff's recommendation to the City Council to receive and file the attached Growth Management Plan/General Plan Annual Monitoring Report Circulation Section, prepared pursuant to Carlsbad Municipal Code 21.90.130(d) and Gov. Code 65400. (Staff contact: Nathan Schmidt, Public Works Department) Recommended Action: Receive the presentation and support staff's recommendation. Transportation Planning & Mobility Manager Nathan Schmidt and Associate Engineer Nick Gorman reviewed a PowerPoint presentation (on file in the Office of the City Clerk). The Commission received the PowerPoint presentation by Transportation Planning & Mobility Manager Schmidt and Associate Engineer Gorman. David Pierce spoke about the different categories of roads and levels of service in the city. Kristine Schindler spoke in support of the Growth Management Plan/General Plan Annual Monitoring Report Circulation Section. In response to Commissioner Nicholes' inquiry regarding why Poinsettia Lane is not considered an arterial roadway until past Aviara Parkway, Associate Engineer Gorman explained that the specific roadway typology is designated by the General Plan Mobility Element and that section of Poinsettia Lane is not monitored for vehicle level of service. Transportation Planning & Mobility Manager Schmidt further explained that the city does not have jurisdiction over the signalized intersections at interchanges, which are operated by Caltrans. In response to Commissioner Nicholes' inquiry regarding the seven deficient facilities that were exempted, Associate Engineer Gorman explained that when a segment is found to be deficient, it is brought to City Council for approval to be exempted. In response to Commissioner Newlands' inquiry regarding the correspondence received, Transportation Planning & Mobility Manager Schmidt explained that the Multimodal Level of Service (MM LOS} methodology is unique to the city and will be brought to the City Council to receive their input on how it aligns with the General Plan Mobility Element policies and how to move it forward. In response to Commissioner Penseyres' inquiry regarding whether the results of the MM LOS methodology will be brought to the Commission before the City Council, Transportation Planning & Mobility Manager Schmidt responded that a preview of the results were provided the last time the MM LOS methodology was presented to the Commission. In response to Chair Coelho's inquiry regarding why the MM LOS results were not included in this report, Transportation Planning & Mobility Manager Schmidt explained that staff will Feb.3,2025 Traffic Safety & Mobility Commission Regular Meeting Page 5 present a proposed approach to the MM LOS methodology separately to the City Council for policy direction. This presentation will include recommendations and facilitate a focused discussion on any potential policy adjustments needed to align with the objectives of the city's General Plan Vision and Mobility Element. This separate review process will allow the City Council to ensure that the methodology aligns with the city's goals and policies while addressing identified limitations of the MM LOS methodology. In response to Chair Coelho's inquiry regarding what the policy decisions would be related to, Transportation Director/City Engineer Tom Frank reiterated that the item is not agendized and cannot be discussed in detail at the moment. Commissioner Newlands commented that he does not think the Growth Management Plan/General Plan Annual Monitoring Report Circulation Section is ready to be brought to the City Council. In response to Commissioner Nicholes' inquiry regarding the potential consequences of postponing a vote until after the item is brought to City Council, Transportation Director/City Engineer Frank explained any action the Commission decides to take, such as postponing the vote, would be included in the Minutes and Staff Report. Motion by Commissioner Kohl, seconded by Chair Coelho, to support staff's recommendation as stated. Motion failed, 2/3/2 (Coelho, Penseyres, Newlands -No; Proulx, Schuck-Absent). Motion by Commissioner Penseyres, seconded by Commissioner Nicholes, to support staff's recommendation with the alteration that the Circulation section report does not include Multimodal Level-of-Service (MM LOS) results for pedestrian, bicycle and transit user modes. Motion carried, 4/1/2 (Newlands -No; Proulx, Schuck -Absent). COMMISSION COMMENTARY AND REQUESTS FOR CONSIDERATION OF MATTERS: In response to Commissioner Kohl comment regarding the traffic signals at the intersections of Ambrosia Lane and Aviara Parkway and Mimosa Drive and Aviara Parkway, City Traffic Engineer John Kim responded that he would contact the signal maintenance contractor. In response to Commissioner Kohl's request to agendize an item to address the resident concerns at Anillo Way and La Gran Via, Transportation Planning & Mobility Manager Nathan Schmidt confirmed that staff are in contact with the residents and will hold a meeting to learn more about their concerns. In response to Chair Coelho's inquiry regarding when the Restricting Overnight Parking on Garfield Street item would be brought to the City Council, Transportation Planning & Mobility Manager Schmidt responded that he would be able to provide the information at a later date. In response to Commissioner Penseyres' inquiry regarding Safe Routes to School for Hope Elementary and the trail at the top of the hill, Transportation Planning & Mobility Manager Schmidt responded that staff would look into it and report back at a later date. Feb.3,2025 Traffic Safety & Mobility Commission Regular Meeting Page 6 Commissioner Penseyres commented that the crosswalk lights at the Army and Navy Academy have not been functioning correctly. ANNOUNCEMENTS: This section of the Agenda is designated for announcements to advise the community regarding events that Members of the Commission have been invited to, and may participate in. STAFF COMMENTS: City Traffic Engineer John Kim spoke about the speeding concerns near Carlsbad High School and the Capital Improvement Program {CIP) project the city has to install traffic calming measures on roadways classified as school streets. He explained that staff are scoping the project and will bring the project to the Commission at a later date. Transportation Planning & Mobility Manager Nathan Schmidt spoke about the Safe Routes to School for Jefferson Elementary that will be brought to the City Council on Feb. 4, 2025. He also spoke about the proclamation that will be presented to Former Vice-Chair Bill Fowler at the Feb. 25, 2025, City Council meeting. ADJOURNMENT: 5:35 p.m. Lovelynne Magalued Secretary
