Subject: Sage Creek High School – Safe Routes to School Plan
Recommended Action
Receive a report on the Safe Routes to School Plan for Sage Creek High School and recommend
approval of the proposed conceptual plan to the City Council.
Background
Traffic safety continues to be a top priority in the City of Carlsbad. One way the city is improving
traffic safety is through a Safe Routes to School program, a key component of the city’s
Sustainable Mobility Plan and Safer Streets Together Plan. The goal is to make walking and
biking to school a convenient and comfortable option for students and families who are
interested in these options.
While not every family may be close enough to their school to walk and bike, the more people
who do, the better traffic will flow and the less time will be spent waiting in school pick-up and
drop-off lines.
Based on community input, the safe routes plan for Sage Creek High School consists of
conceptual recommendations and programmatic recommendations.
Discussion
Existing Conditions
The city’s Sustainable Mobily Plan was approved by the City Council on Jan. 12, 2021. The plan
includes preliminary data and recommendations for how to implement Safe Routes to Schools
plans throughout the city.
To better understand the existing conditions surrounding Sage Creek High School, staff took the
following steps:
•Met with the school principal and school district administrators

•Conducted a walk audit of the primary walking and biking routes surrounding the
school. This included College Boulevard from Bobcat Way to Carlsbad Village Drive and
Cannon Road from Bobcat Way to El Camino Real.
•Conducted field observations of peak hour pick-up/drop off operations
•Hosted two listening sessions at Sage Creek High School which was open to parents,
staff and students
•Received public input from the general community about the surrounding area
The walking tour audit allowed staff and the school administration to gain a better
understanding of the pedestrian and bicycle infrastructure surrounding the school and assess
concerns shared by the public through the city’s community engagement efforts.
Additional observations of peak hour pick-up/drop-off operations allowed staff to gain a clearer
understanding of current travel patterns and behaviors. During these audits, staff observed
pick-up and drop-off activities both within the school parking lots and at the Cannon Road and
College Boulevard intersection.
On Oct. 26, 2023, and Nov. 8, 2023, city staff hosted two listening sessions to hear from
parents, staff and students regarding priorities and ongoing issues surrounding Sage Creek High
School. The city also distributed an online survey January 2024 to receive additional community
feedback.
Below is an overview of the conditions observed during these periods and the feedback
received during the outreach phase of the project. A detailed summary of the public input
received is included in Exhibit 1:
On-campus circulation and school driveways:
•The egress driveway experiences heavy use by vehicles, pedestrians and bicycles,
creating numerous potential conflict points. “Conflict point” refers to locations where
the paths of road users cross, such as a driveway or an intersection where cars may
cross paths with pedestrians or cyclists.
•Bikes are required to share the roadway with vehicles when entering and exiting the
main school driveway.
•School staff are present during pick-up/drop-off periods to direct vehicles in and out of
the student parking lot driveway.
•Students walking to school enter at the northeast corner of the intersection of College
Boulevard and Cannon Road, proceeding through the student parking lot and internal
roads to reach the school.
Bobcat Boulevard:
•Bikes traveling to the school on Bobcat Boulevard must merge with eastbound vehicles
in order to turn left into the campus.
•Bikes traveling westbound leaving the school on Bobcat Boulevard bike continue
straight and must weave between vehicles queued at the Cannon Road and College
Boulevard intersection. Those making a westbound right turn at College Boulevard and
Cannon Road must share the right-turn lane with vehicles.

• The sidewalk on the north side of Bobcat Boulevard is heavily traveled by both bikes and
pedestrians as this provides direct access to the school.
Bobcat Boulevard/Cannon Road/College Boulevard Intersection:
• The north leg of the Cannon Road and College Boulevard intersection has a large volume
of students crossing.
• Bikes traveling southbound on College Boulevard must either make left turns with traffic
or use the northern crosswalk. Most students use the crosswalk on the north leg, mixing
in with those walking.
• The southbound right turn movement has a heavy vehicle movement, which creates
potential conflicts with pedestrians and bikes using the north crosswalk.
Cannon Road and West towards El Camino Real:
• Community members have concerns about speeding vehicles on Cannon Road which
present an uncomfortable environment for students biking to and from school.
• Students walk to and from school on the north side of Cannon Road.
• Long right-turn vehicles queues along El Camino Real turning onto Cannon Road were
observed blocking the bike lane.
College Boulevard and north towards Tamarack Avenue:
• The busy intersections at Carlsbad Village Drive and Tamarack Avenue to the north
present additional challenges to students cycling to school.
• The decomposed granite (DG) path on the east side of College Boulevard is prone to
erosion during heavy rainfall.
• Neighborhoods in Calavera Hills to the north are connected to the school via the Lake
Calavera Solar Walk trail but lack of lighting, weather conditions, erosion and steep trail
grades make the trail more difficult for some users.
• High vehicles speeds along College Boulevard create an uncomfortable environment for
students biking to and from school.
College Avenue and Cannon Road
College Avenue and Cannon Road provide primary access to Sage Creek High School and are
often utilized by motorists seeking to avoid the congestion at the I-5 and SR-78 interchange.
This frequent usage as a bypass route underscores the necessity for a new interchange ramp,
which would replace the existing traffic signal with a ramp system to streamline traffic flow at
this busy interchange.
The City of Carlsbad has been actively studying College Avenue to enhance road safety and
manage vehicle speeds. This was first identified on June 11, 2019, by a City Council minute
motion directing staff to analyze traffic calming strategies for key roadways, including College
Boulevard from Carlsbad Village Drive to Sage Creek High School. The City Council unanimously
approved the motion, leading to city staff's initial recommendations on Sept. 24, 2019, which
focused on installing speed feedback signs to address speeding concerns.

Throughout the following year, city staff evaluated various traffic calming strategies for College
Boulevard, ranging from radar speed feedback signs to physical measures like single-lane
roundabouts and vertical deflections. The radar speed feedback signs were recommended as
the most effective solution, a recommendation that the Traffic and Mobility Commission
supported. On July 28, 2020, the City Council passed a resolution to install up to eleven radar
speed feedback signs along College Boulevard.
Additionally, there is an ongoing long-term project aimed at extending College Boulevard from
Cannon Road to El Camino Real. This extension, about three-quarters of a mile long, is intended
to improve access and traffic flow, especially near Sage Creek High School. However, this
project has been put on hold to reassess resource allocation as first identified in the Fiscal Year
2022-23, allowing the city to ensure that it aligns with broader transportation and mobility
goals when it proceeds.
Student Survey
The city’s project team asked school staff to distribute an online survey to learn about students’
current modes of travel to and from school. On average, 85% of the respondents said they
traveled to and from school in a vehicle. Of those, 15% travelled in a carpool with members of
another household. Approximately 4% of students that were surveyed responded that they
take the bus to school. The remaining 11% of students traveled to and from school using active
modes (biking, walking or other). This includes 8% who biked to and from school. City staff
counted the total number of bikes at the school on multiple day and resulted in an average of
over 100 bikes, which validates the 8% from the survey data.
The survey data shows that there is currently a relatively high number of students that bike to
school. This shows that students have an interest and desire to bike to and from school. This
highlights an opportunity to identify some of the barriers that were brought to staff’s attention
to continue to grow the number of students that bike to and from school.
Proposed Improvements
The project team has developed a list of proposed improvements based on the walking audit,
pick-up/drop-off observations and community feedback. Concept level plans of the proposed
improvements can be found in Exhibit 2. The proposed improvements include a combination of
near-term, long-term and improvements, as well as improvements that will require further
exploration. These additional improvements will undergo more detailed engineering feasibility
studies to evaluate their practicality. The proposed improvements are described below:
Near-Term Improvements:
• High Visibility Crosswalk pavement markings at the student parking driveway.
• Cones for temporary closure of outside southbound lane from the student parking lot to
Bobcat Boulevard to shorten the crossing distance for pedestrians and reduce conflict
points at the intersection.
• Interim enhanced crosswalk for bikes to cross Bobcat Boulevard at the main drop-
off/pick-up driveway for easier access to bike racks on campus.
• Convert the outside pathway of the two existing sidewalks on the west side of the main
drop-off/pick-up driveway into a bike entrance/exit. This would require adding parking

stops to the adjacent parking spaces to ensure vehicles do not hang over the sidewalk.
Additionally, on-site signage or pavement markings may be required.
• Increase the width of the bike lane buffer on southbound College Boulevard adjacent to
right-turn movements.
• Install an LED “No Right Turn” blank out sign for westbound right turns at the
intersection activated when pedestrians are crossing the north leg of the intersection.
• Sharrows in the right-turn lane along Carlsbad Village Drive for bikes turning onto
College Boulevard.
Long-Term Improvements:
• Convert the existing sidewalk along the north side of Bobcat Boulevard into a two-way
separated bike and pedestrian path by widening the path to approximately 10 feet. This
will provide an accessible path from the main intersection at Cannon Road and College
Boulevard on north side of Bobcat Boulevard to the school entrance.
• Create enlarged sidewalk waiting area with directional curb ramps on the northeast
corner of the Cannon Road and College Boulevard intersection to better organize the
large volume of students before and after school.
• Modify the signal timing at the Cannon Road and College Boulevard intersection to
better facilitate pedestrian and bike crossings to the new two-way separated bike and
pedestrian path. This would modify the phasing so that bikes travelling eastbound
would be able to turn left to access the new two-way separated bike and pedestrian
path on the north side of Bobcat Boulevard
• Replace the current decomposed granite path on the east side of College Boulevard with
concrete for walkable areas during all seasons.
• Install a bike ramp from the westbound El Camino Real bike lane for bikes turning right
onto Cannon Road.
Improvements to Explore for Possibility:
The following improvements would require additional engineering feasibility analysis:
• Convert the existing sidewalk on the west side of College Boulevard into a two-way
separated bike and pedestrian path between Carlsbad Village Drive and Cannon Road.
• Convert the decomposed granite path on the south side of Cannon Road into a two-way
separated bike and pedestrian path between El Camino Real and College Boulevard.
• Work with City of Carlsbad Parks, CA State Parks and the CA Department of Fish and
Wildlife, who owns the unpaved stretches of Lake Calavera Trails, to provide pedestrian
scale lighting and enhance the trails for walking and biking.
Community feedback on the proposed Safe Routes to School Plan
City staff initiated an outreach effort to gather community feedback on the proposed Safe
Routes to School Plan. The outreach included multiple channels to ensure broad awareness and
engagement:

• Resident Notices: Notices were mailed to residents within the project area, inviting
them to review the proposed improvements and provide feedback.
• School Communication: City staff hosted an in-person session at Sage Creek High School
on Feb. 7, 2025, to receive feedback from the parents and staff on the proposed
recommendations.
• Citywide Email Blasts: The city sent out email notifications to ensure interested and
affected community members were informed about the project and had the
opportunity to participate in the feedback process.
As a result of the in-person meeting at Sage Creek High School on Feb. 7, 2025, staff received
additional feedback on the proposed plan. At the meeting, staff received general support for
the plan and some suggestions. The suggestions included addressing a concern of right turn
conflicts between bikes and vehicles along College Boulevard and improvements for bikes
making a northbound left-turn at the Carlsbad Village Drive and College Boulevard intersection.
Staff also heard concerns regarding the proposed no right turn on red from Bobcat Boulevard to
College Boulevard during the pedestrian phase.
Additional community feedback received via email and phone messages on the Safe Routes to
School Plan for Sage Creek High School reveals a common concern for safety and a desire for
traffic calming measures. Residents suggested various improvements including lowering speed
limits on Cannon Road and College Boulevard, installing speed feedback signs, and enhancing
the clarity and safety of pedestrian and bike paths. Concerns were also raised about the
adequacy of existing bike lanes and sidewalks, with some suggesting the need for clearer
signage or physical changes to ensure safer routes for students. Additionally, there were several
comments requesting better enforcement of traffic and e-bike regulations and to address
frequent speeding and traffic congestion, especially during school commute times. Some
residents have expressed opposition to proposed improvements, fearing they might disrupt
current traffic flow and increase congestion. The city remains committed to considering
community input as the project progresses and will continue to encourage residents to share
their perspectives on the proposed improvements. The full compilation of feedback received is
provided in Exhibit 3.
Recommendation for Design Modification
To address concerns raised at the Feb. 7, 2025, meeting, staff recommends the following
additions to the plan:
• Green conflict zone striping at intersections along College Boulevard between Carlsbad
Village Drive and Cannon Road (near-term improvement).
• Further study the Carlsbad Village Drive and College Boulevard intersection to improve
conditions for bikes making northbound left-turns.
Staff recognizes the concerns raised about prohibiting right turns on red for vehicles turning
from Bobcat Boulevard onto College Boulevard during the north crosswalk pedestrian phase.
Despite these concerns, the recommendation to install this restriction remains, but it is
suggested to be deferred as a long-term measure alongside the installation of the two-way
separated multi-use path on the north side of Bobcat Boulevard for the following reasons:

• During peak school hours, the northern crosswalk already sees large platoons of
pedestrians and bikes during existing conditions, which currently restricts the ability to
turn right.
• The proposed two-way separated bike and pedestrian path on the north side of Bobcat
Boulevard is expected to increase bicycle traffic using this crosswalk, especially in the
afternoon when students are dismissed.
• Implementing a "no right turn on red" rule is essential to safely manage the eastbound
left turn for bicycles accessing the new path.
• If adverse effects are noted during the north crosswalk pedestrian phase, staff can
reprogram the signal and remove the “no right turn on red” restriction.
• As a part of the proposed signal modifications, traffic operations at the intersection
were analyzed. Vehicle delay at the westbound right is not anticipated to change
drastically compared to the existing conditions.
Next Steps
Upon receiving input from the Traffic Safety & Mobility Commission, staff will finalize the
conceptual design documents and Safe Routes to School plan. Staff will then present the
conceptual design and plan to the City Council with a recommendation to support the project
and move forward with additional engineering and vetting of proposed improvements.

Introduction
The City of Carlsbad is committed to helping everyone get around the city
in a safe and convenient way, whether by foot, car, bike or public transit.
One way the city is improving traffic safety is through a Safe Routes to
School Program, which is an approach that focuses on walking and
bicycling to school through infrastructure improvements, enforcement and
safety education. Other strategies the city uses focus on safe driving.
Safe routes to school is part of the broader citywide efforts to improve
traffic safety through the Safer Streets Together Plan, which the City
Council approved in September 2022 and the Sustainable Mobility Plan
approved in January 2021.
This document presents the Safe Routes to School Plan for Sage Creek High
School. The plan outlines specific short- and long-term infrastructure
improvements and school programs that will enhance safety and make it
more comfortable for families and students to walk and bike to and from
school sites. Recommended improvements and programs are informed by
industry best practices and reflect Sage Creek High School’s unique needs,
challenges and opportunities for improving travel conditions.
To ensure the Safe Routes to School Plan reflects the community’s needs,
values and priorities, the project team relied on community outreach,
observations and design expertise. The team conducted field observations,
evaluated circulation patterns, analyzed historical collision data and met
with parents to document their concerns.

School Context
School characteristics
Sage Creek High School is located at 3900 Bobcat Blvd north of the College
Boulevard/Cannon Road/Bobcat Boulevard intersection. The school is in
the northeast portion of Carlsbad near the Calavera Hills community,
Carlsbad Highlands Ecological Reserve, and Lake Calavera Preserve. The
school allows any high-school age student to enroll if they live in Carlsbad
Unified School District; there are no prescriptive enrollment boundaries.
Students also have the choice of attending Carlsbad High School.
Not every family is close enough to walk or bike, but the more who do, the

up and drop-off lines.
A map of the school district boundary can be found in Figure 1 below. A
brief overview of the school’s enrollment data is presented in Table 1.

Key transportation facilities and transit services
College Boulevard is a north-south four-lane roadway which runs between
Cannon Road in Carlsbad and North River Road in the City of Oceanside.
Long-term plans include the completion of the College Boulevard gap
between Cannon Road and El Camino Real. The roadway is classified as an
“arterial” in the City’s Circulation Element, which means that the street is
designed with an emphasis on facilitating vehicle travel. Near Sage Creek
High School, the arterial includes buffered bike lanes, a sidewalk on the

west side of the road, and a decomposed granite path on the east side of
the road. It connects Sage Creek High School with the Calavera Hills
community and other neighborhoods to the north. Three gated pathways
connect from cul-de-sacs in The Foothills community to College Boulevard.
Cannon Road is an east-west four-lane arterial which runs between College
Boulevard and Carlsbad Boulevard within the City of Carlsbad. Near Sage
Creek High School, the arterial includes buffered bike lanes, a sidewalk on
the north side of the road, and a decomposed granite path on the south
side of the road. It connects Sage Creek High School with The Foothills
community and other neighborhoods to the west.
North County Transit District (NCTD) bus routes 609 and 623 serve the high
school. The final stop for these bus routes is on the east side of College
Boulevard just north of Cannon Road and Bobcat Boulevard, directly
adjacent to the school frontage. The westbound bus stop is located on the
northwest corner of the Cannon Road/College Boulevard intersection,
meaning students must cross a large, signalized intersection to access the
bus stop. The stops include a bus pull-out, a bench, and a shade structure.
Students do have some options on these two routes that align with the
school bell schedule. Route 609, which runs between Encinitas Transit
Center and Sage Creek High School, has one morning northbound bus
which arrives at Sage Creek at 8:10 am, 20 minutes before the first bell of
the school day. There are two southbound afternoon buses which depart
at 2:45 pm and 3:45 pm. The 2:45 pm departure is 15 minutes after the
final bell of the school day. The Route 623 schedule is similarly scheduled
around school times, with one morning bus arriving at Sage Creek at 8:15
am, 15 minutes before the first school bell, and three northbound
afternoon buses which depart at 1:26 pm, 2:45 pm, and 3:45 pm.

School circulation
Access for all travel modes to Sage Creek High School is provided via the
College Boulevard/Cannon Road/Bobcat Boulevard intersection. Vehicle
drop-off and pick-up routes are shown below on Figure 2, as well as
common bicycle and pedestrian routes.
There are two vehicle drop-off and pick-up lines: one utilizes the main
school driveway, and another utilizes a portion of the student parking lot
closest to the athletic fields. During the afternoon pick-up, both queues
extend onto Bobcat Boulevard.
While there is a sidewalk on the north side of Bobcat Boulevard that
connects to the main school driveway and entrance, many students
walking to and from school cut directly through the parking lots, which is a
more direct path but lacks dedicated pedestrian facilities.
Students who bike to school travel to and from both College Boulevard and
Cannon Road. Bike parking is provided near the main school entrance and
can be accessed via both driveways. Bicyclists must travel through the
College Boulevard/Cannon Road intersection, along Bobcat Boulevard, and
in and out of the school driveways.

Identifying Needs
Meetings and outreach
The following meetings, events, and surveys were utilized to establish an
understanding of existing conditions and the needs of students traveling
to/from school. This information was used to inform opportunities for
infrastructure, programmatic, and operational safety improvements.
Principal meeting
A meeting was held with principal Josh Way on September 29, 2023 to
discuss an overview of existing pick-up/drop-off operations and concerns
regarding safe access to Sage Creek High School.
Walk audit
The project team conducted a walk audit on the afternoon of October 10,
2023 to observe existing travel patterns after school dismissal, existing
barriers to walking and biking, and potential near and long-term
opportunities for improving pedestrian and bicycle safety. Walk audit
participants included the Sage Creek High School principal, City of Carlsbad
staff and leadership, and the Carlsbad Police Department staff. A detailed
summary of observations gathered during the walk audit is provided in
Appendix A.
Field observations
Drop-off/pick-up activity was observed on January 26, 2023 and October
10, 2023 to understand the current number of students walking and biking
to campus, observe vehicle circulation and queues, existing infrastructure,
and locations with a high frequency of interactions between pedestrians,
bicyclists, and vehicles.
Parent listening session and online map survey
Two parent listening sessions were held on the morning of October 26,
2023 and the evening of November 8, 2023 for the project team to directly
engage with parents and caregivers of students to understand their
concerns regarding safety near the campus and their ideas for
improvements to make access to campus more comfortable for those
walking and biking.
An online interactive mapping survey was created to gather additional
input from parents and community members who were not able to attend
the parent listening sessions. Notifications about the online map survey
were provided through multiple outlets including the Parent Teacher
Association, news releases and e-newsletters, media interview and posts
on community web platforms such as Nextdoor. Participants added pins to
the map to report their concerns with access to and from the school. A
summary of feedback gathered through the in-person and online
engagement is provided in Appendix B.
Summary of observations
Key takeaways and safety concerns are summarized below.
On-campus circulation and school driveways
• Concentration of activity at the egress driveway creates a hot spot
of conflicts between pedestrians, bicyclists, and vehicles. • Bikes and e-bikes must share space with vehicles when entering
and exiting the main school driveway and student parking lot
driveway.

• School staff and volunteers meter the ingress and egress of
vehicles at the student parking lot driveway. • Pedestrians take the path of shortest travel through the student
parking lot and internal roads, presenting multiple conflict points
with drivers throughout the parking area.
Bobcat Boulevard/Cannon Road/College Boulevard Intersection
• Significant numbers of students cross the north leg of the Cannon
Road/College Boulevard/Bobcat Boulevard intersection. Even with
a pedestrian signal that gives them an advanced green “head
start”, students often continue crossing beyond the end of the
designated pedestrian phase, presenting a conflict with
westbound vehicles turning right. • Southbound bikes and e-bikes must either make left turns with
traffic or make a two-stage crossing. Many use the north
crosswalk to access campus. • Heavy vehicle volumes, vehicle queues, and limited dedicated
right-of-way create potential conflicts between bicyclists,
pedestrians, and vehicles.

Bobcat Boulevard
• Bikes must merge with eastbound vehicles traveling at high
speeds at the entrance to Bobcat Boulevard in order to turn left
into campus.
• Eastbound bikes and e-bikes do not have a dedicated crossing
from the south side of Bobcat Boulevard. • Westbound bikes and e-bikes navigate along a narrow,
unprotected bike lane adjacent to vehicles. Those continuing
straight must weave between vehicles queued at the Bobcat
Boulevard/Cannon Road/College Boulevard intersection, and
those making a right turn hug the curb to share the lane with
vehicles who are also turning right. • The sidewalk on the north side of the road is heavily traveled but
many students walk diagonally across the student parking lot
instead of along Bobcat Boulevard.
Cannon Road and west towards El Camino Real
• Vehicles speeding along Cannon Road is a common concern.
• Students walk to and from school on the north side of Cannon
Road. • Long right-turn vehicle queues along El Camino Real turning onto
Cannon Road block the bike lane. • High speeds along Cannon Road present an uncomfortable
environment for students biking to/from campus.
College Boulevard and north towards Tamarack Avenue
• Students on e-bikes are more easily able to travel on College
Boulevard given the steep grade and long uphill section
northbound.
• Most students who walk along College Boulevard are primarily
accessing The Foothills community, entering and exiting through
gated pedestrian paths or a City trail connecting College
Boulevard to Four Peaks Street. • Busy intersections to the north at Carlsbad Village Drive and
Tamarack Avenue post additional challenges to students on bikes
and e-bikes trying to make left-turns or squeeze past vehicles
trying to make right-turns. • The decomposed granite (DG) path on the east side of College
Boulevard erodes with heavy rains. • Neighborhoods in Calavera Hills to the north are connected to the
school via trails in the Lake Calavera Preserve; however, weather,
erosion, and steep trail grades can make the trails more difficult
for some users.
• High vehicle speeds along College Boulevard create an
uncomfortable environment for students biking to/from campus

Technical Analysis
In addition to field work and community outreach, safety data and mode
share survey results were analyzed to provide greater context to field
observations and community feedback and to better inform final
recommendations.
Collision history
Collision data from 2018 through 2022 was analyzed to assess roadway
safety conditions near Sage Creek High School.
To better understand the collision trends on school routes involving
school-going students, citywide collisions were filtered by the following
factors:
• Within the vicinity of the school property (school influence area)
→ 63 collisions • Involving victim(s) age 18 or under → 20 collisions • During school drop-off (7am to 9am) or pick-up (1pm to 3pm)
period → 9 collisions
Collisions that occurred on Saturdays and Sundays were included to
capture weekend school activities.
Collisions by year and mode
From 2018 to 2022, there were nine (9) total injury collisions. Five (5) of
these collisions (56 percent) involved a pedestrian or bicyclist, as shown in
Figure 3.

Mode share
Mode share refers to the percentage of travelers who use a particular type
of transportation including walking, biking, driving, transit, or other
options. A survey was administered by teachers asking students about
their current mode share (how they get to and from school on most days).
Results are shown in Figure 5. On average, 85% of students who
responded traveled to and from school in a vehicle. Of those, 39% were
dropped-off or picked-up at the school entrance, 57% parked in the
student parking lot, and 4% were dropped-off or picked-up at or parked
and walked from a nearby location. The remaining 15% of students
traveled to and from school using active modes (biking, walking, or other),
including 8% who used E-bikes to travel to and from school. This aligns
with counts, estimates, and information provided by the school that
approximately 100 students ride e-bikes to campus.

Little variability in mode share was shown in the survey results between
the morning drop-off and afternoon pick-up. However, while only 13% of
students carpooled in the morning, 15% of students carpooled home from
school in the afternoon. This 2% increase in carpooling corresponded with
a 2% decrease in students taking family vehicles (only including members
of their household) home from school as compared to the morning.
While Sage Creek High School parents were not surveyed, feedback from
parents during the listening sessions indicated that unsafe intersections
were one of the biggest concerns with allowing their children to walk or
bike to school, along with living too far away from school. This aligns with
statewide trends, as well as additional parent feedback that current vehicle
speeds and intersection configurations and operations around Sage Creek
High School create an uncomfortable environment for walking and biking
to school.
This data illustrates that a majority of students
currently use a vehicle to get to and from school
and are dropped-off or picked-up at the school
entrance or park in the student parking lot. This
highlights an opportunity for those trips to be
converted to walking trips by using the
recommendations in the following sections to
improve walking infrastructure, enhance vehicle
circulation to reduce potential conflicts with
pedestrians, and consider educational programs
that promote walking to school.

Solutions
For a holistic approach to improving bicycling and walking conditions
around schools, a Safe Routes to School Program usually relies on a two-
pronged approach: physical infrastructure improvements and
programmatic improvements. Programmatic recommendations focus on
promoting more walking and biking through educational efforts or
initiatives that encourage walking and biking. Short and long-term
infrastructure recommendations and school programs which will improve
and promote walking and biking safety and access are covered in the
following sections.
Infrastructure
Recommended design concepts to improve walking and bicycling
conditions around Sage Creek High School vary in scale and location. Some
similar concepts are recommended at multiple locations while other
concepts may be recommended in just one location depending on context.
Recommended design concepts, including infrastructure as well as
operations and circulation improvements, are presented in Figure 6. Most
of the recommendations are assumed to be long-term solutions to account
for engineering design, funding and construction. A few signing and
striping solutions, which could be implemented in the near-term, are called
out below and on the maps.
School Driveways
• High Visibility Crosswalk (near-term improvement) with reflective
signage at student parking entrance. • Cones (near-term improvement) for temporary closure of outside
southbound lane from the student parking lot to Bobcat
Boulevard to shorten the crossing distance for pedestrians and
reduce conflict points at the intersection. • Two-way bicycle/pedestrian path on north side of Bobcat
Boulevard.
◦ Prior to implementation of this facility, install enhanced
crosswalk for bikes across Bobcat Boulevard at the main
drop-off/pick-up driveway for easier access to bike racks on
campus.
• Improve pedestrian and bike entrance (near-term improvement)
by converting the outside pathway of the two existing sidewalks
on the west side of the main drop-off/pick-up driveway into a bike
entrance/exit and by adding parking stops for parking spaces
adjacent to pedestrian and bike facilities along the west side of
the main drop-off/pick-up driveway
Cannon Road/College Boulevard/Bobcat Boulevard Intersection
Design concepts involving changes to signal timing and intersection
geometry were tested in traffic operations software and results are
provided in Appendix C. In general, most design concepts will not cause
large changes in delay for most vehicles traveling through the intersection.
• Create enlarged sidewalk waiting area with directional curb ramps
on the northeast corner of the intersection to better organize the
large volume of students before and after school. • Increase bike lane buffer (near-term improvement) on
southbound College Boulevard adjacent to right-turn movements.

northbound bicyclists at the intersection. • LED No Right Turn sign for westbound right turns at the
intersection activated when bicycles are crossing the east leg of
the intersection or pedestrians are crossing the north leg of the
intersection. • Bike Signage on northwest corner of the intersection to
encourage bikes accessing school to activate the north crosswalk.
Cannon Road and areas west
• Two-way bicycle/pedestrian path on south side of Cannon Road
(improvement to explore for possibility).

lanes and widening bike lane buffers along Cannon Road. ◦ Install exit ramp from westbound El Camino Real bike lane to
sidewalk in advance of Cannon Road for bikes to access

Circulation recommendations
Changes to off-campus circulation and on-campus circulation can improve
vehicle flow and enhance pedestrian and bicycle safety by reducing
potential conflicts.
• A map illustrating preferred pick-up and drop-off routes for
pedestrians and drivers within the immediate school vicinity can
be used as a handout to parents and made available on the
school’s website to guide students and parents along the safest
existing facilities during pick-up and drop-off. Additional
“Suggested Route Maps” such as the maps the City created as a
part of the 2020 Sustainable Mobility Plan show a wider network
of routes which can be referenced for longer trips. • A valet curbside drop-off program can be offered by older
students who complete traffic safety training. Students would
wear bright safety vests and direct drivers to pull as far forward as
possible, open passenger door for students to exit, close the door,
and direct drivers to exit the drop-off area. • An additional crossing guard should be considered for north leg
crosswalk at the Cannon Road/College Boulevard/Bobcat
Boulevard intersection to help with yielding there and/or to hold
the westbound right-turning vehicles until pedestrians have
cleared.
Regionally serving programs and projects are outside the scope of this
study. The following examples may include, but are not limited to:
• Shifting truck routes from College Boulevard to El Camino Real
would reduce the number of heavy vehicles traveling near the
school. • Improvements along I-5 may help limit cut-through traffic
between SR-78 and I-5 along College Boulevard and Cannon Road.
In addition, the following policies and programs provide for broader
systemwide improvements to help support and enhance active
transportation at the school and local level. More details on these
recommendations and additional resources can be found in Appendix D.
Bike/pedestrian education
Traffic safety instruction during breaks, PE, or other appropriate learning
times can provide opportunities for students to develop their knowledge
and skills regarding bike and pedestrian safety, traffic safety, bike handling,
safe riding practices (“street smarts”), helmet fit, and bike prep. This can
be in conjunction with or in addition to other programs and resources
offered by the City, such as the bike and e-bike safety course offered by
the Carlsbad Police Department.
Crossing guard program and promotional education
School staff, city staff, paid contractors or volunteers serving in the role of
a crossing guard should receive training on at least a biennial basis to
ensure they are performing their duties properly and safely.
Providing education on and promoting the importance of listening to
crossing guards’ directions through events such as an annual Crossing

Sage Creek High School
The Carlsbad Safe Route to School (SRTS) project team conducted one walk audit and two listening sessions at Sage Creek
High School in order to understand safety concerns and identity ways to promote active travel for the school commute. This
memo summarizes the findings from the walk audit and both listening sessions.
Walk Audit
A walk audit was conducted at Sage Creek High School in the City of Carlsbad on the afternoon of October 10, 2023. Walk
audit participants included the Sage Creek High School principal, City of Carlsbad staff and leadership, Carlsbad Police
Department staff, Fehr & Peers staff, and Alta Planning + Design staff. Figure 1 shows the main locations that were assessed
during the walk audit.

1. School Parking Lot
• To avoid sharing of main vehicle entrance during pick up, consider alternate bike exit along the central school
driveway (location #2) from bike parking near Visitor Parking.
• There are two sidewalks along the west side of the driveway, one of which can potentially be turned one into an e-
bike only route. Wheel stops could be added along adjacent Visitor Parking spaces to prevent overhang of vehicles
into the sidewalk area.

2. Bobcat Way (Central School Driveway) and Bobcat Boulevard
• This is a potential alternate exit for e-bikes (as mentioned at location #1).
• School staff are at the school driveway to meter the entrance and exit of vehicles.
• Consider placing a crosswalk at the southwest leg to accommodate students using the bike lane on the south side
of Bobcat Boulevard.
3. Bobcat Boulevard
• A Class I bike path is planned for the north side of the road.
• There may be an opportunity to turn the north side bike lane into a two-way Class IV bikeway. This would prevent
students on bikes from having to cross the road twice.
• Vehicles line up in a U-turn formation at the end of Bobcat Boulevard during drop-off/pick-up hours.

4. Bobcat Boulevard/Cannon Road and College Boulevard
• Vehicles are using this intersection as part of an alternate route to access I-5. The eastbound left and southbound
right movements are high during peak commute times, which overlaps in the morning during school drop off.
• This intersection is planned to be reconfigured so that e-bike students can turn left from College Boulevard.
• The new “no right turn on red” sign for southbound traffic on College is helping to prevent conflicts with bikes and
pedestrians using the north-leg crosswalk.
• Pedestrian signal for north crosswalk crossing College Boulevard have Leading Pedestrian Interval.
• Pedestrians/students continue entering the intersection through the end of the flash-don't-walk phase for the
north crosswalk in the afternoon. The westbound vehicle phase remains green beyond the end of the pedestrian
phase, so these students create conflicts with westbound-right-turning vehicles.
• Possible pedestrian improvements that have been considered include a larger staging area on the northeast corner
of the intersection and directional ramps.
• Eastbound traffic entering Bobcat Boulevard from Cannon Road is traveling at high speed while e-bikes are
merging left to enter the school.

5. Cannon Road
• The Cannon Road and College Boulevard bus stop has a high student ridership compared to other bus stops in the
city.
• The majority of students walking west along Cannon continue past the bus stop and turn right at Hilltop Street or
Wind Trail Way.
• Walk audit participants counted approximately 110 students total who crossed College Boulevard in the afternoon
of October 10th. Most continued west on Cannon Road towards Hilltop Street and Wind Trail Way.

6. Pedestrian Paths Connecting to the Foothills Housing Community
• There are two gated pedestrian paths connecting the Foothills housing community to Sage Creek High School. One
path is from Arapaho Place and the other is from Bergen Peak Place, the latter of which walk audit participants
observed 15 to 20 students using immediately after school let out.
o Only residents have the keys to the gate, which includes some students.
o A resident observed some parents dropping off their students at the entrances of the paths.
• A resident observed students jumping over the fence in previous years.
A gated pedestrian path allows students take a short cut from the Foothill community to Sage Creek High School.
7. City-Owned Trail Connecting to The Foothills Housing Community
• There is a City of Carlsbad owned trail on the north side of Four Peaks Street that could potentially become a drop-
off location.
8. College Boulevard
• There is an opportunity to enhance the decomposed granite (DG) sidewalks with a concrete material that is
decorative and textured but will not erode during rainfall, at least on the sloped areas.
• There are three schools (Calavera Hills Elementary School, Calavera Hills Middle School, and Sage Creek High
School) whose students and families use College Boulevard for drop-off/pick-up access every day.

9. Lake Calavera Trail Adjacent to Sage Creek High School
• There is an extensive trail network to the north of Sage Creek High School that if enhanced, could provide an
alternative route to College Boulevard to access the school.
o Currently, only a portion of the trail is paved, making it hard for students to walk or bike, especially when
it rains because the trails get muddy and flooded.
o The trail transitions from paved to unpaved approximately .5 mile north of the location shown on the
map.
o Ownership of the trail is mixed between the State (The California Department of Fish and Wildlife), a CA
non-profit organization (the Center for Natural Lands Management), and the City of Carlsbad. The un-
paved stretch is owned by the State, so any modifications to the trail itself would need to be approved by
the CA Department of Fish and Wildlife.
The trail alignment could be a good alternative route for students to walk and bike; Walk audit participants discussed the opportunities
and restrictions of using the trail as a comfortable route.
10. Lake Calavera Trail Head at the Intersection of College Boulevard and Carlsbad Village Drive
• This trail head provides convenient connection to/from Carlsbad Village Drive, however it is too steep for students
to walk or bike to enter the trail.

A steep trail head creates a hard time for students to utilize the trail.
11. College Boulevard/Tamarack Avenue
• Students who are e-biking are making an eastbound right turn here to access College Blvd, sharing space with
vehicles who are making the same movement. There are also e-bikes traveling straight eastbound to access the
Middle School at this intersection.
• An estimated 60 students who use e-bikes travel down from this intersection.
12. Lake Calavera Trail Head
• The location provides a paved entrance to the Calavera Trail, which continues to the south towards the high school
before transitioning to an unpaved fire road.
13. Trail Connecting the Foothill Community to the Robertson Ranch Community
• This trail, which connects two neighborhoods, is not ADA accessible however, it is potentially bikeable.

14. El Camino Real/Cannon Road
• There is a newly added pedestrian bridge crossing Agua Hedionda Creek at the southeast corner of this
intersection.
• There is a new park coming at the northwest corner that could potentially become a drop-off location for students
who could walk from there.
• Students who e-bike to campus are making a northbound right turn at this intersection.
Wide Cannon Road and El Camino Real encourages high speeds.
Additional Walk Audit Notes
• Sage Creek High School has about 100 students riding bikes to school and most of them (90%) are e-bikes.
• About 90% of student bikers wear helmet and 80% of them wear helmets with straps.
• During the walk audit, Carlsbad Police Department staff reported more helmet use after e-bike/bike safety
education workshops.
• The City of Carlsbad is currently implementing a restriping plan on east/west corridors across the city.
• Drivers coming from SR 78 will drive through Carlsbad as a shortcut often without a focus on safety and traveling
at high speeds.
• Sage Creek High School’s school boundary reaches into the City of Oceanside.

Listening Sessions
Two listening sessions were conducted at Sage Creek High School the morning of October 26, 2023 and the evening of
November 8, 2023. The events were promoted through social media and emails. In total, approximately 20 parents,
caregivers, and other school stakeholders attended the listening sessions. Below is a summary of the key themes
shared with the Carlsbad SRTS project team during the listening sessions.
E-Bike/Bike Ridership
• Students ride e-bike or bikes in crosswalks.
• Middle school and high school e-biker/bikers must take a bike safety class through the Carlsbad Police Department in
order to be allowed to ride to school.
• Several parents agree that the educational component is important because more students are wearing helmets this
year after taking the bike safety class.
• Biking in the Dark:
o As the day ends earlier, parents/caregivers do not feel safe letting their students walk or bike to after-school
activities.
o Participants stated that they want more LED signs and lights.
Multi-Modal Access to the School
• The school community wants better bike route connectivity to the school.
• The school/school district should consider increasing school access points so that not all students are coming to the
front of the school.
• Trails:
o Sage Creek High School is unique in that there are many trails that could be used to access school.
o Participants shared that they want the trails enhanced so that they become viable connections to the
neighborhoods.
Ideas to enhance the trails include larger projects to include as a consideration for future project
funding, move the boulder that blocks the trail, and have juniors and seniors come up with
projects through the school’s Genius Project program.
• About 50 students currently take the North County Transit (NCTD) bus. Participants would like better or shorter bus
routes specifically to accommodate the school commute.
• A participant commented that a separated bike lane that is completely separated from the traffic through a physical
median is the only way to protect bicyclists.
• A participant mentioned the traffic lights are designed for cars, so some students are waiting forever for the lights to
turn green and some just go even when the light is still red.
o City staff shared that they may be able to adjust the video cameras, which are used to control traffic lights, to fix this issue.
o A participant suggested painting bikes at locations that trigger sensors (like they do in Oceanside) so that
riders know exactly where to stop to get a green light.
• A participant mentioned that Cannon Road is a wide road and does not feel safe to ride a bike.
• Participants mentioned the need to address traffic on El Camino at Cannon because vehicles block the bike lane
when turning right/north on Cannon, which feels like a “bike jail”.
• A participant observed students who live far away bike to school using El Camino Real.

Short-Term/Low Cost Improvements, Including Programmatic
• The school community wants to know what they can do in the short-term. This includes programmatic
recommendations, which will be listed in the SRTS Plan.
• The project team noted that Crossing Guard training should include school staff if they are performing Crossing Guard-
type duties.
• Carlsbad residents and drivers could benefit from bike lane education and other rules of the road education, such as
not driving within the striped medians or bike lane buffers and yielding to bicyclists at dashed green bike lanes. This can
be done through social media.
• The project team should look into getting easements or access agreements for pick-up/drop-off with the local home-
owners associations, including The Foothills neighborhood.
• Participants would love to see more “Bike to School/Work Day” events.
• The school community would like to see a Crossing Guard located at Bobcat Boulevard/Cannon Road and College
Boulevard.
Other Feedback
• Parents complained about the 85th percentile rule for setting speed limits because most drivers go faster than the
speed limit all the time.
• The school community wants to contact SANDAG and/or Caltrans to advocate that projects get completed (e.g.,
get the I-5 interchange addressed) and would like these projects included in the final SRTS Plan.
• A participant suggested speed humps or rumble strips on Cannon Road approaching the College Boulevard
intersection as the speed limit drops from 55 to 25.
• Participants reported that some 20 semi-trucks come down from College Boulevard to Cannon Road making these
streets feel less safe. They would like to see a rule forbidding semi-trucks from using these streets.
• Participants shared that they think there are still some rooms for improvements, but they appreciate all the
current improvements that have happened.

Safe Routes to School – Sage Creek High School Phase 1 Community Input Summary
Traffic safety remains core of the City of Carlsbad’s mission. Through the city’s local emergency
on traffic safety, Aug. 23, 2022 – Sept. 8, 2023, city staff initiated and continue to carry out a
wide variety of programs, projects and initiatives to enhance the safe use of city streets. Some
could be completed immediately while others are longer term in nature. One of the programs
in the Safer Streets Together Plan that the City Council approved is a Safe Routes to School
program.
About the project
The City of Carlsbad is committed to helping everyone get around the city in a safe and
convenient way, whether by foot, car, bike or public transit.
One way the city is improving traffic safety is through a Safe Routes to School Program, which is
an approach that focuses on walking and bicycling to school through infrastructure
improvements, enforcement and safety education. Other strategies the city uses focus on safe
driving.
The city is working on several Safe Routes to School plans with Carlsbad schools, including Sage
Creek High School, to reflect the community’s vision, values and priorities. The plan will outline
specific short- and long-term infrastructure improvements and school programs that support
families and students biking and walking to and from school sites.
Sage Creek has unique programs that draw students from throughout the city, so not every
family is close enough to walk or bike. But the more who do, the better traffic will flow and the
less time will be spent waiting in school pick-up and drop-off lines.

Design considerations
Over the past few years, the city has gathered community input on various traffic safety
projects throughout the city. Through every project, the following considerations are taken
into account when seeking feedback:
• Plans must reflect the policy direction already approved by the City Council in various
planning documents.
• Improvements must be designed according to state traffic safety standards and traffic
laws.
• Designs need to meet the needs of first responders and other emergency services.
Community engagement approach
To ensure the Safe Routes to School plans reflect community needs, values and priorities, the
city developed a community engagement approach consisting of three main opportunities for
input:
Phase 1: Community needs, values and priorities October 2023 – January 2024
The first phase will determine where community members would most like to see
improvements for walking and biking.
Phase 2: Feedback on draft plan Fall 2024
Based on community input and technical studies, the project team will develop a draft
Safe Routes to School plan, which outlines recommended short-term and long-term
infrastructure improvements in and around each campus. The draft plan will be shared
with the school and community for additional feedback.
Phase 3: Review of final plan Early 2025
The project team will develop a final draft plan and 30% conceptual designs of
improvements based on community feedback. This will be shared with the community
to identify any additional feedback they would like to share as improvements move on
to final design as budget allows.
Other opportunities for community input are built into the plan’s approval process, including
meetings of the Traffic Safety & Mobility Commission and the City Council, when they consider
the final designs, funding and timing of improvements.
Level of engagement
The International Association of Public Participation’s spectrum of public participation
illustrates a variety of approaches to involving the public in decision making. The Safe Routes to
School process falls in the category of “involve.”

Next steps
The Transportation planning team will use community input and other technical evaluations
including a walking audit to draft a Safe Routes to School plan, which will include short-term
and long-term infrastructure improvements. A draft plan will be shared with the community for
additional feedback in fall 2024.
The Safe Routes to School plan will be presented to the Traffic Safety & Mobility Commission
for additional feedback and recommendation of approval, then to the City Council to determine
next steps for design and funding of the improvements.

E-Bike/bike ridership
• Students ride e-bike or bikes in crosswalks.
• Middle school and high school e-biker/bikers must take a bike safety class through the Carlsbad
Police Department in order to be allowed to ride to school.
• Several parents agree that the educational component is important because more students are
wearing helmets this year after taking the bike safety class.
• Biking in the dark:
o As the day ends earlier, parents/caregivers do not feel safe letting their students walk or
bike to after-school activities.
o Participants stated that they want more LED signs and lights.
Multi-modal access to the school
• The school community wants better bike route connectivity to the school.
• The school/school district should consider increasing school access points so that not all students
are coming to the front of the school.
• Trails:
o Sage Creek High School is unique in that there are many trails that could be used to
access school.
o Participants shared that they want the trails enhanced so that they become viable
connections to the neighborhoods.
Ideas to enhance the trails include larger projects to include as a consideration
for future project funding, move the boulder that blocks the trail, and have
juniors and seniors come up with projects through the school’s Genius Project
program.
• About 50 students currently take the North County Transit (NCTD) bus. Participants would like
better or shorter bus routes specifically to accommodate the school commute.
• A participant commented that a separated bike lane that is completely separated from the traffic
through a physical median is the only way to protect bicyclists.
• A participant mentioned the traffic lights are designed for cars, so some students are waiting forever
for the lights to turn green and some just go even when the light is still red.
o City staff shared that they may be able to adjust the video cameras, which are used to
control traffic lights, to fix this issue.
o A participant suggested painting bikes at locations that trigger sensors (like they do in
Oceanside) so that riders know exactly where to stop to get a green light.
• A participant mentioned that Cannon Road is a wide road and does not feel safe to ride a bike.
• Participants mentioned the need to address traffic on El Camino at Cannon because vehicles
block the bike lane when turning right/north on Cannon, which feels like a “bike jail”.
• A participant observed students who live far away bike to school using El Camino Real.

• The project team noted that Crossing Guard training should include school staff if they are
performing Crossing Guard-type duties.
• Carlsbad residents and drivers could benefit from bike lane education and other rules of the road
education, such as not driving within the striped medians or bike lane buffers and yielding to
bicyclists at dashed green bike lanes. This can be done through social media.
• The project team should look into getting easements or access agreements for pick-up/drop-off with
the local home-owners associations, including The Foothills neighborhood.
• Participants would love to see more “Bike to School/Work Day” events.
• The school community would like to see a Crossing Guard located at Bobcat Boulevard/Cannon Road
and College Boulevard.
Other feedback
• Parents complained about the 85th percentile rule for setting speed limits because most drivers
go faster than the speed limit all the time.
• The school community wants to contact SANDAG and/or Caltrans to advocate that projects get
completed (e.g., get the I-5 interchange addressed) and would like these projects included in the
final SRTS Plan.
• A participant suggested speed humps or rumble strips on Cannon Road approaching the College
Boulevard intersection as the speed limit drops from 55 to 25.
• Participants reported that some 20 semi-trucks come down from College Boulevard to Cannon
Road making these streets feel less safe. They would like to see a rule forbidding semi-trucks
from using these streets.
• Participants shared that they think there are still some rooms for improvements, but they
appreciate all the current improvements that have happened.

A baseline alternative and three design alternatives were analyzed for the College Boulevard/Cannon
Road/Bobcat Boulevard intersection for the Sage Creek High School Safe Routes to School Project. All
alternatives were studied assuming the completion of the south leg of the intersection as part of the 4k
Apartments project.
AM and PM peak hour volumes used in the analysis were obtained from the 4k Apartments Local Mobility
Analysis (LLG, 2023) Existing and Existing Plus Project scenarios. PM peak hour volumes were modified for
movements to and from Bobcat Boulevard to account for school related traffic since the peak of afternoon
school activity does not coincide with the PM peak hour. Vehicle volumes entering and exiting the school
during and following dismissal were estimated from AM counts during the school arrival period. The
estimated hourly volume exiting the school (700 vehicles) is approximately 7 times higher than the peak hour
volume recorded between 4 and 5 pm. These estimates are likely higher than what actually occurs due to
many students participating in after school programs
All alternatives are presented as modifications to the Baseline Alternative described below. Signal timing and
phasing were optimized for each alternative.
Alternatives
The following sections describe the intersection phasing, timing, and geometry assumptions for each
alternative analyzed. Diagrams of the phasing are shown in each section. Note that these phasing diagrams
generally show how much green time each vehicle phase would receive and do not show specifically when
pedestrian and bike phases occur. Geometric layouts of each alternative, including which vehicle,
pedestrian, and bike movements will be going concurrently are shown on Atachment A. Atachment A also
summarizes the community concern and issue addressed by the alternative. Atachment B includes the
detailed Synchro operations analysis worksheets for each alternative.

Existing Conditions: The intersection as it exists today is only a three-leg intersection with no south leg.
However, there is a dedicated phase for pedestrians crossing the east and west legs of the intersection.
Therefore, it was assumed that southbound turning movements would not run concurrently with the east and
west leg crosswalks under any alternatives.
Baseline Alternative (with 4K Apartment Project): This alternative assumes a new south leg at the Cannon
Road/College Boulevard intersection with modifications to existing lane configurations shown on Atachment
A. This alternative also assumes northbound/southbound movements do not occur concurrently and also
assumes a westbound right-turn overlap phase. This is comparable to adding northbound vehicle
movements to the north/south pedestrian phase under the Existing Conditions.
Note that this Baseline Alternative differs from what was assumed in the 4k Apartments Local Mobility
Analysis (LLG, 2023), which assumed that the southbound through movement would go with the right-turns
instead of the left-turns. The Local Mobility Analysis also assumed the intersection would operate with two-
phases, meaning all turns were assumed permissive. The assumptions from the LMA yield better level of
service results than the Baseline Alternative but substantially differ from how the signal currently operates
and treats crosswalks and turning movements.
In contrast, the phasing and geometry assumptions assumed for the Baseline Alternative for the Safe Routes
to School Analysis retain key elements of how the intersection currently operates while accommodating the
new south leg, such as the southbound right-turn overlap phase and no right-turn-on-red blank out signs. It
also retains protection of the east and west leg crosswalks from left-turns and protection of the west leg
crosswalk from southbound right-turns. Operations could be improved if the northbound left-turn was
permissive and occurred with other northbound movements, requiring northbound vehicles turning left to
yield to any pedestrians on the east leg crosswalk.

Alternative 1: Bike Left-Turn Via Pedestrian Phases: This alternative allows bikes to access the Class I
facility from the bike lane on the southwest corner in one movement, by allowing the south leg and east leg
crosswalks to go simultaneously during the eastbound left-turn/southbound right-turn overlap phase. This
would allow bikes to use the concurrent pedestrian phases, which is now legal in California by default, by
crossing the south leg and then the east leg during the same signal phase. Green bicycle crossings could be
added to make this design clearer and more intuitive for bikes, as shown on page 6 of Atachment A.
This alternative also prohibits westbound right-turns on red during the bicycle left turn movement. The lane
geometries are assumed to remain the same as the baseline scenario, as shown in Atachment A.
Alternative 2: Protected North Leg Crosswalk: This alternative includes elimination of the permissive
westbound right-turn during the pedestrian phase on the north leg of the intersection. The lane geometry is
assumed to remain the same as the baseline condition, as shown in Atachment A.

Alternative 1 Operations (Bike Left-Turn)
This scenario requires extending the time provided for the eastbound left-turn vehicle phase to
accommodate the pedestrian crossing distances, effectively delaying the start of the EBT movement and
reducing green time for the southbound through movement during the AM peak hour. This scenario also adds
an additional pedestrian phase for the east leg crosswalk per cycle. Assuming the same number of
pedestrian calls per cycle as the baseline scenario would be split between the first signal sequence (bike left
turn) and the sixth signal sequence (NB vehicle movements), this allows less time to be dedicated to the sixth
signal sequence (NB vehicle movements) which provides a net benefit to intersection delay during the PM
peak hour, as shown in Table 2.
Alternative 2 Operations (Protected North Leg Crosswalk)
During the PM peak hour, protecting the north leg crosswalk increases average delay by 12 seconds per
vehicle, as shown in Table 2. Note that most of this increase is experienced by vehicles making a right-turn
from Bobcat Boulevard to Cannon Road. This delay is also likely an overestimate since volumes were likely
overestimated, as mentioned previously, due to many students participating in after school programs.
Additionally, most drivers on Bobcat Boulevard already experience delays exiting the school during the
afternoon due to the heavy concentration of pick-up activity. Changes to vehicle delay for drivers traveling
between Cannon Road and College Boulevard are minimal.
Alternative 1+2 Operations (Bike Left Turn and Protected North Leg Crosswalk)
Combining Alternative 1 and Alternative 2 protects both the north leg and east leg crosswalks, providing less
capacity for westbound right-turns than either Alternative 1 or Alternative 2 individually which results in the
increase in average delay.
Comparison of Alternatives
Protecting the north leg crosswalk results in a larger increase in delay but improves safety at the busiest
crossing for pedestrians to and from Sage Creek High School. It is also simple to implement, only requiring
the addition of an LED No Right Turn sign for westbound right turns activated when pedestrians are crossing
the north leg of the intersection.
Changing signal phasing, signage, and striping to accommodate a bike left-turn via pedestrian phases across
the south and east intersection legs would better protect students biking to school as well as other
recreational cyclists using Cannon Road and College Boulevard. Although it would benefit fewer students, it

could encourage more students to bike to school, does not degrade intersection operations, and would
reduce more dangerous conflicts between bikes and faster moving vehicles resulting from bikes weaving
through vehicular traffic to make left-turns either at the intersection along Bobcat Boulevard or at the school
driveways.

Encouraging Safe Routes to School at Sage Creek High School
Non-infrastructure strategies are an important part of the comprehensive Carlsbad Safe Route to School (SRTS)
program. While infrastructure improvements create safer and more comfortable routes, non-infrastructure (also
called encouragement and education) SRTS activities like traffic safety education and promotional activities
encourage students to choose active modes to get to and from school. In addition, SRTS projects with non-
infrastructure components build enthusiasm and support for active transportation and can be an important first
step toward implementing more costly infrastructure improvements.
This memo outlines SRTS non-infrastructure recommendations for Sage Creek High School. The Carlsbad SRTS
project team compiled these recommendations based on school and community needs and priorities, available
resources, and SRTS best practices. These recommendations present ways that the City of Carlsbad (City),
Carlsbad Unified School District (CUSD), Sage Creek High School staff, parents/caregivers, and students, and
others can participate in SRTS activities.
Bike/Pedestrian Education
School-based skills and traffic safety instruction during PE or other appropriate learning time would provide
opportunities for the development of pedestrian and bicycle traffic safety skills, bike handling skills, safe riding
practices (“street smarts”), helmet fit, bike prep, and bike repair for Sage Creek High School students. There are
various local resources available, such as the Carlsbad Safer Streets Together resources, which include free bike
and e-bike safety courses for students and their families offered by Carlsbad Police Department. Moreover, the
San Diego County Bicycle Coalition provides bicycle laws and safety tips on its website resources page and holds
school-based pedestrian and bike safety classes.

E-bike Training and Licensing Program
E-bike safety awareness trainings teach students how to safely use an e-bike on streets. Students must pass a
quiz to demonstrate understanding of the training and receive a permit to stick on their e-bike, allowing them to
bring and store their e-bike on campus. Sage Creek High School and CUSD already implement a bike and e-bike
training requirement for students to receive a permit to ride and park their bikes on campus.

Please Pull Forward Signage
On-campus, “Please Pull Forward” signage can remind drivers to use the entire drop-off/pick-up space when
unloading and loading their students. This has the benefit of getting vehicles off the streets, which reduces
traffic congestion and reduces vehicle and pedestrian conflicts. Sage Creek High School already utilizes “Please
Pull Forward” signage at student drop-off and pick-up locations.
The City could leverage their “Safer Together” campaign branding to create school drop-off/pick-up signage that
reminds drivers to pull forward, stay off mobile phones, and pay attention to other students and vehicles.

School Board Policy
School board policies, like California Board of Education Board Policy (BP) 5142.2 Safe Routes to School Program,
help solidify a school district’s commitment to promoting active transportation as a safe and healthy way to get
to and from school. CUSD adopted BP 5142.2 along with Administrative Regulation (AR) 5142.2 in October 2021.
CUSD support for SRTS can be leveraged to grow SRTS efforts and even secure grant funding for future SRTS
initiatives.

School Communications
Schools, including Sage Creek High School, are critical to promoting safe walking, bicycling, and driving behavior
and encouraging families to walk and bike. They can share walking and biking promotional messages through
school communication channels such as newsletters, social media, websites, and in-person events to create a
school culture that supports active travel.
The City could leverage their “Safer Together” campaign branding to create resources for schools like Sage Creek
High School to promote safe and frequent walking and biking to school.

Suggested Route Map
The City created suggested route maps as a part of their 2020 Sustainable Mobility Plan. A suggested route map
shows walking (and biking for older students) routes to school along with key information including existing
infrastructure, approximate route times, key landmarks, and more. Suggested route maps are a great tool for
communicating walking and biking opportunities and help channelize routes, which can lead to safer conditions
for all road users.

High School.
We live on Cannon Road near the school. The posted speed limit is 50 MPH, but most of thetraffic travels at much higher speeds. It's unsafe for automobile traffic and especially unsafe
for bicycle and foot travel.
The speed limit should be lowered, traffic Police should monitor traffic from time to time, andperhaps speed bumps should be installed on Cannon Road and on College Boulevard.

I live at 2635Cannon Road and often walk on the Cannon Road “sidewalk”, which on the south side of the street isreally a gravel path. I often see cyclists, both youngsters and adults, riding at full speed in eitherdirection on that gravel path, even though there are clearly marked bike paths on the Cannon Roadpavement. I stopped a mature adult cyclist recently and politely reminded him that the bike path ison the pavement. He said that he had been riding on the gravel path for decades, clearly not intendingto change. He proceeded on the gravel path.
Is that gravel path intended for cyclists as well as walkers? Students, moms with strollers, andseniors with small dogs would like to walk safely there. Would it be wise to put up signs clarifying theuse of the path?
Or is the pavement bike path too dangerous for youngsters riding to school? Does the speed limitneed to be changed or more effectively enforced?

Hello,
I received a postcard regarding inputs on safety measures for the high school kids at Sage
Creek. I live in the Foothills community and I see how motorists speed from the College Blvdto Cannon Rd. There has been so many crashes at the point where College blvd ends by Sage
Creek. My proposal would be to reduce the speed limit to 35 mph from where Tamarack startson College to Cannon and El Camino Real intersection. They need to slow down, it’s very
dangerous, kids are walking and riding their bikes along these routes. Carlsbad south onTamarack has speed bumps, that’s another way to slow down motorists. The speed limit on
Cannon Rd up to El Camino Real should be reduced to 35mps.
I really hope the city takes all our inputs into consideration.

I received a notice inviting me to review and comment on the proposed traffic safety
improvements near Sage Creek. I reviewed the proposal on the city website.
Overall the proposal looks really good. I have no concerns based on what I am
seeing.
I have minor feedback on one of the proposed items. The 2-way separated
bike/pedestrian path. I suggest that this path is NOT like the path on Avenida
Encinas just south of Poinsettia. I am not alone in this assessment - that path is hardto understand. As a result, we drivers are uncertain how to navigate it, which leads to
confusion, hesitation, and abrupt moves. That is a recipe for collisions no matter
where it is located, be even more so when near a high bike traffic location like a
school.
Anyway, thank you for the opportunity to comment.

Nathan,
Hi Nathan, this is Bob Wright, I met you at the Java with Josh meeting at Sage Creek a few weeks ago (to jog your
memory, we spoke a bit about the pedestrian/bike mixed use square at Cannon after the meeting). I simply wanted to
say thank you to yourself and Nick for coming out and speaking to us. I thought the presentation was excellent and
my wife and I are supportive of the measures you proposed. I recall from the meeting you thought it would be
helpful to contact the city to voice support if we were in agreement, and I would be happy to do so, but do not recall
where that message would best be directed. If you don’t mind sharing that, I would be happy to share my input, or if
simply stating it in this message is enough, I am fine with that as well.
I did have one additional thought for consideration regarding Sage. As you may recall, my son and Dr. Way’s son
walk together through the trails from Calavera Hills to Sage every morning. There are times following rain when the
path is flooded and they cannot use the trail, so we usually drive the boys for a period of days after storms.
Obviously the bigger issue would be to construct a water mitigation system of some sort that would allow students
to use the trail regardless of weather, but in the meantime, it would be helpful to know when the trail is flooded out.
I don’t know if there is any communication system, or a trail camera or something else could be used so we could
monitor the trail. As it stands, generally, following rain, I just assume it is flooded and drive the boys for the
remainder of the week until I have had time to either hike or go for a run to see how the trail looks. So if there is
anyone in parks and rec who monitors that, it would be nice for parents to know what the state of the trail is after
storms - I also mentioned this to Dr. Way in the event there is a communication platform the school could use to
notify students who use the trails.
Otherwise, as also mentioned at the meeting, we do live in Calavera Hills and do have an elementary school student
at CHE who uses the back gate entrance to the school. I have spoken with several parents about the Sage meeting
and know there would be intereste if you hold a meeting at CHE and CHMS. I do think, despite several e-bikers
who are not great at obeying bike laws, there are less accidents between Tamarack/Strata (back of the school) than
there were last year, but that is only anecdotal. I will also include two suggestions I mentioned at the Sage meeting
for your consideration, should the city deem more traffic control measures would be helpful for the rear entrance of
the school.
I think the school/city can either reserve the back school entrance specifically for bike and pedestrian traffic only,
which would reduce the amount of cars on the backside of the school, or limiting drop-offs to the back gate to
Tamarack, rather than dropping off on Strata. This idea is a little more extreme than the alternative below, but I
know it would be a welcome policy amongst many of the neighbors and those of us who do walk to school and have
to dodge cars every day crossing Strata at Tamarack near College.
Short of that, I would recommend placing a no left turn sign from 7:40- 8:20 and 2:10-2:50 M-F (1:10-1:50 on early
release Thursdays) at the intersection of Tamarack and Strata near the College Tamarack intersection. This would
make the flow of school traffic at back gate drop-offs one direction both for bikers and cars. There is currently one
crossing guard stationed in the neighborhood across from the back gate at Strata and Contour and the guard’s
primary job is to help students cross Strata from cars that are dropping off and picking up from making that left turn
at the top of the hill. If traffic flow is moving one direction, the crossing guard’s placement could be moved to near
the intersection where the no left turn would be to ensure cars are not turning left and assist in students who are
crossing Strata at Tamarack. Admittedly, it may be more difficult to enforce the left turn when students get out in
the afternoon because cars line both sides of Strata and the cul de sacs, so perhaps only using the no left turn in the
morning and keep the status quo for the afternoon. My experience of walking my kids from school over the last few
years is that the morning is the more dangerous time of day because the sunrise creates more visibility issues for
drivers and bikers alike; people are dropping off kids over close to an hour (many parents drop off middle schoolers
with their elementary school siblings) and bikers come through by themselves or in smaller packs; so there are more
opportunities for collision and less visibility and awareness of bikers and pedestrians. The end of school, especially

the middle school is absolute chaos. There are many ebikers who do not respect the rules of the road/neighborhood,
etc., but they tend to leave in a huge pack, so while they may be riding in a more dangerous fashion than they arrive
in the morning, the high visibility makes it less concerning than the morning drop-offs/arrivals. My anecdotalobservations were that most of the bike accidents last year occurred in the morning, and I believe the factors I statedabove were the primary reason for the increased accidents.
Sorry to elongate this message so much. In any event, I hope those suggestions are helpful, no worries if you deemthem impractical. Please let me know how we can support your Sage project and when we might see you atCalavera.

The traffic situation around the intersection of Cannon and College is terrible. I currently live
in the Foothills of Carlsbad and I cannot come out of our complex in the morning due to the
traffic congestion on Cannon road- mainly due to folks going to work and others dropping off
their kids at Sage Creek High School.
As far as safety for kids around Sage Creek, you could first start by putting in the extension of
College Avenue but not because you are going to put in 500 housing units to get the extension
built by a developer- The City should pay and construct it.
The second issue is to enforce ebike rules- ride in the bike lane or car lanes- no sidewalk
riding. You may also require ebike riders to get licensed in Carlsbad and take a safety course.
I am a CA registered civil engineer with over 40 years of experience and I have found that the
recent traffic decisions that have been made in Carlsbad are terrible and non-safety oriented.

Sage Creek High School. From what I have seen for improvements performed in other areas, the
improvements create major traffic jams and disrupt the flow for movement for All involved. This area is not
a high risk area. I live in the Rancho Carlsbad Senior Community that borders the south side of Cannon
Road. I will comment on the number of teens riding e-bikes has exploded and there needs to be better
regulation, enforcement, and control of these young e-bike riders. They should be required to take a
driving course with hands on training involved.

Sage Creek High School. From what I have seen for improvements performed in other areas, the
improvements create major traffic jams and disrupt the flow for movement for All involved. This area is not
a high risk area. I live in the Rancho Carlsbad Senior Community that borders the south side of Cannon
Road. I will comment on the number of teens riding e-bikes has exploded and there needs to be better
regulation, enforcement, and control of these young e-bike riders. They should be required to take a
driving course with hands on training involved.

I'd like to provide some inputs to the traffic safety improvements project around Sage Creek
High School.
We live on Cannon Road near the school. The posted speed limit is 50 MPH, but most of thetraffic travels at much higher speeds. It's unsafe for automobile traffic and especially unsafe
for bicycle and foot travel.
The speed limit should be lowered, traffic Police should monitor traffic from time to time, andperhaps speed bumps should be installed on Cannon Road and on College Boulevard.

Dear Traffic Commission.
I received a notice inviting me to review and comment on the proposed traffic safety
improvements near Sage Creek. I reviewed the proposal on the city website.
Overall the proposal looks really good. I have no concerns based on what I am
seeing.
I have minor feedback on one of the proposed items. The 2-way separated
bike/pedestrian path. I suggest that this path is NOT like the path on Avenida
Encinas just south of Poinsettia. I am not alone in this assessment - that path is hardto understand. As a result, we drivers are uncertain how to navigate it, which leads to
confusion, hesitation, and abrupt moves. That is a recipe for collisions no matter
where it is located, be even more so when near a high bike traffic location like a
school.
Anyway, thank you for the opportunity to comment.

Hello,
I received a postcard regarding inputs on safety measures for the high school kids at Sage
Creek. I live in the Foothills community and I see how motorists speed from the College Blvdto Cannon Rd. There has been so many crashes at the point where College blvd ends by Sage
Creek. My proposal would be to reduce the speed limit to 35 mph from where Tamarack startson College to Cannon and El Camino Real intersection. They need to slow down, it’s very
dangerous, kids are walking and riding their bikes along these routes. Carlsbad south onTamarack has speed bumps, that’s another way to slow down motorists. The speed limit on
Cannon Rd up to El Camino Real should be reduced to 35mps.
I really hope the city takes all our inputs into consideration.

The traffic situation around the intersection of Cannon and College is terrible. I currently live
in the Foothills of Carlsbad and I cannot come out of our complex in the morning due to the
traffic congestion on Cannon road- mainly due to folks going to work and others dropping off
their kids at Sage Creek High School.
As far as safety for kids around Sage Creek, you could first start by putting in the extension of
College Avenue but not because you are going to put in 500 housing units to get the extension
built by a developer- The City should pay and construct it.
The second issue is to enforce ebike rules- ride in the bike lane or car lanes- no sidewalk
riding. You may also require ebike riders to get licensed in Carlsbad and take a safety course.
I am a CA registered civil engineer with over 40 years of experience and I have found that the
recent traffic decisions that have been made in Carlsbad are terrible and non-safety oriented.

Good morning,
I would like to comment on Safe Routes to School. Improvements are proposed for Sage Creek High School,however, my children take the same routes as they walk from the Summerhouse HOA (3488 Rich Field Drive) toCalavera Hills Elementary School and to Calavera Hills Middle School each day. A paved sidewalk exists on thewest side of College Boulevard but on the East side, our side, it is an uneven dirt path that fills with muddy holeswhen it rains—nearly impossible to walk on from our home to Carlsbad Village Drive.
On the surface it may seem easy to cross College Boulevard and then cross it again to reach our schools. That iswhat we must do now. But the traffic is dense and cars speed, and several times we have had close calls with carsthat run the red lights. It is so dangerous!
It was difficult to tell from the postcard drawing but I hope the plan will be to pave the dirt path on the East side ofCollege Boulevard from Sage Creek High School to Carlsbad Village Drive so the children can safely walk toCalavera Hills Elementary and Middle Schools as well as to Sage Creek High School in the future.

While reading through the Staff Report for the March 3rd meeting, I noticed that there was an in-personmeeting at Sage Creek earlier this month. Why was this not publicized?
I attended the in-person meetings in 2023 and participated in the online feedback in January 2024. I amsubscribed to the Sage Creek Safe Routes to Schools emails. Yet I never received any notice of thismeeting.
I'm very disappointed at the lack of opportunity to participate in the later stages of this program.

These traffic safety efforts are part of the city’s Safe Routes to School program,
which is one of several ways the city is working with school communities to promotesafe and convenient travel to and from campus. Safe routes to school is an
approach that focuses on walking and biking improvements, while other programs
focus on driving.
While not every family may be close enough to their school to walk and bike, the
more people who do, the better traffic will flow and the less time will be spent waitingin school pick-up and drop-off lines.

At Sage Creek High School, the safety of our students is our highest priority. Recent growth,increased commuter traffic, and the rise of E-Bike usage have significantly impacted the
traffic patterns around Sage Creek. Commuters bypassing the Highway 78 and I-5interchange, family drivers, hundreds of student E-bikes, and pedestrians are all converging at
a single intersection in a short span of time and the situation has become critically unsafe.
In response to community and family feedback, the City of Carlsbad’s Traffic Department ledby Nick Gorman and Nathan Schmidt, has worked diligently alongside our staff, parents, and
students to develop a safe routes to school plan. As the principal of Sage Creek, I am gratefulfor the transparency, cooperation, and support of the city's traffic department. In the last
twenty-one months, Nick and his team have:Met with school staff, administrators, and campus supervisors who oversee the drop-off
and pick-up traffic at SCHS to co-design improvements that would make coming andleaving school safer and more efficient. .
Coordinated multiple listening sessions with families to gather feedback andperiodically share updates on the safe routes to the school plan.
Hosted a collaborative site audit of Calavera Hills and the surrounding areas toinvestigate conditions and develop ideas.
Conducted outreach surveys to families.Responded to countless correspondences and engagements with concerned citizens as
far back as November 2022.Their responsiveness to our concerns and willingness to collaborate on innovative ideas have
been invaluable.
I wish I could attend the commission meeting on March 3rd to express my support in person,but I am out of state on a field trip with students and parents, so I hope this correspondence
will suffice. I strongly encourage the Traffic Safety & Mobility Commission to approve theplan proposed by the Traffic Division. This plan is a critical step toward ensuring the safety of
our students and the entire Sage Creek community.

My husband and I have lived up the street, off College, from Sage Creek High School since it
was built. It’s about a mile. We travel by foot and car on College and Cannon almosteveryday. We know the traffic well and we believe the safety problems lie with car drivers,
not the kids.
Occasionally, I think some of the e bike kids go a little too fast and don’t wear a helmet.
The car drivers rarely drive the speed limit or obey the 25mph limit when kids are present.They don’t use their turn signals (an optional piece of equipment?). The biggest problem is
turning left (to go north) from Cannon onto College. When my subdivision was built in 2006,there were signs that said “slow to 15 mph.” If the light is green, 50% of drivers in the outer
left lane end up in the bike lane.
My suggestions are 1) more traffic law enforcement, 2) lower the speed limit on Cannon to 45and on College to 40, and 3) put the “slow to 15 mph” signs back.
There are three schools along College and maybe if the limit is 40, drivers will only go 45-50
mph.

I live in the Summer House development off College just up the hill from Sage Creek High
School. I have watched the cut through traffic from Highway 78 to El Camino treat it like afreeway and run the red lights with reckless abandon. I have even seen people go into the bike
lane to go around someone that has stopped at the light and blow through the red, TWICE. Iam surprised there haven’t been more accidents and deaths in this area. College and Cannon
should be made unattractive as a cut through route. Encouraging people to go El Camino allthe way to the 78. The lights should cycle more frequently to prevent speed build up. Since
they will just run them more this would need to be coupled with either red light cameras orvery frequent police monitoring. The speed limit should be reduced and again better enforced.
As much as I hate to say it and dread the increased traffic delay, consider reducing both roadsto one lane each direction just in the area in question but extend College to the Elementary and
Middle Schools. There should also be a dedicated patrol officer that is always set up in thearea during school beginning and end times.

We have lived in the Summerhouse subdivision for 20 years and have only seen the traffic that
goes through the College/Cannon section get heavier, drive faster and be more reckless.
These folks regularly run red lights and speed such that we have almost been T-boned on aregular basis while driving out of our development with a green light!
We have even witnessed cars using the bike lanes to run the red light and get around carsstopped at the red light.
The speed limit needs to be dropped to 35 mph on College from Calavera Elementary to
Cannon to El Camino.
We need RED LIGHT CAMERAS and maybe even just ONE LANE the entire way to reducespeed.
The lights should also cycle more to SLOW down traffic using this corridor as a cut through to
get to El Camino or I-5.If it’s slower to go this way then people will use the 78 to go to El Camino or I-5 instead of
treating College and Cannon as the Indy 500.
Increased and regular police presence for ENFORCEMENT may also help.

I live right next to Sage Creek High School, and every weekday I walk my 5-year-old
daughter from Calavera Foothills up to the Goddard School. Let me tell you, the speeding carson that stretch of road are out of control. I’ve personally witnessed drivers nearly hitting
people on bikes countless times, and the scariest was seeing a girl who had actually been hitwhile we walked past the ambulance on scene. No parent should ever have to explain
something like that to their kid.
I’m including a photo of the ambulance we saw, to show just how real the danger is. It’s
gotten to the point where my daughter and I have a game whenever a car whips by—we waitfor the “Your Speed” sign to flash “Slow Down!” and then we both yell, “They gotta slow
down!” But this isn’t really a fun game—it’s a daily reminder of how unsafe things are andhow useless these signs are.
I’m really hoping that as part of these proposed improvements, there will be a physicalbarrier separating bike lanes from traffic. At the very least, the road needs to be narrowed
to force cars to go slower. Something has to change, because right now it feels like a matter oftime before another serious accident happens.
Thank you for reading my concerns, and I hope you’ll consider these safety measures. Myfamily and I love our neighborhood, but we all deserve streets that are safe for walking and
biking.
