Monday through Friday, on Paseo Del Norte and Car Country Drive for the above referenced limits._) CITY OF CARLSBAD TRAFFIC SAFETY COMMISSION STAFF REPORT COMMISSION REPORT OF: August 7, 1989 ITEM NO. 6A LOCATION: Paseo Del Norte from a point 300 feet south of Car Country Drive and continuing northerly to Cannon Road and also Car Country Drive from Cannon Road to Paseo Del Norte. INITIATED BY: Car Country Dealers Association REQUESTED ACTION: Establish a TWO-HOUR PARKING zone, 8:00 AM. to 6:00 P.M. Monday through Friday, on Paseo Del Norte and Car Country Drive for the above referenced limits. BACKGROUND: Car Country Carlsbad is a commercial location in Carlsbad comprised of numerous automobile dealerships. These business establishments are located on the northerly terminus of Paseo Del Norte near Cannon Road and on the newly constructed Car Country Drive. Parking is allowed on both streets parallel to the curb and gutter from Cannon Road to the Car Country Drive/Paseo Del Norte intersection. However, due to factors such as the large number of employees, commuters that use the street as a park and ride lot, customers visiting the auto dealers and vehicles parked with FOR SALE signs, there is a shortage of on- street parking during weekdays. This matter was first discussed at the Traffic Safety Coordinating Committee (TSCC) meeting on June 23, 1989. At that meeting the TSCC requested additional information from the Car Country Dealers Association regarding the impact to employee parking if the TWO-HOUR PARKING zone is implemented. A letter has been received from Don Stewart, President of the Dealers Association explaining their position and is attached. DATA: Paseo Del Norte (PDN) is classified as a secondary arterial in the Circulation Element of the General Plan and is constructed with four traffic lanes. Between Car Country Drive and Cannon Road raised medians have been constructed to separate the two directions of traffic and provide left turn lanes. As indicated, on-street parallel parking is allowed between Car Country Drive and Cannon Road. Beginning at Car Country Drive and continuing southerly on Paseo Del Norte there is one bicycle lane in each direction striped parallel to the curb and gutter. On-street parking is not allowed where the bicycle lanes exist. Car Country Drive is constructed around the easterly portion of Car Country Carlsbad and intersects Cannon Road on the north and Paseo Del Norte on the west. Two auto dealerships have been constructed on this roadway wi th several more currently under construction. Car Country Drive is unclassified but has been constructed wi th a curb to curb width of 52 feet. One traffic lane in each direction is provided, separated by a 12-foot painted two-way left turn median. On-street parallel parking is allowed and several truck "turn-outs" have been constructed for vehicle unloading on the easterly side of the roadway. Concerns with on-s treet parking were originally expressed by the Auto Dealers Association approximately one year ago. Available on-street parking is reduced when employees of the business establishments arrive early and occupy street parking. The lack of parking is further exacerbated when daily commuters park on the street and car pool with others, leaving the vehicle parked the entire day. As a result, when customers arrive they find a minimal amount of street parking available. CITY OF CARLSBAD TRAFFIC SAFEfY COMMISSION STAFF REPORT COMMISSION REPORT OF: August 7, 1989 (Continued) ITEM NO. 6A Parking on the property of each automobile dealership for employees and customers is very minimal for those establishments located on Paseo Del Norte. New City standards require on-site parking to be provided for employees and customers of those establishments to be constructed on Car Country Drive. Don Stewart, President of the Car Country Dealers Association has indicated in his July 18, 1989 letter the course of action each auto dealership will pursue to provide on-site employee parking. Responsibility to provide employee parking will be considered individually by each dealership. Mr. Stewart wrote a second letter on July 18, 1989 in response to the TSCC concern of impacts to the employees of each auto dealership if long-term on-street parking were not available. The Traffic Safety Coordinating Committee can support the request of the Car Country Dealers Association to establish a TWO-HOUR PARKING zone on both sides of Paseo Del Norte from Car Country Drive northerly to Cannon Road and on Car Country Drive. This parking restriction would be in effect from 8:00 AM. to 6:00 P.M. Monday through Friday except for Saturday, Sunday or holidays. Due to bicycle lanes being striped on Paseo Del Norte southerly of Car Country Drive, the TSCC has concern with allowing on-street parking for a distance 300 feet southerly of Car Country Drive. Bicycle lanes would have to be removed to provide for the street parking. Paseo Del Norte is designated as a bicycle route in the Circulation Element of the General Plan. Establishing a TWO-HOUR PARKING zone on both sides of each street should provide additional parking availability by eliminating the daily long term parking. As such, parking would be available for customers and the need to create additional on-street parking southerly of Car Country Drive would not be necessary. If conditions change, evaluation of removing bicycle lanes could be initiated and the possibility of extendi ng the TWO-HOUR PARKING zone southerly considered. The Traffic Safety Coordinating Committee does not recommend the elimination of bicycle lanes on Paseo Del Norte beginning at Car Country Drive and continuing a distance of 300 feet southerly of Car Country Drive to provide the requested additional on-street parking. RECOMMENDATION: The Traffic Safety Coordinating Committee recommended by a 4-1 vote that a TWO-HOUR PARKING zone be established on both sides of Paseo Del Norte from Car Country Drive northerly to Cannon Road and on both sides of Car Country Drive from Cannon Road to Paseo Del Norte, Monday through Friday between the hours of 8:00 AM. and 6:00 p.m., with holidays excepted. The TSCC, by a 5-0 vote, did not recommend th at bicycle lanes on Paseo Del Norte be removed for a distance of 300 feet southerly of Car Country Drive to provide additional on-street parking. NECESSARY CITY COUNCIL ACTION: An ordinance will need to be adopted by the City Council to establish the TWO-HOUR PARKING zone on both sides of Paseo Del Norte and Car Country Drive. 1 .0CATION Mfa:> ) FUTURE CANNON RD. They are looking for service oriented tenants. New car detailers, alann systems, cellular phon~s, high grade radio shop, window tinting type of businesses are being pursued. They said they would not pursue car brokers. It has been approved by the city and is awaiting final clearance. The consensus of opinion was that we, as dealers, were required by our CC & R' s to provide on site eill)loyee parking. We realize that this may create a hardship on rrost dealers, but the custaner benefit outweighed the dealer disadvantage. We have an alternate plan for vehicle storage that should develope in the very near future. We have applied for a Conditional Use Permit (89-2) for new vehicle storage at this SDG & E property on Cannon Road. Should this be approved, it will relieve pressure on our "on site" pro- perty and allow additional errployee parking.
