BACKGROUND: DATA: When Planning Commission approval was obtained for CT 84-14 and CT 84-35 several years ago, a condition was placed on these subdivisions by the Engineering Department that Pontiac Drive be posted for NO PARKING. Establishing a City Orainance designating NO PARKING on Pontiac Drive from Tamarack Avenue to Victoria Avenue will then permit NO PARKING signs to be installed and fulfill the Conditions of Approval for the two subdivsions. Pontiac Drive is a residential collector street, 1.2 miles in length, terminating at Tamarack Avenue on the south and Elm Avenue on the nortli. The road meets the criteria for a THROUGH STREET and was designated a THROUGH STREET in December 1987 by the City Council upon the recommendation of the Traffic Safety Commission. Pontiac Drive has a curb to curb width of 40 feet and was striped with a double yellow centerline in February 1989 by the City of Carlsbad Utilities and Maintenance Department. The portion of Pontiac Drive from Tamarack Avenue to Victoria Avenue follows a curvilinear aligJ?.ment and is bisected by ejght residential streets. This segment of Pontiac Drive has an Average Daily Traffic (A.D.T.) volume of approximately 3,000 vehicles. No homes front onto Pontiac Drive between Tamaracl< Avenue ana Victoria Avenue and the only access to the road is at the aforementioned eight intersections. The side streets at these intersections are controlled by STOP signs, with Pontiac Drive uncontrolled. There are very few, if any., vehicles that par!< on the subject segment of Pontiac Drive and this road is usea by students to reach Hope Elementary School by riding bicycles or by walking on the sidewalks. Establishing a NO PARKING zone within the designated limits will not cause parking problems on residential streets within the subdivisions. On-street parallel parking will remain on Pontiac Drive northerly of Victoria Avenue. RECOMMENDATION: The Traffic Safety Coordinating Committee (TSCC) recommends that a NO PARKING zone be established on both sides of Pontiac Drive from Tamarack Avenue to Victoria Avenue consistent with previously approved Planning Commission resolutions. In addition., the TSCC recommends tliat a 5-foot bicycle lane be striped on both sides of Pontiac Drive, beginning at Tamarack Avenue and terminating at Victoria Avenue where residential on-street parking begins. NECESSARY CITY COUNCIL ACTION: An ordinance will be required to be adopted by the City Council to establish the NO PARKING zone on Pontiac Drive from Tamarack Avenue to Victoria Avenue. •ocATION MJW> L VICTORIA AV. ✓ NORTH N.T.S. Single loaded streets shall be designated "No Parking• on-their downhill side and shall be appropriately painted and signed. i ) Private streets "A", "B", "C" and "D" shall be constructed as shown on the tentative map except that . sidewalks shall be five feet wide and shall be installec on both sides of any street that has townhouses on both sides. Private streets shall be constructed to the horizontal and vertical alignment standards for streets as shown in Table A of the City of Carlsbad Street Desis Criteria. j) The road noted as •temporary access" shall be gated at each end. The gates shall be equipped with "Nox" locks. k ) • A 6 foot chain link fence, or an acceptable alternative, on both sides of the existing concrete drainage channel, for its entire length along the subdivision boundary. The developer shall also install landscaping and -irrigation on the south side of the southerly fence, to screen the fences from view from Tamarack Avenue. The landscape and irrigation plan shall be as approved by th Parks and Recreation Directo~.
