BACKGROUND:
DATA:
Calle Barcelona is an unclassified street on the Circulation Element of the City of
Carlsbad. No prima fade speed limit has been established on Calle Barcelona and
an engineering and traffic survey is required to establish the prima fade speed
limit. In the absence of a posted s_peed limit, Section 22349 of the California
Vehicle Code (CVC), Maximum Speed Limit_,, prevails. In the existing situation this
would be a maximum speed limit of 55 miles per hour.
Section 22350 of the California Vehicle Code, Basic Speed Law, states "No person
shall drive a vehicle upon a highway at a speed greater than is reasonable or
prudent having _due regard for weather, visibility, the traffic on and the surface and
width of, the highway, and in no event at a speed which endangers the safety of
persons or property." This section would apply to vehicles travelmg at a high rate
of speed as well as those vehicles traveling at a slower rate, sucli as in adverse
weather conditions or stop and go traffic.
The law establishes prima fade speed limits under certain conditions, as indicated
in CVC Section 22352. A mechanism to increase or decrease the prima fade speed
limit is provided in Sections 22357 and 22358 of the California Vehicle Code. Each
of these sections req_uire that an engineering and traffic survey be conducted. A
prima fade speed limit is the maximum speed that is deemed lawful unless
competent evidence is presented that shows that a higher rate of speed is safe.
Calle Barcelona is essentially a two-lane roadway approximately 1,400 feet in
length terminating immediately east of Via San Clemente. From Rancho Santa
Fe Road to the mtersection of Calle San Felipe a raised median has been
constructed for a distance of approximately 420 feet, resulting in a vehicular traffic
lane of 26 feet on either side of the median. At this time, no centerline striping
has been placed on the roadway, which follows a curvilinear alignment and has
street grades that vary between 1.19% and 9 .06%.
Calle Barcelona serves as a single point access to several hundred homes easterly
of Rancho Santa Fe Road. A June 1989 traffic count indicated Average Daily
Traffic (ADT) of approximately: 1,900 vehicles on Calle Barcelona, although there
are no homes that front directly onto Calle Barcelona. No traffic collisions have
been reported during the }?ast three years on this roadway. Streets lights have
been installed adjacent to the road and concrete sidewalks have been constructed
on both sides of Calle Barcelona.

A new elementary school, Mission Estancia, is under construction on Calle
Barcelona at the intersection of Calle San Felipe. This school is in the Encinitas
School District and will provide instruction to students 12 months continuously
each year. School will be first opened in January 1990.
Two speed surveys were recently completed on Calle Barcelona with the results
indicated on Table 1 below:

Based upon the results of the engineering and traffic survey, the Traffic Safety
Coordinating Committee recommends a prima facie speed hmit of 30 miles per
hour upon Calle Barcelona.
NECESSARY CITY COUNCIL ACTION:
An ordinance will need to be adopted by the City Council to establish the
recommended prima facie speed limit.
