HomeMy WebLinkAbout1989-10-02; Traffic Safety Commission; ; Revise Section 10.40.041 of the Carlsbad - Municipal Code (CMC) to expand the limits of the existing NO PARKING zone(11 :00 p.m. to 6:00 a.m.) on the west side of CarlsbaCITY OF CARLSBAD TRAFFIC SAFE1Y COMMISSION STAFF REPORT COMMISSION MEETING OF: October 2, 1989 ITEM NO.~ LOCATION: Carlsbad Boulevard -Tamarack Avenue to Tierra del Oro Street INITIATED BY: Lieutenant Hawks, Carlsbad Police Department REQUESTED ACTION: Revise Section 10.40.041 of the Carlsbad-Municipal Code (CMC) to expand the limits of the existing NO PARKING zone (11 :00 p.m. to 6:00 a.m.) on the west side of Carlsbad Boulevard from the Agua Hedionda Lagoon Bridge southerly to Tierra Del Oro Street and to implement other parking restrictions due to changing conditions. BACKGROUND: DATA: Before reconstruction started, Carlsbad Boulevard was a 2-lane roadway with a separate parking area on the west side. Section 10.40.041 of the Carlsbad Municipal Code (attached) prohibited parking in the provided parkinz area between the hours of 11 :00 p.m and 6:00 a.m. each evening. In 1987, the State beach parking area was partially destroyed during a winter storm. When plans were prepared for improving and widening Carlsbad Boulevard, provisions were made to provide parallel on-street parking for a distance of 4600 feet along the west curb line. No on-street parking will be allowed on the easterly side of Carlsbad Boulevard. Over the years, various parking restrictions have been implemented or changed due to construction operations or maintenance activities. The CMC should be revised to reflect current conditions regarding parking on Carlsbad Boulevard. Carlsbad Boulevard is currently under construction from the Agp.a Hedionda Lagoon Bridge to 330' feet north of Tierra del Oro Street. The typical pavement width in this section of Carlsbad Boulevard will be 82' feet and mcludes a raised median. This road will be striped with two 12' travel lanes and a 6' bike lane northbound and two 12' travel lanes, a 6' bike lane and a 10' parking lane for southbound traffic. The parking lane will be adjacent to the curbline to allow daytime and evening parking from 6:00 a.m. to 11 :00 p.m. If parking is not restricted during the night, this section of Carlsbad Boulevard could become a camping area for recreational and other vehicles with potential law enforcement problems. Beach erosion, maintenance activities and construction of the streetscape project all have changed parking conditions on Carlsbad Boulevard since CMC Section 10.40.041 was last revised. To accurately reflect the existing conditions in the field, it is recommended the Section 10.40.041 be modified and written as indicated on Exhibit 2, attached. On occasion~ there are beach users that arrive as early as 5:00 a.m. for activities such as sumng, fishing or jogging, to name a few. The Police Chief stated that law enforcement problems with oeach users at 5:00 a.m. would be minimal and that on-street parking could occur at this time with minimal!.roblems. Likewise, street sweeping operations would also be minimally impacte . The Traffic Safety Coordinating Committee was of the opinion that ending the parking restriction at 5:00 a.m. would be a benefit to the general public. TRAFFIC SAFE1Y COMMISSION COMMISSION MEETING OF: October 2, 1989 (Continued) RECOMMENDATION: ITEM NO. ~ The Traffic Safety Coordinating Committtee recommends expanding the limits of the existing NO PARKING zone on the west side of Carlsbad Boulevard to conform with the newly constructed curbside parking lane between the Agua Hedionda Lagoon Bridge and Tierra Del Oro Street and to revise Section 10.40.041 of the Carlsbad Municipal Code as indicated on Exhibit 2. Futhermoreh the TSCC recommends the night restriction for NO PARKING to be between t e hours of 11 :00 p.m. and 5:00 a.m. seven days a week. NECESSARY CI1Y COUNCIL ACTION: Section 10.40.41 of the existing ordinance will need to be amended by the City Council to establish the west side of Carlsbad Boulevard between the Agua Hedionda Lagoon Bridge and Tierra Del Oro Street as a NO PARKING zone between the hours of 11:00 p.m. and 5:00 a.m. seven days a week and to reflect other changes as indicated on Exhibit 2. (a) The city traffic engineer is authorized to erect signs indicating no parking upon that side of any street adjacent to any school property when such parking would, in his opinion. inter- fere with traffic or create a hazardous situation. (b) When official signs are erected indicating no parking upon that side of a street adjacent to any school property, no person shall park a vehi- cle in any such designated place. (Ord. 3005 § 61 ) 10.40.035 Parking prohibited on narrow streets. (a) The city traffic engineer is authorized to place signs or markings indicating no parking upon any street when the width of the roadway does not exceed twenty feet, or upon one side of a street as indicated by such signs or markings when the width of +'le roadway does not exceed thirty feet. (b) When official signs or markings prohibit- ing parking are erected upon narrow streets as authorized herein, no person shall park a vehicle upon any such street in violation of any such sign or marking. (Ord. 3005 § 62) 284 (a) The parking of vehicles is prohibited dur- ing all hours of the day and night at the following locations along Carlsbad Boulevard: ( l) The east side between Pine Avenue and the south city limits; (2) The east side between Beech Avenue and Christiansen Way; (3) The east side between a point one hundred seventy feet north of Beech Avenue and the north city limits; ( 4) The west side between Mountain View Drive and the north city limits: (5) The west side between Elm Avenue and Cherry Avenue; ( 6) The west side between a point one hun- dred sixty feet north of Redwood Avenue and the south city limits, except at those locations where parking is permitted between the hours of six a.m. and eleven p.m., as provided in subsection (b) of this section. (b) The parking of vehicles is prohibited between eleven p.m. and six a.m. at the following locations along Carlsbad Boulevard: ( l) The west side between Cherry Avenue and Redwood Avenue; (2) The west side between a point two thou- sand two hundred feet south of the Agua Hedionda Lagoon Bridge (at exit of beach park- ing lot) and a point three hundred feet north of Tierra del Oro; (3) The west side between a point two thou- sand feet north of the North Ponto Overpass Bridge and a point two thousand eight hundred feet north of the North Ponto Overpass Bridge (across from Solamar Mobile Home Park); ( 4) The west side between a point one thou- sand three hundred feet north of the North Ponto Overpass Bridge and a point three hundred fifty feet south of the North Ponto Overpass Bridge; (5) The west side between the south city limits and a point one thousand five hundred feet northerly thereof. (c) Unless otherwise prohibited or restricted, vehicles shall be parked off the paved roadway at the following locations along Carlsbad Boule- vard: (1) Both sides, between a point two thousand two hundred feet south of the Agua Hedionda Lagoon Bridge ( at exit ofbeach parking lot) and a point three hundred feet north of Tierra del Oro; (2) Both sides, between Cannon Road and a point three thousand feet southerly (at Palomar Airport Road); (3) The west side, between the North Ponto Overpass Bridge and a point five thousand feet northerly (at Palomar Airport Road); (4 ) The west side between the south city lim- its, and a point six hundred feet northerly thereof. ( d) The city police department is authorized to remove any such illegally parked vehicle. ( e) Adequate signs and markings shall be erec- ted to give adequate notice of the regulations stated in this section. (Ord. 3176 § 1, 1984: Ord. 3088, 1972) 10.40.043 Parking restricted on certain parts of Elm Avenue. (a) Parking of vehicles is prohibited during all hours of the day and night on the northerly side of Elm Avenue: (l) Between Highland Drive and Valley Street; (2) Between Valley Street and Monroe Street. (b) Parking of vehicles is prohibited during all hours of the day and night on the southerly side of Elm Avenue: 285 10.40.041 (1) Between Highland Drive and Valley Street; (2) Between Valley Street and Monroe Street. (Ord. 3121 § 1, 1980) 10.40.045 Parking restricted on portion of Highland Drive. It is unlawful for any person to park his vehicle upon the east side of Highland Drive between Arland Road and Forest Avenue. (Ord. 3063 § 4) 10.40.046 Parking restricted on portion of Avenida Encinas. Parking of vehicles is prohibited during all hours of the day and night on the westerly and easterly sides of Avenida Encinas between Pal- omar Airport Road and Cannon Road. ( Ord. 3137 § 2, 1981) 10.40.047 Parking restricted on El Camino Real. Parking of vehicles is prohibited during all hours of the day and night on both sides of El Camino Real in the city limits. (Ord. 3148 § 1, 1982: Ord. 3139 § 1, 1981) 10.40.048 Parking restricted on portion of Paseo del Norte. Parking of vehicles is prohibited during all hours of the day and night on the west side of Paseo del Norte between Palomar Airport Road and Caminita Madrigal; and on the east side of Paseo del Norte south of Palomar Airport Road to 2,650 feet south. (Ord. 3145 § 1, 1982) 10.40.049 Parking restricted on Hosp Way. Parking of vehicles is prohibited during all hours of the day and night on both sides of Hosp Way from El Camino Real to Monroe Street. (Ord. 3152 § 1, 1982) 10.40.050 Parking on hills. (1) The east side between a point two hundred ninety feet north of Pine Avenue and the south city limits; (2) The east side between a point two hundred eight feet north of Elm Avenue and north City limits; (3) The west side between Beech Avenue and Cypress Avenue; ( 4) The west side between Mountain View Drive and the north city limits; (S) The west side between Elm Avenue and Cherry Avenue; ( 6) The west side between a point one hundred seventy feet north of Redwood Avenue and the south city limits, except at those locations where parking is permitted between the hours of five a.m. and eleven p.m., as provided m subsection (b) of this section. (b) The parking of vehicles is prohibited between eleven p.m. and five a.m. at the following locations along Carlsbad Boulevard; (1) The west side between Cherry Avenue and one hundred seventy feet north of Redwood Avenue; (2) The west side between the Agua Hedionda Lagoon Bridge and Tierra del Oro Street; (3) The west side between a point two thousand five hundred sixty feet north of the North Ponto Overpass Bridge and a point two thousand nine hundred eighty feet north of the North Ponto Overpass Bridge (across from Solamar Mobile Home Park); ( 4) The west side between a point three hundred feet north of the North Ponto Overpass Bridge and a point two hundred fifty feet south of the North Ponto Overpass Bridge; (S) The west side between the south city limits and a point one thousand nine hundred fifty feet northerly thereof.
