REQUESfED ACTION: Establish a NO PARKING zone on both sides of Calle Barcelona
from Rancho Santa Fe Road (RSF) to Calle San Felipe.
BACKGROUND:
DATA:
Calle Barcelona is an unclassified street on the Circulation Element of the City of
Carlsbad. There are no homes that front on Calle Barcelona, therefor on-street
parking occurs very infrequentzy. However, access to the new Mission Estancia
Elementary School will be at the Calle San Felipe intersection. If parking were
allowed on both sides of Calle Barcelona from RSF to Calle San Felipef sigruficant
congestion may occur during the time students are brought to schoo or picked-
up after school. As a result, pedestrian/vehicle conflicts could occur more
frequently than if parking were not allowed.
Calle Barcelona is essentially a two-lane roadway approximately 1,400 feet in
length terminating immediately east of Via San Clemente. From Rancho Santa
Fe Road to the intersection of Calle San Felipe a raised median has been
constructed for a distance of approximately 420 feet, resulting in a vehicular traffic
lane of 26 feet on either side of the median. At this time, no centerline striping
has been placed on the roadway, which follows a curvilinear alignment and has
street grades that vary between 1.19% and 9.06%.
Calle Barcelona serves as a single point access to several hundred homes easterly
of Rancho Santa Fe Road. A June 1989 traffic count indicated Average Daily Traffic (ADT) of approximately 1,900 vehicles on Calle Barcelona. No traffic
collisions have been reported during the past three years on this roadway. Street
lights have been installed acljacent to the road and concrete sidewalks have been
constructed on both sides of Calle Barcelona.
The new elementary school, Mission Estancia, is under construction on Calle
Barcelona at the intersection of Calle San Felipe. This school is in the Encinitas
School District and will provide instruction to students 12 months continuously
each year. School will be first opened in January 1990. Prior to opening of the
schoo1, additional signing and striping will be installed upon Calle Barce1ona to
provide the necessary delineation for the school zone.

GenerallY,, on-street parking in front of a school results in such parking problems
such as aouble parking, queuing while waiting _for vehicles to parallel park and
students runnin,g across the street between vehicles. Students at an elementary
school are usually not as cognizant of the hazards associated with moving vehicles
as older students. Problems can be minimized by establishing the NO PARKING
zone.
RECOMMENDATION:
The Traffic Safety Coordinating Committee recommends that a NO PARKING zone
be established on both sides of Calle Barcelona from Rancho Santa Fe Road to
Calle San Felipe.
NECESSARY CI1Y COUNCIL ACTION:
An ordinance will need to be adopted by the City Council to establish the
recommended NO PARKING zone.
