REQUESfED ACTION: Establish a TWO-HOUR PARKING zone in the public parking
lot westerly of and adjacent to the Safety Center.
BACKGROUND:
DATA:
Visitors to the Safety Center to attend training classes or for other reasons often
park in the public parking spaces for more than two hours. As a result, short term
close-in parking is not available to the general public that have business in the
Safety Center that would be of short duration.
At the Carlsbad Safety Center, there are seven (7) parking spaces available to the
public adjacent to the westerly side of the Safety Center near the entrance (see
Exhibit 1). The small number of available public parking spaces close to the
entrance should logically be available for visitors with short duration business in
the Safety Center. Several other parking lots surrounding the Safety Center
provide sufficient long term parking to meet the needs of groups or individuals
having business in the Safety Center of more than two hours. The small number
of spaces proposed for TWO-HOUR PARKING does not adversely or significantly
impact the parking availability or capacity of long term parking that is available
at the Safety Center.
RECOMMENDATION:
The Traffic Safety Coordinating Committee recommends that a TWO-HOUR
PARKING zone be established between the hours of 7:00 AM. and 5:00 P.M.,
Monday through Friday, for the eight (8) parking spaces westerly of the Safety
Center at the entrance as shown on Exhibit 1. However, it is not recommended
to establish a time restriction for the two handicap parking spaces.
NECESSARY CITY COUNCIL ACTION:
The City Council must adopt an ordinance to implement the parking restriction as
recommended.

Re: .Two Hour Parking Zone -Safety Center
It has come to my attention that the public parking area in the front of the
Safety Center is often at full capacity. This requires citizens to use the
overflow lot further North of the building. Staff has advised me that this
situation most often occurs when there is a training class or public
meeting at the conference center, wherein many people park in the public
lot in front of the building for an all day meeting.
There are 8 parking spaces and 2 handicap spaces in the front public lot. I
think it would be appropriate if we could designate this area a "Two Hour"
Zone similar to that at City Hall. Hopefully, this would alleviate the
problem. I would appreciate your assistance in reviewing this matter.
