BACKGROUND: Poinsettia Lane is classified as a major arterial in the City of Carlsbad Circulation Element. Between Carlsbad Boulevard and Avenida Encinas, a distance of approximately 0.3 miles NO PARKING signs have been installed. Along the remainder of Poinsettia Llne there have been no parking restrictions estabhshed. There has not been an ordinance adQpted to establish the NO PARKING zone as it currently exists between Carlsbad ffoulevard and Avenida Encinas. DATA: At this time Poinsettia Lane is constructed from Carlsbad Boulevard easterly for a distance of 1.1 miles, terminating in a dead-end approximately 300 feet easterly of Snapdragon Drive. The portion of roadway from Carlsbad Boulevard to the northbound ramps at I-5 has one lane in eacli direction. Easterly of I-5 the road has been built to full width, althou_gh only one lane in each direction has been striped between I-5 and Paseo Del Norte. From Paseo Del Norte to the easterly terminus, Poinsettia Lane is built to the major arterial standard of four traffic lanes and raised median. City standards for a major arterial do not allow on-street parking. Bicycle lanes have not been striped on Poinsettia Lane at this time. At various times vehicles park on the northerly side of Poinsettia Lane between I- 5 and Paseo Del Norte. -When a large numtier of vehicles park and place FOR SALE signs in the vehicle window, an aesthetic problem can result. However, there have been no reported collisions as a result of the parked vehicles along this segment of the roadway. Due to the two lane portion of Poinsettia Lane and the full-width portion being constructed to major arterial standards1 the Traffic Safety Coordinating Committee can support a NO PARKING restrict10n for Poinsettia Lane. Parking restrictions should not be used to eliminate aesthetic problems. Restrictions should be implemented when a safety problem exists or to comply with arterial roadway standards. RECOMMENDATION: The Traffic Safety Coordinating Committee recommends that a NO PARKING zone be established on Poinsettia Lane from Carlsbad Boulevard easterly for a distance of 1.1 miles to where the road currently dead-ends. NECESSARY CITY COUNCil.. ACTION: An ordinance will be required for adoption by the City Council to establish the NO PARKING zone, as recommended.
