Motion carried unanimously, 2/0. PUBLIC COMMENT: None. SUBCOMMITTEE COMMENTS & ANNOUNCEMENTS: None. NEW BUSINESS: 1. CARLSBAD BUSINESS ORGANIZATION AND BUSINESS UPDATES -Receive informational reports from Carlsbad business organizations, discuss and provide recommendations. (Staff contact: Matt Sanford, Economic Development Department} Recommendation: Receive the informational reports and provide feedback. The subcommittee received informational reports from Carlsbad Chamber of Commerce President and CEO Brett Schanzenbach, Carlsbad Village Association Executive Director Christine Davis, and Visit Carlsbad President and CEO Kim Sidoriak. The subcommittee received the reports. 2. DRIVE-THRU RESTAURANT RESTRICTIONS -INFORMATIONAL REPORT & DISCUSSION Receive report and presentation on potential options for regulating drive-thru restaurants, discuss and evaluate the degree to which drive-thru restaurants should be permitted, conditionally permitted, or prohibited in the city's zoning districts and to provide a recommendation. (Staff contact: Kyle Van Leeuwen, Community Development Department} Recommendation: Receive the informational report and provide a recommendation. Tyler Reese spoke in support of lifting drive-thru restaurant restrictions. Chris Duggan, from the California Restaurant Association spoke in support of lifting the ban on drive-thru restaurants. Bret Schanzenbach, President and CEO of Carlsbad Chamber of Commerce spoke in support of lifting drive-thru restaurant restrictions. Gary Nessim spoke in opposition of lifting drive-thru restaurant restrictions. Paige DeCino spoke in opposition of lifting drive-thru restaurant restrictions. Vanessa Forsythe spoke in opposition of lifting drive-thru restaurant restrictions. Patrick Kellett spoke in support of lifting drive-thru restaurant restrictions. Associate Planner Kyle Van Leeuwen and City Planner Eric Lardy presented the report with a Power Point presentation (on file in the Office of the City Clerk). The subcommittee received the report and after some discussion Mayor Pro Tern Bhat-Patel requested that this item return to the full City Council with additional information on the environmental impacts, data regarding revenue of drive-thru restaurants versus none drive- thru restaurants and the impact drive-thru restaurants have on small businesses. Mayor Blackburn agreed to the item returning to City Council, with specifications for Option 3 (drive-thru uses in 3 commercial zones). 3. SUSTAINABLE MATERIALS MANAGEMENT PROGRAM UPDATE -Receive an informational report on the implementation of the city's Sustainable Materials Management (SMM) Program, discuss and provide recommendations. (Staff contact: Jamie Wood, Environmental Sustainability Department) Recommendation: Receive the informational report and provide feedback. Environmental Sustainability Director James Wood and Senior Program Manager Avecita Jones gave an update on the SMM Program and single-use plastic foodware ban implementation, which included actions taken to date, reaction from affected businesses, and continued education and efforts taken to ensure compliance. The subcommittee received informational report. 4. ECONOMIC DEVELOPMENT STRATEGIC ACTIONS UPDATE-Receive an informational report on the implementation of current economic development strategic actions, discuss and provide recommendations. (Staff contact: Matt Sanford, Economic Development Department) Recommendation: Receive the informational report and provide feedback. Economic Development Manager Matt Sanford presented the report with a Power Point presentation (on file in the Office of the City Clerk).
