REQUESTED ACTION: Submit Projects for Consideration of Receiving Funding from
the Transportation Development Act{fransnet Funding
Program.
BACKGROUND:
DATA:
Each year the San Diego Association of Governments (SANDAG) administers an
approximate $2.5 million program to aid in the planning and construction of non-
motorized facilities throughout San Diego County. This program permits local
agencies to compete for funding via Transportation Development Act (TDA) and
Transnet (Proposition A) monies for non-motorized projects such as bicycle
lanes/paths, sidewalks, etc. based upon need.
Projects selected for funding are recommended by the Regional Bicycle Facilities
Coordinating Committee (BFCC). This Committee is represented by each local
agency, CALTRANS and the County. Presentations are made to the Committee by
each agency requesting funding for their projects. Members of the Committee vote
on the list of projects to receive funding, the recommended funding list is prioritized
and then presented to the SANDAG Board of Directors for final approval and
authorization of funding.
The Traffic Safety Coordinating Committee is recommending that two projects be
submitted for consideration of receiving funding in the 1992 TDA!fransnet program.
These two projects are briefly described below and both are listed on the Regional
Transportati on Improvement Program (RTIP).
Sidewalk Construction
Completion of the Sidewalk Inventory Report in 1991 resulted in 78 sidewalk
segments being prioritized as locations in need of sidewalk. Prioritized locations 1
through 28 have been scheduled for construction through a five-year Capital
Improvement Program (CIP) with the City contributing $600,000 annually towards the
sidewalk construction. Funding allocated from previous years has resulted in the
fiscal year 91-92 budget having $600,000 for sidewalk construction.

The construction cost estimate to construct prioritized sidewalk locations is
approximately $9.8 million in 1991 dollars. Inflation, combined with fiscal
uncertainties could result in a short fall of buildout funding. Therefore, funding from
other sources such as Traffic Impact Fees, developer contributions, etc. will be
necessary to complete the sidewalk construction program.
The TDA/franset program allocates approximately $2.5 million annually to be shared
by local agencies in San Diego County. In the past, annual project submittal requests
have been in excess of $6 million. Due to the limited availability of funds, success of
obtaining money for a given project sometimes depends on moderate funding
requests. In 1990 and 1991 the City of Carlsbad received a total of $20,000 in
TDA/fransnet grants to construct sidewalks. Estimated sidewalk construction costs
for fiscal years 90-91 and 91-92 totals $740,350. With the existing funding there is still
a deficit of $120,350 to construct sidewalk for those years.
For the above reasons, the Traffic Safety Coordinating Committee is recommending
a funding request for sidewalk construction in the amount of $120,350.
El Camino Real - Palomar Airport Road to Faraday Avenue, Construct Two 8'
Bicycle Lanes
The Transportation Division is administering a design project to widen and improve
El Camino Real within the above stated limits to three travel lanes in each direction,
a center raised median and two bicycle lanes. With this improvement El Camino
Real in this segment will be constructed to its full Prime Arterial standard.
Construction is tentatively scheduled to begin in July of 1992.
The total cost of the project is $1,720,000 with the bicycle lane portion being
$175,000. The Traffic Safety Coordinating Committee is recommending submittal of
a funding request for the bicycle lanes of $175,000.
RECOMMENDATION:
The Traffic Safety Coordinating Committee recommends submittal of a funding
request for the above described two projects.
NECESSARY CI1Y COUNCIL ACTION:
A resolution by the City Council is required to be adopted authorizing submittal of
the funding request to the San Diego Association of Governments (SANDAG).
