RESOLUTION NO. 2025-059
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARLSBAD,
CALIFORNIA, APPROVING THE PLANS, SPECIFICATIONS AND CONTRACT
DOCUMENTS AND AUTHORIZING THE CITY CLERK TO ADVERTISE FOR BIDS
FOR PHASE I OF THE VILLAGE AND BARRIO TRAFFIC CIRCLES PROJECT
WHEREAS, the City Council of the City of Carlsbad, California has determined it necessary,
desirable and in the public interest to construct Phase 1 of the Village and Barrio Traffic Circles Project,
Capital Improvement Program, or CIP, Project No. 4015, or Project; and
WHEREAS, in keeping with the city's General Plan Mobility Element and Growth Management
Plan, the Project will construct traffic circles at five intersections and enhanced crosswalks at one
intersection in the Barrio neighborhood to improve traffic safety and walkability; and
WHEREAS, the plans, specifications and contract documents for the Project have been
prepared, are on file at the City Clerk's office and are incorporated herein by reference; and
WHEREAS, staff reviewed the improvement plans, specifications and cost estimates developed
by a consultant and determined that the proposed design meets the city's engineering codes, standards
and policies and that the proposed construction work would ameliorate the infrastructure and
neighborhood; and
WHEREAS, Carlsbad Municipal Code Section 3.28.080(E) requires the City Council to approve
plans, specifications and contract documents for all construction projects that are to be formally bid
upon when the value exceeds $220,000; and
WHEREAS, the total cost of the Project including transportation and utility improvements is
estimated to be $6,727,255, including construction contingency, construction management, inspection
and material testing services, and community outreach costs, of which $4,817,555 is to complete the
transportation and sewer improvements using the funds in CIP Project No. 4015, and the remaining
$1,909,700 is to complete the water system rehabilitation and replacement using the funds from CIP
Project No. 3904-D; and
WHEREAS, sufficient funding from a federal grant program, Gas Tax, TransNet, General Capital
Construction and Sewer Replacement funds are available to complete the Project; and
WHEREAS, the project appropriation includes $4 million of federal grant funding and was
authorized to proceed with construction and bids by Caltrans on Dec. 26, 2024; and

WHEREAS, in accordance with the California Environmental Quality Act, or CEQA, and the
Environmental Protection Act, the project was previously evaluated in the Final Initial Study/Mitigated
Negative Declaration (Final IS/MND SCH No. 2016021056), dated April 2018, as part of the City of
Carlsbad Village and Barrio Master Plan. The Final IS/MND evaluated the potential environmental
effects of the project components described in the Master Plan. The project is within the scope of the
Final IS/MND and no further CEQA documentation is required per CEQA guidelines Section 15162. All
applicable mitigation measures contained in the prior environmental document have either been
satisfied previously, or will be incorporated into the project, or are conditions of approval for the
project; and
WHEREAS, the Project is exempt from National Environmental Policy Act, or NEPA, review as
outlined in NEPA Regulation 23, which applies to federally funded projects receiving less than $5
million or with a total estimated cost of not more than $30 million. The California Department of
Transportation's determination of exclusion is recorded in a categorical exclusion, or CE,
determination form dated May 5, 2023. Additionally, the CE determination was revalidated on March
27, 2024.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Carlsbad, California, as
follows:

That the above recitations are true and correct.
That the plans, specifications and contract documents for Phase 1 of the Village and
Barrio Traffic Circles Project, CIP Project No. 4015, are hereby approved and on file in
the Office of the City Clerk.
3. That the City Clerk is authorized and directed to publish in accordance with state law, a
Notice to Contractors Inviting Bids for construction of Phase 1 of the Village and Barrio
Traffic Circles Project, CIP Project No. 4015, in accordance with the plans, specifications
and contract documents referred to herein.

PASSED, APPROVED AND ADOPTED at a Regular Meeting of the City Council of the City of
Carlsbad on the 4th day of March 2025, by the following vote, to wit:
