HomeMy WebLinkAbout2025-03-04; Municipal Water District; Resolution 1764uocus1gn envelope 1u: AA4c/Jtl!:i-ctlt-U-4Ctits-tl::>7!:i-A£tst-:.!Jts!:Utltit RESOLUTION NO. 1764 A RESOLUTION OF THE BOARD OF DIRECTORS OF THE CARLSBAD MUNICIPAL WATER DISTRICT OF THE CITY OF CARLSBAD, CALIFORNIA, APPROVING THE PLANS, SPECIFICATIONS AND CONTRACT DOCUMENTS AND AUTHORIZING THE SECRETARY TO THE BOARD OF DIRECTORS TO ADVERTISE FOR BIDS FOR PHASE 1 OF THE VILLAGE AND BARRIO TRAFFIC CIRCLES PROJECT WHEREAS, the Carlsbad Municipal Water District, or CMWD, Board of Directors of the City of Carlsbad, California has determined that it is necessary, desirable and in the public interest to replace water distribution pipelines for Phase 1 of the Village and Barrio Traffic Circles Project, Capital Improvement Program, or CIP, Project No. 3904-D, or Project, which is part of the Village and Barrio Traffic Circles Project, CIP Project No. 4015; and WHEREAS, the plans, specifications and contract documents for the Project have been prepared and are on file in the Office of the Secretary to the Board of Directors and are incorporated herein by reference; and WHEREAS, staff reviewed the improvement plans, specifications and cost estimates developed by a consultant and determined that the proposed design meets the city's engineering codes, standards and policies and that the proposed construction work would ameliorate the infrastructure and neighborhood; and WHEREAS, Carlsbad Municipal Code, or CMC, Section 3.28.080(E) requires CMWD Board of Directors approval of plans, specifications and contract documents for all construction projects that are to be formally bid upon when the value exceeds $220,000; and WHEREAS, the total cost for Phase 1 of the Village and Barrio Traffic Circles Project, CIP Project No. 4015, including street and utility improvements is estimated to be $6,727,255, including construction contingency, construction management, inspection and material testing services, and community outreach costs, and the portion attributable to the water infrastructure in CIP Project No. 3904-D is estimated to be $1,909,700; and WHEREAS, in accordance with the California Environmental Quality Act, or CEQA, and the Environmental Protection Act, the project was previously evaluated in the Final Initial Study/Mitigated Negative Declaration (Final IS/MND SCH No. 2016021056), dated April 2018, as part of the City of Carlsbad Village and Barrio Master Plan. The Final IS/MND evaluated the potential environmental effects of the project components described in the Master Plan. The project is within the scope of the Final IS/MND and no further CEQA documentation is required per CEQA guidelines Section 15162. NOW, THEREFORE, BE IT RESOLVED by the CMWD Board of Directors of the City of Carlsbad, California, as follows: 1. That the above recitations are true and correct. 2. That the plans, specifications and contract documents to replace water distribution pipelines for Phase 1 of the Village and Barrio Traffic Circles Project, CIP Project No. 3904-D, as part of the Village and Barrio Traffic Circles Project, CIP Project No. 4015, are hereby approved and on file in the Office of the Secretary to the Board of Directors. 3. That the Secretary to the Board of Directors is hereby authorized and directed to publish, in accordance with state law and CMC Section 3.28.080(C), a Notice to Contractors Inviting Bids for construction of the project in accordance with the plans, specifications and contract documents referred to herein. PASSED, APPROVED AND ADOPTED at a Special Meeting of the Board of Directors of the Carlsbad Municipal Water District of the City of Carlsbad on the 4th day of March 2025, by the following vote, to wit: AYES: NAYS: ABSTAIN : ABSENT: Blackburn, Bhat-Patel, Acosta, Burkholder, Shin.
