REQUESTED ACTION: Install a traffic signal at the Carlsbad Boulevard/Oak Avenue
intersection.
BACKGROUND:
DATA:
In February, staff was asked to study the Carlsbad Boulevard/Oak Avenue
intersection. Collision history, vehicle counts and turn movement data was reviewed.
Following this investigation, a STOP sign warrant analysis and traffic signal warrant
analysis was conducted. The traffic signal analysis indicates that two of the eleven
warrants described in the Caltrans Traffic Manual have been met.
Carlsbad Boulevard is classified as a major arterial. The roadway is 82' wide and
provides two lanes in each direction and left turn lanes at the intersection. Oak
Avenue is considered a local street. Oak Avenue is 40' wide and provides for one
lane in each direction. Both roads are fully improved. Parking on Carlsbad
Boulevard is limited to the east side of the street, northerly and southerly of this
intersection. Parking is provided on both sides of Oak Avenue.
Carlsbad Boulevard has a slight curvilinear alignment and vertical grade at this
location and Oak Avenue has a slight grade (vertically) on each approach to this
intersection. The existing traffic controls are STOP signs, limit lines and pavement
legends on Oak Avenue with no controls provided on Carlsbad Boulevard. Recent
two-way traffic volumes are 18,588 ADT on Carlsbad Boulevard and 1,262 ADT on
Oak Avenue. The collision history for the past five years indicate seven reported
collisions. The collision diagrams are attached to this report, as Exhibits 3-8. Of the
seven reported collisions, two were of the type that would typically be corrected by
installation of a traffic signal.

The STOP Sign warrant analysis was not meet for the installation of ALL-WAY
STOP signs at the intersection. The traffic signal analysis did indicate that two of the
eleven traffic signal warrants were met for this intersection, as indicated below.

Warrant 2 -Interruption of continuous traffic -80% satisfied
Warrant 3 -Minimum pedestiran volume -not met
Warrant 4 -School crossing -not met
Warrant 5 -Progressive movement -not met
Warrant 6 -Accident experience -not met
Warrant 7 -Systems warrant -not met
Warrant 8 -Combination of warrants -not met
Warrant 9 -Four hour Delay -not met
Warrant 10 -Peak hour delay -not met
Warrant 11 -Peak hour volume -satisfied
In accordance with the City's Traffic Signal Evaluation Policy, this location was
evaluated for inclusion on the traffic signal qualifications list. The 1992 qualification
list was adopted, by Resolution No. 92-58 on February 18, 1992 by the City Council.
The amended 1992 Traffic Signal Qualification List is shown on Exhibit 2.
Evaluation of data for this intersection places this location at Number 12 on the
revised 1992 Traffic Signal Qualification List.
RECOMMENDATION:
The Traffic Safety Coordinating Committee recommends that the Carlsbad
Boulevard/Oak Avenue intersection be placed at Number 12 on the City's Traffic
Signal Qualification List. Existing numbers 12, 13 and 14 would be lowered with the
addition of the subject intersection.
NECESSARY CITY COUNCIL ACTION:
The City Council must approve and adopt, by Resolution, the revised 1992 Traffic
Signal Qualification List.
