BACKGROUND: DATA: This item was previously discussed at the Traffic Safety Commission (TSC) meetings of April 6, 1992, March 2, 1992 and December 2, 1991. At the April 6, 1992 TSC meeting, the Commission recommended, by a 3-2 vote, to implement a "NO RIGHT TURN ON RED" restriction for vehicles turning from northbound Avenida Encinas to eastbound Poinsettia Lane for a two month trial period. During this trial period, delay studies and compliance studies were to be conducted to determine the effectiveness of the restriction on minimizing delay at the Poinsettia Lane/Interstate 5 freeway off-ramps. To be considered an effective remedy, the Commission recommended that a delay reduction of at least 40 percent must be achieved at the off-ramps. The Traffic Safety Commission previously considered the request of two individuals stating that excessive delays were being encountered by motorists attempting to turn onto Poinsettia Lane from the Interstate Highway 5 freeway off-ramps. It was indicated that the problem was caused primarily when vehicles complete northbound right turns on red at the subject signalized intersection and proceed eastbound on Poinsettia Lane. The citizens alleged that platoons of vehicles proceeding eastbound do not provide sufficient gaps for vehicles to turn from the off-ramps to Poinsettia Lane. Upon the recommendation of the Traffic Safety Commission, in an attempt to mitigate off-ramp delay, three "NO TURN ON RED" signs were installed with effective hours between 7:00 AM to 6:00 PM, Monday through Friday. The signs were installed the morning of Monday, April 27, 1992. Immediate police enforcement of the signs began, with warnings being issued to violators the first two weeks and citations being issued thereafter. All studies were conducted on various weekdays. Both the compliance and delay studies were conducted concurrently to determine the effect that the signs had on delay at the freeway off-ramps in comparison to the percent of drivers complying with the turn restriction at the Avenida Encinas/Poinsettia Lane intersection. Studies were not conducted at the time police enforcement activity took place, so as to minimize any potential bias their presence may have caused. Results of the Delay and Compliance studies are indicated in Tables A and B, respectively. Compliance percentage ranges fall between an AM Peak Hour compliance of 53% to an afternoon off-peak hour compliance of 14%. When comparing the compliance data with the off-ramp delay data, there is no correlation between motorists obeying the "NO RIGHT TURN ON RED" restriction and any decrease in off-ramp delay. In determinfog if a 40 percent reduction in ramp delay was achieved, each delay study that was conducted, after the "NO RIGHT TURN ON RED" restriction was implemented, was compared to the February 5, 1992 AM and PM Peak Hours and the April 2, 1992 noon hour. Table C shows the reduction or increase in delay. These fluctuations occur randomly for different days and different time periods. Given these results, staff concludes that the "NO RIGHT TURN ON RED" restriction does not effectively and consistently reduce delay being experience at the freeway off-ramps. Although this input cannot be empirically analyzed, it is relevant to the issue. Since the installation of the "NO TURN ON RED" signs, staff has received numerous letters and phone calls regarding this item. Most of the correspondence has generally been against the restriction, with individuals asking that the signs be removed. These individuals claim, among other items, that excessive delay is now being encountered at the Poinsettia Lane/Avenida Encinas intersection and that they see the turn prohibition as a nuisance restriction. However, a few individuals have expressed the need for laws to be obeyed and a concurrence with an attempt to improve traffic circulation along this corridor, while not necessarily endorsing the restriction. Conclusion: Analysis of the data indicates that the "NO RIGHT TURN ON RED" restriction at the Poinsettia Lane/Avenida Encinas intersection has not appreciably reduced delay at the Poinsettia Lane/Interstate 5 freeway off-ramps. Plans are currently being designed to widen and improve the Poinsettia Lane/Interstate 5 bridge and portions of Poinsettia Lane. Construction is tentatively scheduled for late 1993. A 40 percent reduction in delay at the Poinsettia Lane/Interstate 5 freeway off-ramps was not achieved. In accordance with the Traffic Safety Commission recommendation, staff recommends removal of the "NO RIGHT TURN ON RED" restriction. RECOMMENDATION: The Traffic Safety Coordinating Committee recommends that the "NO RIGHT TURN ON RED" restriction at the Poinsettia Lane/Avenida Encinas intersection be discontinued and the signs prohibiting the turn be removed and salvaged.
