BACKGROUND: DATA: The Carlsbad Airport Centre, cons1stmg of 333 acres was subdivided into approximately 70 lots in 1985. The CC&R's and more significantly, the specific plan for this development, restrict on-street parking. Camino Vida Roble, north of Palomar Airport Road serves as an industrial collector to 31 lots. As the park develops on-street parking may create a reduction in vehicle visibility from on-coming as well as vehicles pulling out into traffic. Staff has received complaints from tenants within the first development that fronts on this street. When the industrial park was originally subdivided, Conditions, Covenants and Restrictions (CC&R's) were written. Among other items, on-street parking was identified to be a violation. The specific plan states that "no on-street parking will be allowed. Parking shall be provided in accordance with the requirements of Chapter 21.44 of the zoning ordinance." The restriction clearly defines the intent to prohibit on-street parking. Camino Vida Roble is an industrial collector street with a 52' curb to curb width and numerous driveways between Palomar Airport Road and Palomar Oaks Way. The segment of roadway is approximately one-half mile in length. No sidewalks have been constructed on either side of Camino Vida Roble. There have been a total of four accidents reported on this segment of roadway over the past five (5) years. As the park develops, just as what occured in the development south of Palomar Airport Road, staff anticipates the increase in on-street parking and the need for signage and parking restrictions. A similar situation occurred on Camino Vida Roble between Palomar Airport Road and El Camino Real. After a significant amount of development, on-street parking was removed at the request of tenants. NECESSARY CITY COUNCIL ACTION: An ordinance will be required to be adopted by the City Council to establish the NO PARKING ZONE as recommended.
