REQUESTED ACTION: Staff has been asked to investigate alternatives to restrict
turning movements or travel patterns at the intersection of Oak
Avenue with Carlsbad Boulevard. These alternatives are:

BACKGROUND:
Restrict the eastbound Oak Avenue
turning movement to a right-tum in/right-
turn out at Carlsbad Boulevard.
Install a raised median on Carlsbad
Boulevard across the Oak Avenue
intersection to restrict turning movements
to a right-tum in, right-tum out.
Install a partial raised median across the
intersection that allows left turns from
Carlsbad Boulevard and restricts Oak
Avenue to right-tum in, right-tum out.
Initiate one-way travel westbound on Oak
Avenue from Carlsbad Boulevard to
Ocean Street
At the May, 1992 Traffic Safety Commission meeting, staff was asked to investigate
the feasibility and impacts associated with requested action items numbered
Alternative 1 and Alternative 2, as indicated above. On May 21, 1992 staff received
an additional written request to designate Oak Avenue as one-way westbound travel
only between Carlsbad Boulevard and Ocean Street.

Carlsbad Boulevard is classified as a major arterial on the City of Carlsbad
Circulation Element. The roadway is 82' wide and provides two lanes in each
direction and left turn lanes at the intersection. Oak Avenue is considered a local
street. Oak Avenue is 40' wide and provides for one lane in each direction. Both
roads are fully improved. Parking on Carlsbad Boulevard is limited to the east side
of the street, northerly and southerly of Oak Avenue with parking provided on both
sides of Oak Avenue between Carlsbad Boulevard and Ocean Street.
Carlsbad Boulevard has a slight curvilinear alignment and vertical grade at the subject
intersection and Oak Avenue has a slight grade (vertically) on each approach to this
intersection. The existing traffic controls are STOP signs, limit lines and pavement
legends on Oak Avenue with no controls provided on Carlsbad Boulevard. The
posted speed limit on Carlsbad Boulevard is 35 miles per hour. Recent two-way
traffic volumes are 18,588 ADT on Carlsbad Boulevard and 1,262 ADT on Oak
Avenue. The intersection collision history since January 1, 1987 indicates eight
reported collisions. Collision diagrams have been prepared and are attached to this
report.
From the collision diagrams, it can be observed that of the five violation of right of
way collisions at this intersection, two were associated with driving under the
influence of alcohol and one had fogged windows as an associated factor. Two of the
seven collisions resulted from an eastbound vehicle attempting to turn from Oak
Avenue to Carlsbad Boulevard.
The west leg of Oak Avenue that serves eastbound traffic movements intersects
Carlsbad Boulevard immediately south of a 600-foot radius horizontal curve. This
curve and the three, large eucalyptus trees on the westerly side of Carlsbad
Boulevard between Oak Avenue and Carlsbad Village Drive, results in a sight
restriction for drivers of vehicles exiting from Oak Avenue to Carlsbad Boulevard
when looking to the north for southbound approaching vehicles.
In order to quantify the various turn movements at the Carlsbad Boulevard and Oak
Avenue intersection, staff conducted a turning movement count of the total number
of vehicles entering this intersection between the hours of 8:00 A.M. and 6:00 P.M.
on July 14, 1992. During this time period 12,684 vehicles entered the intersection.
The different turn movements for this ten hour period are summarized in Table 1.

The individual totals for each turning movement for this 10 hour period is indicated
on Exhibit 8. Each of the three alternatives under consideration impact the total
volume entering the intersection differently, based upon the type of turning
movement that would be restricted or eliminated. The percent of vehicles impacted
and the turning movement restricted for each alternative is indicated on Table 2.

Alternative Analysis
Each of the four alternatives impacts different turning movements and travel patterns
at the intersection. Additionally, each alternative has a different construction cost
impact to implement the physical solution, as well as different economic impacts to
adjacent businesses, additional fuel costs due to additional travel lengths, etc.
The collision history does not suggest a deficiency with the intersection. However,
the sight restriction, intersection geometrics and the large volumes of traffic on
Carlsbad Boulevard compared to Oak Avenue does result in some difficulty for
eastbound Oak Avenue vehicles attempting to turn left or right at Carlsbad
Boulevard or to proceed across the intersection to the east side.
Alternative 1
This alternative restricts eastbound Oak Avenue traffic volumes to a right-tum out
to proceed southbound on Carlsbad Boulevard as indicated on Exhibit 9. The
restriction would be implemented by signing and striping a painted median (island)
on the A.C. pavement.

Three on-street parallel parking spaces on Oak Avenue would be required to be
removed to facilitate striping of the median. This alternative could be implemented
by the City of Carlsbad Utilities and Maintenance Department and is estimated to
cost approximately $1,800.
As observed on Table 1, the eastbound left-turns and through movements total 146
vehicles that would be impacted by the right-tum only. This is approximately 1.2%
of the total entering volume.
Vehicles forced to turn right to southbound Carlsbad Boulevard would be able to
negotiate a U-TURN at Pine Avenue, the intersection located 550 feet south of Oak
Avenue. A protected left-tum movement is provided at the Pine Avenue intersection
for southbound vehicles to negotiate a U-TURN to proceed northerly. Drivers have
a second alternative if they do not desire to proceed southbound to Pine Avenue.
Access via Ocean Street to Carlsbad Village Drive will enable the driver to reach the
Carlsbad Boulevard/Carlsbad Village Drive intersection without proceeding out of
direction.
Staff favors this alternative due to its low cost to implement and it eliminates difficult
eastbound left-turns and through movements due to the sight restriction. Sufficient
capacity exists at Pine Avenue such that th~ additional traffic volumes added at the
intersection would not negatively impact the intersection level of service.
Alternative 2
This alternative would construct a raised median on Carlsbad aGross the intersection
of Oak Avenue as indicated on Exhibit 10. Turning movements on Oak Avenue for
both the east and west legs of the intersection would be limited to a right-turn in
from Carlsbad Boulevard and a right-turn onto Carlsbad Boulevard from Oak
Avenue. The cost to construct this alternative is estimated to be $31,000.
At this time, staff does not recommend that this alternative be implemented. The
collision history does not indicate the need to restrict the various turning movements
that would be eliminated by the raised median. At this location several businesses
and apartments would have access restricted, resulting in out of direction travel.

Alternative 3

This alternative is a vanat1on of Alternative 2 and is shown on Exhibit 11.
Alternative 3 provides a partial raised median in the Carlsbad Boulevard/Oak Avenue
intersection. The advantage of this type of median is that left-turns from Carlsbad
Boulevard to Oak Avenue are permitted. However, left-turns and through
movements from Oak Avenue are eliminated and the intersection becomes a right-
tum in, right-tum out from Carlsbad Boulevard to Oak Avenue or vice-versa.
This alternative could be implemented if Alternative 1 is unsuccessful and it would
help minimize some of the operational deficiencies at the Carlsbad Boulevard/Oak
Avenue intersection. However, the collision history does not suggest the need for the
median at this time.
Alternative 4
One suggestion received by staff to eliminate the left-tum, through and right-tum
movement from eastbound Oak Avenue at Carlsbad Boulevard would be to convert
Oak Avenue to a ONE-WAY STREET westbound between Carlsbad Boulevard and
Ocean Street. The Police Department and Fire Department have indicated that
response times would not be seriously impacted by this request.
As with all proposals, there are advantages and disadvantages to a potential solution.
Advantages for a ONE-WAY STREET include:
1. Capacity of a street increases -used to reduce congestion.
2. Travel speed increases -delay is reduced.
3. The total number of collisions is generally reduced.
4. Pedestrian safety is improved.
Disadvantages include:
1. Increase in travel distance and out of direction travel resulting in
additional fuel use and air pollution.
2. Potential confusion to first-time visitors to the area.
3. Inadvertent wrong-way travel.
4. Changes in travel patterns may result in problems at another location.

Some of the advantages/disadvantages would not be applicable to the short length of
Oak Avenue proposed to be converted to ONE-WAY travel. Generally, when
proposing conversion to ONE-WAY streets there are two or more streets being
considered. A wide network of streets, therefore, helps ensure success of the one
direction pattern of streets.
Very few streets in Carlsbad exist as ONE-WAY streets. The need to convert the
subject length of Oak Avenue to a ONE-WAY street has not been demonstrated and
is not recommended.
RECOMMENDATION:
The Traffic Safety Coordinating Committee recommends that Alternative 1 be
implemented at this time. It is further recommended that the intersection be
monitored and other solutions studied if problems occur.
NECESSARY CI1Y COUNCIL ACTION:
No City Council action required to implement Alternative 1. Other solutions
requiring significant expenditures would require City Council authorization.
