REQUESTED ACTION: Evaluate the subject segment of Park Drive and conduct an
Engineering and Traffic Survey to establish a prima facie speed
limit.
BACKGROUND:
DATA:
The subject segment of Park Drive is currently posted as a 25 mile per hour speed
zone. Due to the high critical speeds in this road segment, the 25 mile per hour
speed zone may not be justified.
Park Drive is a two lane, local road 2.55 miles in length between Westhaven Drive
and Via Marta. At a location approximately 150 feet south of Hillside Drive, Park
Drive has an Average Daily Traffic (ADT) volume of 1,420 vehicles based upon a
recent traffic count. The roadway follows a curvilinear alignment and is characterized
by varying sections of the roadway having adjacent single-family residential units,
apartments, condominiums or open space. Numerous streets intersect the road and
many driveways are located on Park Drive. Curb and gutter, sidewalks and street
lights are located on some segments of Park Drive. The roadway has not been
constructed to its ultimate local street standard in all locations.
At the present time, two speed zones exist on Park Drive as indicated on Exhibit 1
and these zones have been established in the Carlsbad Municipal Code. Regulatory
speed limit signs are posted on Park Drive also as shown on Exhibit 1.
The 25 mile per hour speed zone between Westhaven Drive and Marina Drive was
established years ago after a study indicated that this segment meets the residence
district definition of the California Vehicle Code for the roadway between those
limits. However, for most of the 0.50 mile segment of Park Drive between Hillside
Drive and Marina Drive the adjacent land use is vacant parcels or condominiums.
Two speed surveys were recently conducted on Park Drive. The survey conducted
south of Hillside Drive and the survey south of Cove Drive indicate critical speeds
of 40 miles per hour and 39 miles per hour, respectively. The pace speed south of
Hillside Drive was 30 to 40 miles per hour with 75 % of the vehicles in the pace.
South of Cove Drive the pace speed was 31 to 41 miles per hour with 85% of the
vehicles in the pace.

There have been four traffic collisions reported on the road segment of Park Drive
between Hillside Drive and Marina Drive in the last five years. Two of the four
collisions had been exceeding the safe speed as the primary collision factor as
indicated on Figure 2.
RECOMMENDATION:
Based upon the results of the engineering and traffic survey, the Traffic Safety
Coordinating Committee recommends that a 35 mile per hour prima facie speed limit
be established on Park Drive from Hillside Drive to its intersection with Marina
Drive. The Traffic Safety Coordinating Committee further recommends that the
other speed zones remain as currently posted.
NECESSARY CITY COUNCIL ACTION:
An ordinance is required to be adopted by the City Council to establish the prima
facie speed limit as recommended.
