LOCATION: Palomar Airport Road between Paseo Del Norte and the Price Club
signalized intersection.
INITIATED BY: Sgt. Metcalf, Carlsbad Police Department
REQUESTED ACTION: Conduct an engineering and traffic survey and evaluate the
subject segment of Palomar Airport Road (PAR) to establish a
new prima facie speed limit.
BACKGROUND:
DATA:
At this time the prime facie speed limit on Palomar Airport Road from Paseo Del
Norte to El Camino Real is 55 miles per hour. With the recent opening of the Price
Club, a signalized intersection has been constructed on the easterly boundary of the
Price Club. This new intersection is approximately 1800 lineal feet easterly of Paseo
Del Norte. Westerly of Paseo Del Norte, Palomar Airport Road has a 35 mile per
hour prima facie speed limit.
Palomar Airport Road is designated as a prime arterial on the Circulation Element
of the City of Carlsbad General Plan. The subject segment is constructed as a
straight, relatively flat roadway that has three eastbound traffic lanes and a bicycle
lane. From the westerly Price Club driveway entrance to the signalized intersection
on the easterly property line, an acceleration/deceleration lane has been constructed
on the south side of Palomar Airport Road.
In the subject street segment there are three westbound lanes and a bicycle lane,
except that the Number 1 westbound lane is not in use due to the departure lane
geometrics immediately west of the Paseo Del Norte intersection. The Number 1
lane has been striped and signed to indicate that it is not an operational traffic lane.
Striping geometrics are indicated one Exhibit 1, attached.
Eastbound and westbound traffic is separated by an 18-foot wide landscaped median.
On the south side of Palomar Airport Road between Paseo Del Norte and the
westerly driveway to the Price Club, one driveway serves the 7-11 store and two
driveways serve the nursery. These driveways operate as right-in/right-out only. No
driveways are located on the north side of Palomar Airport Road in the subject road
segment.
Sidewalk and street lights have been constructed on the south side of Palomar
Airport Road between Paseo Del Norte and the signalized intersection of Price Club.

On-street parking is not permitted on either side of Palomar Airport Road. Based
upon a recent traffic count, this segment of Palomar Airport Road has an average
daily traffic volume of 32,350 vehicles.
A speed survey was obtained recently on Palomar Airport Road approximately 500
feet easterly of Paseo Del Norte. This survey indicated a critical speed of 49 miles
per hour and a pace of 39 to 49 miles per hour. Seventy-one percent of the vehicles
were in the pace.
Due to the lane restrictions at the Palomar Airport Road/Paseo Del Norte
intersection, queuing of westbound vehicles occurs during peak hours. The
westbound queue occasionally extends from Paseo Del Norte to several hundred feet
easterly of the Price Club signalized intersection. As a result, many of the collisions
in this segment are rear-end type collisions as shown on the attached collision
diagrams, Exhibits 2 through 5. Completion of the 1-5/P AR interchange will permit
the westbound Number 1 lane to be made operational and will help minimize
collisions.
RECOMMENDATION:
Based upon the results of the engineering and traffic survey, the Traffic Safety
Coordinating Committee recommends that a 45 mile per hour prima facie speed limit
be established on Palomar Airport Road between Paseo del Norte and the signalized
intersection to the Price Club. The Traffic Safety Coordinating Committee further
recommends that the other prima facie speed limits upon Palomar Airport Road
remain as currently posted.
NECESSARY CI1Y COUNCIL ACTION:
An ordinance is required to be adopted by the City Council to establish the prima
facie speed limit, as recommended.
