LOCATION: Paseo Del Norte between Poinsettia Lane and entrance to Sea Cliff
community.

REQUESTED ACTION: Establish a NO PARKING zone on the east side of Paseo Del
Norte from the exit gate of Sea Cliff northerly to Poinsettia
Lane.
BACKGROUND:
DATA:
Paseo Del Norte (PDN) is constructed with a 40-foot curb to curb distance between
Poinsettia Lane and northerly of the entrance/exit gate to the Sea Cliff community,
a private development located south of Poinsettia Lane. At this time, red curb has
been painted on both sides of Paseo Del Norte at the gate as shown on Exhibit 1.
The remaining portion of PDN from the red curb to Poinsettia Lane is sufficiently
wide to facilitate on-street parking on both sides of the street as currently exists.
Mr. Mc Gaffin sent a letter to Mayor Lewis ( attached) requesting the above stated
parking restriction. He indicated in the letter that the residents of Sea Cliff believed
that this restriction would help relieve on-street congestion outside their exit gate and
would minimize the difficulty of ingress/egress. A work order issued to the Utilities
and Maintenance Department to paint approximately 40 feet of additional red curb
on the westerly side of Paseo Del Norte near the entrance gate has been completed.
In the past, staff has received requests from individuals living in Sea Cliff to
implement a parking restriction on PDN between Poinsettia Lane and the Sea Cliff
exit/entrance gate. Reasons cited for the request have included:
1. Unsightly or large vehicles (RV's) park on the street.
2. Blockage of views.
3. Car pools use the street as a daily parking lot.
4. Used as an area for vehicle oil changes.
The subject segment of Paseo Del Norte is sufficiently wide ( 40') to allow parking on
both sides of the street. This road segment has an average daily traffic volume of
approximately 1,500 vehicles. In the last five years there have been no reported
traffic collisions on this short portion of Paseo Del Norte located south of Poinsettia
Lane.

Since receiving the letter from Mr. Mc Gaffin staff has been observing the number
of parked vehicles on a random basis. No severe congestion or parking problems
have been noted. The maximum number of vehicles on the easterly side of the street
has been nine vehicles on one occasion, with the average number at the time of the
other observations being five vehicles.
Three viable options are available to resolve the request for a NO PARKING zone.
1. Deny the request. Parking would be allowed on both sides of the
street for a maximum time duration of 72-hours.
2. Limit parking on the east side to certain hours. For instance, restrict
parking Monday through Friday between the hours of 7:00 A.M. and
5:00 P.M.
3. Establish a NO PARKING ANYTIME zone on the east side of the
street.
If a parking restriction is implemented on the east side of the street drivers may
choose to park the vehicles on the west side of the street. This could possibly give the
appearance of more congestion. Otherwise, vehicles might be parked northerly of
Poinsettia Lane on Paseo Del Norte. That segment of road also has resulted in
complaints to staff because of parked vehicles.
The Traffic Safety Coordinating Committee (TSCC) discussed at length the safety
issues on the subject segment of roadway. Emergency vehicle response time would
not be negatively impacted by parked vehicles due to the road being sufficiently wide
for parked vehicles on both sides. It was recommended by the TSCC that parking
restrictions not be established on public streets for aesthetic or personal reasons.
The Committee was of the opinion that there was no safety issue associated with the
parked vehicles and that a NO PARKING zone should not be implemented.
RECOMMENDATION:
The Traffic Safety Coordinating Committee recommends that the request for the NO
PARKING zone on the east side of Paseo Del Norte between Poinsettia Lane and
the Sea Cliff gate be denied.
NECESSARY CI'IY COUNCIL ACTION:
No action is required by the City Council if the request is recommended for denial.

the Sea Cliff entrance gate, we have . surveyed the community
residents.
The results of this survey, plus much discussion, it was
agreed to recommend the following:
a. No Parking on the east side of Paseo Del Norte from the
exit gate to Poinsettia Lane.
b. Add an additional three car lengths of No Parking on the
west side of the street, from the entrance gate toward Poinsettia
Lane.
It was the opinion of the community, that total no parking
would be too restrictive to both residents and non-residents,
however, these requests would surely facilitate a major improvement
in our ability to enter and exit our community. This would also
relieve the congestion and difficulty of trying to enter and/or
leave with cars parked on both sides of the street.
