This memorandum provides information related to the city-owned electric vehicle (EV) charging
stations at the Faraday Administration Center (Faraday Center) and Carlsbad City Library on
Dove Lane (Dove Library).
Background
In 2015, the city began installing EV charging stations at city-owned facilities. The city currently
owns and operates three types of EV charging stations:
Public stations -These stations are available for use by the public. All public stations are
ChargePoint charging stations, and anybody with a ChargePoint account can use them.
Fleet stations -These stations are dedicated to exclusively charging city fleet vehicles.
The fleet stations are a mix of Charge Point and AssetWorks charging stations located at
city facilities.
Staff stations -These stations are available for city vehicles and vehicles of city
employees. The staff stations are Shell/Greenlots charging stations that were funded and
installed by a grant from the Electrify America (ELAM) Program in 2019. Due to certain
grant conditions, the stations are only available for city vehicles and city employees.
On December 18, 2018, the City Council adopted Resolution No. 2018-217, authorizing
participation in the ELAM program, directing execution of Site Hosting Agreements and
appropriating cost-sharing funds. The program allowed the city to obtain 10 dual-port EV
charging stations for staff and city fleet vehicle use (staff stations) at the Faraday Center and
Dove Library. Participation in the program provided the charging stations at an 80% reduced cost
and no-cost EV charging subscriptions and infrastructure maintenance services from Greenlots
for up to eight years.

Shell acquired Green lots in early 2019 as part of its push into the EV charging market. Later, in
2022, Shell rebranded Green lots under the unified name "Shell Recharge Solutions," integrating
it with its global electric mobility portfolio.
Discussion
On December 24, 2024, Shell notified the city that they were discontinuing their Shell Sky
software and software support necessary for the operation of the charging stations at the
Faraday Center and Dove Library. The Shell Sky services are set to end on April 30, 2025.
Faraday Center
In order to maintain EV charging stations to serve the city's fleet, staff intend to modify and
retrofit all of the charging stations at the Faraday Center, converting them to be AssetWorks
compatible (Fleet stations), available exclusively for charging city fleet vehicles. The chargers will
no longer be available for personal employee use. AssetWorks is the software management
system that Fleet staff uses to manage maintenance and fuel costs associated with the city's fleet
of vehicles. Once converted, AssetWorks will automatically capture the energy used in charging
individual vehicles, automating the current manual process.
Dove Library
The Dove Library parking lot currently contains 10 dedicated EV charging spaces near the
southerly staff entrance to the facility. Staff intend to convert one of the EV charging stations
(two parking spaces) to a Fleet station. Two of the remaining chargers (four parking spaces) will
be converted to public stations, providing public charging opportunities for patrons of the
Dove Library. Usage of the chargers will be monitored and depending on the demand, the
remaining two chargers (four parking spaces) can be converted to public stations at a future
date.
Next Steps
Staff will convert the EV charging stations at the Faraday Center and Dove Library as outlined
above, prior to the termination of Shell Sky services on April 30, 2025.
