The subject property, Lots 402-406, La Costa Meadows Unit No. 2, is located at
the southwesterly corner of the intersection of El Fuerte Street and Alfanjo
Street. Said property contains approximately 2.92 acres.
REQUEST:
That the Planning Commission recommend approval of a one-lot subdivision for a
44 unit condominium development on property located in the RD-M Zone District.
The proposed development is to consist of one open space lot and 44 airspace
condominium lots. The individual units proposed are to be as follows:

Each individual unit is indicated to have two covered parking spaces and in
addition 18 covered spaces and 14 open spaces are being provided on-site. This
exceeds Ordinance Requirements.
The indicated recreation facilities are to be:
Two tennis courts,
Two swimming pools,
Two jacuzzis,
Two recreation buildings.

ZONING AND GENERAL PLAN

2. General Plan: The La Costa Master Plan as approved by Planning Commission
Resolution No. 808 and City Council Resolution No. 2058 and Ord. No. 9322,
indicates the property to be potential high density residential with up to 20
dwelling units per acre. The proposed development with a density of 15 units
to the acre does conform to this commitment.
ENVIRONMENTAL IMPACT REPORT CONSIDERATIONS:
The Planning Director has determined that the proposed development would not have
a significant impact on the environment and no further consideration will be re-
quired.
STAFF RECOMMENDATION:
That it be moved that the Planning Commission recommend to the City Council that
Tentative Tract Map No. 73-34 BE APPROVED subject to the conditions outlined
herein. Justification is based upon:
1. Conformance of the Tentative Map to all the requirements of the Municipal
Code and to the regulations of the State of California Subdivision Map
Act.
2. Conformance of the development to the adopted La Costa Master Plan.
With regard to compliance to the Parks Ordinance, it is recommended that the
Planning Commission recommend to the City Council that In-Lieu fees be required
for this development. Justification is based upon:
The Parks Ordinance required that fees be paid on subdivisions with less
than 50 lots.
CONDITIONS OF APPROVAL: Any approval should be subject to the following conditions:
l. The development of the property described heretn shall be subject to
the restrictions and l imiations set forth herein which are in addition to
all the requirements, limitations and restrictions of all municipal
ordinances and State and Federal statutes now in force, or which, hereafter,
may be in force, for the purpose of preserving the residential characteristics
of adjacent properties.
2. The C.C. & R1s for this development shall be submitted to the Pla.nnin~
Director for review and approval prior to the issuance of any building •
permits.

3. Park-In-Lieu fees shall be granted to the City prior to recording the
Final Map.
4. The Developer shall enter into a mutually acceptable agreement with
the Richmar Union School District to provide for future school require-
ments that will result from the proposed development.
5. In order to provide for reasonable fire protection during the
construction period, the subdivider shall maintain passable vehicular
access to all buildings, and adequate fire hydrants with required fire
flows shall be installed as recommended by the Fire Department.
6. All public improvements shall be made in conformity to the City of
Carlsbad Engineering Design Criteria and Standard Plans, the Subdivision
Ordinance and other City Standards to the satisfaction of the City Engineer
without cost to the City of Carlsbad, and free of all liens and encumbrances.
7. All utilities, including provisions for cable TV, shall be placed
underground and/or shall be completely concealed from view.
8. All facilities provided to adequately control drainage on the subject
property sha 11 be maintained by the property owner in perpetuity.
9. The developer shall create and hereafter maintain a Homeowner's
Association for the purpose of maintainance of all landscaping,
recreation facilities, private roadway areas and parking areas.
10. A detailed landscape and sprinkler plan prepared by a landscape
architect, shall be submitted to the Planning Director for consideration
and approval.
11. Prior to fina.l building inspection, all landscaping shall be installed.
Said landscaping shall, at all times, be ma.intained in a manner acceptable
to the Planning Director.
12. Prior to any construction, the applicant shall submit plans to the
appropriate entity providing domestic water to the proposed development,
for its approval of the location, type and adequacy of water lines, and
to this Fire Department for approval of the location of fire hydrants.
In addition, driveway turn-arounds shall be provided in a manner acceptable
to the Fire Department.
