Executive Summary The Police Department was awarded $16,089 Edward Bryne Memorial Justice Assistance Grant from the U.S. Department of Justice for fiscal year 2024. The funds will be used to purchase shields for the SWAT team. The grant requirements include notification of the City Council as well as an opportunity for public input at a City Council meeting. No matching funds are required. Explanation & Analysis The Edward Byrne Memorial Justice Assistance Grant provides state and local governments with critical funding for a range of program areas to support efforts to prevent or reduce crime and violence and to improve the fair administration of the justice system. The fiscal year 2024 funds may be used to provide additional personnel and/or purchase equipment, supplies, contractual support, training, technical assistance, and information systems for criminal justice proceedings. The funds must be used to supplement existing funds for program activities and cannot replace or supplant local funds. The City of Carlsbad’s Police Department’s 2024 award is $16,089. The Police Department will use the grant funds to purchase rifle-rated ballistic shields for the SWAT team. Ballistic shields are engineered to mitigate or stop the impact of bullets particularly from handguns, rifles and shotguns. Rifle-rated shields have been tested to stop rifle rounds. March 18, 2025 Item #3 Page 1 of 5 Providing offices with rifle-rated ballistic shields will add a crucial layer of protection during active shooter incidents or confrontations with armed individuals, significantly reducing the risk of injury or death. The ballistic shields enable officers to maintain mobility while remaining protected, a crucial factor in dynamic, rapidly evolving situations where threats may emerge unpredictably. These shields enable faster intervention, potentially saving lives. Fiscal Analysis The total cost of the purchase is $16,089, which is fully reimbursable by the Justice Assistance Grant program award. There are no ongoing expenses associated with the purchase. Next Steps With the City Council’s approval, the City Manager or designee will accept the grant funds and the Mayor will sign the required form (Attachment A to Exhibit 1). The City Manager or designee will then appropriate $16,089 to the Public Safety Grants Special Revenue Fund. Environmental Evaluation The proposed action is not a “project” as defined by CEQA Section 21065 and CEQA Guidelines 15378(b)(4) and does not require environmental review under CEQA Guidelines Section 15060(c)(3) because the creation of funding mechanisms, including the pursuit and/or acceptance of grant funding, is a government fiscal activity which on its own does not involve any commitment to any specific project which may result in a potentially significant impact on the environment). Applying for or accepting the grant does not have a legally binding effect on any possible future discretionary action. The activities or projects for which this funding is intended may require preparation of an environmental document in accordance with CEQA and CEQA Guidelines. I am the chief executive of the applicant unit of local government named below, and I have the authority to make the following representations on my own behalf as chief executive and on behalf of the applicant unit of local government.
