Description/Explanation: P-1(8) Page 1 of 1 Revised 07/10 OAKMONT OF CARLSBAD PROJECT DESCRIPTION Oakmont Senior Living is submitting an application to bring a unique campus style senior living project to Carlsbad. The project is located on Faraday Ave on Lot 1 of the Carlsbad Oaks North Business Park. The proposed project will offer ninety five (95) units in the main building and four (4) marketing units as well as fifty two (52) units in a standalone memory care building for a total of one hundred and fifty one (151) units that offer a wide range of services within a gracious and secure environment. All the units of this senior health care facility wi11 be licensed by the Social Services Department of the State of California as a Residential Care Facility for the Elderly, often referred to as assisted living. Once we have received our approvals and building permit, we can then move forward to begin the licensing process through the State. As with our 20+ other senior projects, we have always received approval from the State at the time the Certificate of Occupancy was issued. Designed architecturally from the ground up to provide for the needs of our seniors, the luxury private rooms will be supplemented with common areas to promote friendships and create a sense of open community. The Tuscan architecture is highlighted by tile roofs., natural earth tones and stone treatments., being further complimented by mature trees and Mediterranean landscaping. This licensed senior community will provide amenities such as private and formal dining rooms, a caf6, entertainment and activity rooms, beauty salon, library, outside courtyard, swimming pool for general use or water aerobics, and more. There will be an in-house fitness center, lectures, concerts., and a private surround-sound theater. Luxurious comfort will be defined by the fine woodwork, elegant furnishings, artwork, fireplaces, and fresh flowers. Conversation areas are strategically located throughout the building to promote socializing. In this fully licensed residential care community, residents will receive healthy meals in our dining room, housekeeping, assistance from knowledgeable staff, an emergency response system, programs such as aqua aerobics, and health screening. The dining room and exhibition kitchen will be operated like a restaurant, with breakfast served from 7 to 9:30AM, lunch from 11 :30AM to I :30PM, and dinner from 5 to 8PM. Progressive care needs of the residents will be addressed by providing high acuity assisted living in their individual units. This will fulfill our aging-in-place philosophy. At move-in the majority of our residents are in their early to mid 80s, utilizing a myriad of assisted living services offered within the community. In addition, there will be a 52 unit memory care building specifically designed for residents with Alzheimer's or dementia. Even though this separate ~~v~ ~,wjes the same licensing as the rest of the project, due to the nature of Alzheimer's anct'aementia care, it can be difficult to have these residents integrated within the main building population. We are providing underground and above ground parking. Most of our residents do not drive. A town car and bus wi11 be available to take residents to shops, doctor appointments and community activities. We will be well above the City's 61 required parking spaces with 163 spaces. Housekeeping services, residential and grounds maintenance, and 24-hour on-site management are among the many amenities that provide peace-of-mind. In addition to our personal service philosophy, we promote intergenerational opportunities and work closely with the community to develop ongoing programs. Our facility will have little or no impact with regard to: • Traffic: Low impact, and would not affect the AM/PM peak commute times. • Schools: All residents are senior citizens; therefore schools are not affected. • Noise: Probably the least noise of any type of development. Socially and economically, our proposal provides much needed high quality services for seniors, full time jobs for the local community and will bring money into the local economy through purchases of goods and services. (See attached list of ancillary services.) Being that this is a licensed facility and not independent senior apartments, the staffing requirements are more in depth. The property will be operated on a 24-hour basis, seven days a week, broken into four shifts. The project will bring a number of different jobs to the Carlsbad area ranging from construction to wait staff and business professionals, please see the attached list. The purpose of the CAP Consistency Checklist (Checklist) is to, in conjunction with the CAP, provide a streamlined review process for proposed new development projects that are subject to discretionary review and trigger environmental review pursuant to the California Environmental Quality Act (CEQA). Analysis of GHG emissions and potential climate change impacts from new development is required under CEQA The CAP is a plan for the reduction of GHG emissions in accordance with CEQA Guidelines Section 15183.5. Pursuant to CEQA Guidelines Sections 15064(h)(3), 15130(d), and 15183(b), a project's incremental contribution to a cumulative GHG emissions effect may be determined not to be cumulatively considerable if it complies with the requirements of the CAP. This Checklist contains measures that are required to be implemented on a project-by-project basis to ensure that the specified emissions targets identified in the CAP are achieved. Implementation of these measures would ensure that new development is consistent with the CAP's assumption for relevant CAP strategies toward achieving the identified GHG reduction targets. Projects that are consistent with the CAP as determined through the use of this Checklist may rely on the CAP for the cumulative impacts analysis of GHG emissions. Projects that are not consistent with the CAP must prepare a comprehensive project-specific analysis of GHG emissions, including quantification of existing and projected GHG emissions and incorporation of the measures in this Checklist to the extent feasible. Cumulative GHG impacts would be significant for any project that is not consistent with the CAP.
