Executive Summary The City Council is being asked to appoint one member to the Beach Preservation Commission. The Beach Preservation Commission shall investigate, research and make recommendations to the City Council and the City Manager on general coastal topics, studies, and programs, including, but not limited to the following: • Protecting and enhancing the shoreline (e.g., littoral cells and sea level rise) • Preventing beach erosion • Preserving and maintaining beaches for the safety and optimum enjoyment of the public The Beach Preservation Commission consists of seven members appointed by the Mayor and confirmed by the City Council. Members must be residents of Carlsbad and normally serve four- year terms, unless appointed to fill an unexpired term. Explanation & Analysis Commissioner Spencer Burrows was appointed to the Beach Preservation Commission in January 2024 to fill the unexpired term of Commissioner Kevin Shotas for a term ending in June 2026. Commissioner Burrows resigned on Jan. 14, 2025, creating an unscheduled vacancy on the Beach Preservation Commission with a term ending in June 2026. The City Clerk's Office received 15 applications from residents wishing to serve on the Beach Preservation Commission. The Maddy Act (California Government Code Sections 54970-54974) requires that on or before December 31 of each year the legislative body must prepare a Local Appointments List, which contains the appointive terms of Board and Commission members that will expire in the next calendar year. The name of the incumbent appointee, the date of appointment and the term expiration date is also included on the list. Based on the prepared list, the City Clerk's Office accepts applications (available on the city's website and in the City Clerk's Office) for any upcoming vacancies. Fiscal Analysis This action has no financial impact. Next Steps Following the appointment of one member to the Beach Preservation Commission, the City Clerk's Office will update the commission's roster and coordinate the oath of office and the filing of the appointee's statements of economic interest, ethics training certificate and workplace harassment prevention training. Environmental Evaluation The proposed action is not a "project" as defined by CEQA Section 21065 and CEQA Guidelines Section 15378(b)(5) and does not require environmental review under CEQA Guidelines Section 15060(c)(3) because appointing an individual to act as a city representative on a board, commission or committee is an organizational or administrative government activity that will not result in direct or indirect physical changes in the environment. I was trained as a marine scientist and have spent the last 25+ years of my career working to preserve and protect San Diego County and the city of Carlsbad's natural and aquatic resources from environmental impacts and stormwater pollution. My professional experience includes project development, management and implementation of municipal activities to meet compliance objectives, water quality and habitat improvement goals, and cost-effectiveness targets. I am interested in serving on the Beach Preservation Commission as I believe I have relevant knowledge and experience that can provide expertise to understand key issues, assist in development of appropriate technical options for water resource and beach management activities, and support effective city planning efforts. Please describe your educational backqround University of California Santa Barbara-Bachelor of Science-Aquatic Biology University of California Los Angeles-Master of Arts-Biology Certified Professional Stormwater Water Quality (CPSWQ) Previously employed as a research technician/diver for the Santa Barbara Coastal Long-term Ecological Research project in Santa Barbara, CA (https://sbclter.msi.ucsb.edu/). I was one of the first technical hires as part of the SBC L TER project in the early 2000's. Subsequent work included detailed intertidal and subtidal monitoring focused on kelp forests and associated nearshore environments. Project work included research and investigation of scientific literature, experimental design, practical application of various environmental monitoring programs, data analysis, reporting, and presentations of findings to technical and non-technical interested parties. Please describe relevant experience Members of the Beach Preservation Commission are expected to investigate, research, and makes recommendations to city management on topics related to shoreline protection and enhancement, erosion, and municipal activities to preserve and maintain beaches for public enjoyment. As a surfer and frequent beach visitor, I am very familiar with Carlsbad's beaches and coastal dynamics that shape beach conditions. I have relevant training in coastal studies and am an active participant in ongoing efforts to reduce pollutant discharges to receiving waters and the ocean. I am interested and professionally engaged in sea- level rise, sediment management, and coastal planning efforts in the local San Diego and regional environment. Through my profession, I have a diverse suite of contacts and professional relationships with coastal management technical experts, regulators, non-profit organizations, and agencies involved in beach management including the California Coastal Conservancy. Please describe your current or past community involvement I regularly participate in ad hoc community improvement efforts including beach and trail cleanups, charitable foundation fund raising events, and education and outreach efforts. In general, I am proactive and engaged with my community and actively work to informally educate acquaintances and the public on beach management and water quality issues. I believe an ancillary obligation of the environmental consulting profession is to engage the community to support improved understanding and appreciation for water quality and environmental management issues so as to best position municipal governments to receive citizen support for oftentimes challenging and unseen investment needs to protect natural resources. I accomplish this by being a leader and engaging in informal discussions with individuals and citizen groups as I go about my daily activities. I also led the Coast Guard's Sea Partner Program, which focused on ocean preservation efforts and environmental education.
