This study was conducted in compliance with City of Carlsbad and California Environmental Quality Act (CEQA) guidelines. The literature review identified no previously recorded prehistoric or historic cultural resources within the project area. Ground visibility was fair, as a majority of the project area is covered by a moderate amount of non-native vegetation. The field survey was negative, identifying no cultural resources within the project area. Given the absence of previously recorded cultural resources and the negative field survey, no additional cultural resource work is recommended. PJ. 8-05 June 2005 ii 1.1 PROJECT DESCRIPTION SECTION I INTRODUCTION This study was prepared by Gallegos & Associates and submitted to MSK Development Group for the Aura Circle Project. The project area is located south of El Camino Real and West of Kelly Drive, and depicted on the San Luis Rey USGS 7.5' topographic quadrangle (Figures 1-1 and 1-2). The project area is bound on the south by Aura Circle, and on the west, north, and east by residential development. This study was conducted in compliance with City of Carlsbad and California Environmental Quality Act (CEQA) Guidelines. 1.2 ENVIRONMENTAL SETTING The project area is located approximately one mile north of Agua Hedionda Lagoon, a major estuary along the Southern California Coast. During the late Pleistocene and early Holocene, rising sea level created lagoons from the mouths of major river systems. With stabilization of sea level, coastal lagoons slowly shrank and began to loose their estuarine qualities, as they gradually filled with waterborne silts. Eventually the lagoons stabilized in a pattern of partial closure during portions of the year as sand and cobble bars formed across their outlets to the Pacific Ocean. The subsequent lack of tidal flushing changed the salinity levels and directly affected the type of molluscan, as well as other plant and animal species present within the lagoon. This change also affected the subsistence economy of prehistoric populations that relied on these resources. As a result of urban development, the majority of the native vegetation has been replaced by introduced non- native vegetation. Sediments consist primarily of sand with limited loam. The period from 10,000 to 1,300 years ago is referred to as the Early Period or the Archaic Period. The San Dieguito are generally accepted as the first inhabitants of the region, occupying San Diego County as early as 10,000 years ago. The initial occupation, the San Dieguito Complex, is believed to represent a group of people who entered San Diego County from the desert. These people hunted, fished, milled plant foods, and collected and processed shellfish. The occupation from at least 8,300 years ago to roughly 3,500 years ago is also referred to as the La Jolla Complex and Pauma Complex. Archaeological sites reflecting this occupation are coastal shell habitation sites, inland hunting and milling campsites, and quarry sites. The San Dieguito and the La Jolla/Pauma Complexes are believed by this author to be of the same cultural stock, representing a long period of occupation by one people. Occupation after 1,300 years ago (Late Period) is well documented by numerous Kumeyaay/Dieguefio and Luisefio habitation sites. Artifacts and cultural patterns reflecting Late Period occupation include small projectile points, pottery, obsidian from Obsidian Butte, and cremations. The project area falls within the Luisefio territory as described by Kroeber (1925). 1.3.2 Post-contact The Hispanic intrusion and colonization (1769-1822) within Native American southern California affected the coastal tribes and peoples living in well-traveled river valleys. The Mexican Period (1822-1848) saw continued displacement of the native population by expansion of a land grant program and development of extensive ranchos. The gold rush and the concomitant granting of statehood, combined with an influx of European PJ. 8-05 June 2005 1-4 settlers, caused a rapid displacement of the native population, as well as deterioration of their culture and lifeways (Bancroft 1886; Kroeber 1925). 1.4 RECORD SEARCH AND LITERATURE REVTEW The record search and literature review was completed at the South Coastal Information Center (SCIC), San Diego State University, San Diego, California (SDSU), and at the research library at Gallegos & Associates. The record search also identified 31 archaeological sites (CA-SDI-209, -5214, -5353, -6133, -6135, - 6140, -6830, -8794, -8796, -9649, -9652, -9653, -9654, -9655, -10024, -10025, -10444, - 10609, -10610, -10612, -13008, -13089, -13124, -13701, -14151, -14335, -16130, - 16131, -16132, -16133, and -16137) and one isolate (P-37-024546) recorded within a one-mile radius of the project area. One study (Kyle 1999) has been conducted within the project area, however, no cultural resources are recorded within the project area. Early USGS maps (1898 Oceanside 15'; 1901 San Luis Rey 30'; 1942 Oceanside 15') were reviewed for early historic structures, however no historic structures were identified. PJ. 8-05 June 2005 1-6 SECTION2 METHODS, RESULTS, AND RECOMMENDATIONS 2.1 INTRODUCTION The current study included a record search, a literature review, and a field survey of the approximately 15-acre project area. The survey was conducted for the Aura Circle Project. Survey methods, results, and summary are provided below. 2.2 SURVEY METHODS As the majority of the property that had been previously surveyed by Kyle (1999), the property was spot-checked and areas not previously surveyed, were surveyed. The field survey was conducted on foot using a 10-m interval between survey transects. Larry Tift completed the field survey in June 2005 for a total of three person-hours. 2.3 SURVEY RESULTS Ground visibility was fair, as a majority of the project area is covered by a moderate amount of non-native vegetation. Disturbance within the property includes minor trash dumping and adjacent urban development. The field survey was negative, identifying no cultural resources within the project area. 2.4 SUMMARY AND RECOMMENDATIONS The study included a literature review and field survey of the approximately 15-acre project area. The literature review and field survey were negative, identifying no prehistoric or historic resources. Given the absence of previously recorded cultural resources and the negative field survey, no additional cultural resource work is recommended. Gallegos Principal GENERAL EXPERIENCE AND QUALIFICATIONS Mr. Gallegos has served as Project Manager/Principal Investigator for cultural resource studies within southern California for federal, State and local compliance. These projects include constraint level evaluations, surveys, CEQA testing programs, evaluations for National Register status, Section 106 compliance, and data recovery programs. Mr. Gallegos is knowledgeable of Federal legal requirements as well as, City, County and CEQA requirements, having worked on over 500 projects within the past 30 years. These projects include: SU1Veys and test programs for MWD Pipelines 4, 5, and 6, Oceanside~ Escondido Rail Line, SR 905 and the widening of Otay Mesa Road, Camp Pendleton Santa Margarita River Valley Inventory (5,000 acres), NAS Miramar inventory (sample inventory of 20,000 acres), Naval Radio Receiving Facility inventory, Cleveland National Forest report preparation; and testing of 9,000 to 1,000 year-old sites within San Diego County, as well as historic projects, such as data recovery programs for the Aguirre Adobe and the McCool/Lohman projects. Mr. Gallegos's experience in major cultural resource overviews includes: the Otay Mesa Management Plan for 30,000 acres on the US/Mexico border, BLM Kuchamaa Inventory (30,000 acres SE San Diego County); San Dieguito River Valley Park overview of 80,000 acres; and overviews for the cities of Escondido, San Marcos, Encinitas, and for the San Diego, Otay, and San Luis Rey River Valleys. Additional projects managed by Mr. Gallegos include: an inventory for Anza-Borrego Desert State Park; Oceanside-Escondido Bike Trail and Rail Line; Viejas Village inventory and test; survey and testing for Carlsbad Ranch, constraint level study for Carrillo Ranch Specific Plan; Batiquitos Lagoon Enhancement Project; and inventories for Subareas Ill (3,000 acres), Subarea IV (1,500 acres), and Subarea V (2,000 acres) for the City of San Diego. Data Recovery programs include: Windsong Shores, PacBell, Twin Oaks Valley Ranch, Batiquitos Ridge, Rodgers Ridge, Torrey Ranch, Calpine Otay Sites, Kuebler Ranch, and Legoland. Her recent projects include the tesUevaluation report for the Merriam Mountains Project and the NCTD Oceanside-Escondido Rail Project; inventory, testing and data recovery program for the Otay Generating Plant Project; Carlsbad Water and Sewer Master Plan Inventory, BLM Kuchamaa Overview study; Olay Mesa Trunk Sewer Inventory, and the monitoring program for the Olay Plant and facilities. Her laboratory experience includes artifact identification, sorting, cataloging of artifacts, and ceramic analyses. As a teaching assistant at San Diego State University, her duties included instruction of field techniques, laboratory analysis, and lower division cultural and physical anthropology courses. She has also served as a collection manager developing skills that included revitalization of artifact collections, identification and re-cataloging of artifacts, entering data into Collection Management's database, and providing public based educational programs to focal elementary students. She has assisted with an archaeological field class in Mocollope, Peru, where she provided student field instruction and supervision of field excavation and laboratory analysis. Her work at the Central Coast Information Center included documentation of all maps, site forms, and reports, and data entry for both archaeological and historical resources.
