Executive Summary A Phase I Environmental Site Assessment (ESA) v•ms conducted on approximately 15 acres of property located along Aura Circle in Carlsbad, California (Figure I). The subject property is currently undeveloped. This Phase I ESA has been conducted for MSK De,elopmcnt Group, current O\vner of the subject property. The findings of this investigation are based upon a review of historical aerial photographs and historical topographic maps, a radius search perfom1cd by Environmental Data Resources, Inc. (EDR), a site reconnaissance. and nn interview with the current owner of the property. The subject property is the proposed site for a residential development. Infonnation gathered for this report indicated the following: • According to Jim Kamphuis, a representative for the property owner, the subject property has been undeveloped since MSK Development Group purchased the property in 2004 . • Based on the aerial photograph revie\V and site reconnaissance, the subject property has been undeveloped since 1939 . • Based on a review of the EDR regulatory database search, it is unlikely that other properties have impacted the environmental conditions at the subject property (Appendix A) . lfased on these findings. Dudek does not recommend further environmental investigations of the subject property . 2. Introduction This Phase I [nviromnental Site Assessment was perfom1ed according to the guidelines stipulated in the American Society for Testing and Materials Standard E 1527. "Standard Practice for 1--.m·ironmcntal Site Assessments: Phase I Environmental Site Assessment Process". The :-.uhject property is located in Carlshnd. California and is currently undeveloped . 2.1. Assessment Procedure and Scope of Investigation Phase I Environmental Assessments assist in idenlif)'ing past and present land use. including identification of possible on-site releases or disposal of manufacturing or other \Vastes if such infonnntion is contained within regulatory reports, files, and/or is currently visible on-site. The assessment reviews Local, County, State, and U.S. Environmental Protection Agency lists ----Phase I Environmental Site Assessment Aura Cirdc 469"-t-0 I Dudek and Associates. The scope of the environmental investigation consisted of: l) a site reconnaissance; 2) a computerized database search of regulatory agency records: 3) a review of historical aerial photographs and topographic maps; 4) a review of available Sanborn fire insurance maps; 5) an interview \Vith the previous site ovmcr; and 6) the preparation of this Phase I Environmental Site Assessment Report detailing the findings of the investigation. 3. Site Location The subject property is situated on approximately 15 acres in Carlsbad, California (Figure 1; APN 207-100-48). The subject property is located along Aura Circle in Carlsbad, California. The subject property is currently undeveloped. Surrounding properties arc mostly residential. Kelly Elementary School is located south of the subject property (Figure 2). The subject property is the proposed site for a residential development. 4. Environmental Setting Gcnernl topographic information for the subject property and the surrounding area was obtained from a review of a United States Geological Survey (USGS) topographic map for San Luis Rey, California, from the EDR report and from the site visit. The site slopes from north\vcst to southeast. There arc two apparent ridges running northwest to southeast across the subject property. and t\vo drainage canyons between these ridges running northwest to southeast across the subject property. The elevation of the subject property is approximately 56 feet above mean sea level. No surface water was observed on the site during the site visit. No suhsurfoce geologic i11\"estigations were performed as part of the Phase I site assessment. Based on soils information for the site vicinity that ,vas presented in the !""DR report, the soils in the area consists of mostly claycy loam. No wells located within one mile of the subject property were iJcntified in the EDR Report. No hydrogeologic or groundwater flow direction info1111ation ,vas provided in the EDR Report. The depth to groumhvatcr was not gi\·en in the EDR report. Agua Hedionda Creek and Aqua Hcdionda Lagoon are located approximately 1/2 mile south of the subject property (Appendix A). Interviews Dudek inten'ic\vcd Mr. Jim Kamphuis. MSK Development Group, on June I, 2005. MSK Development Group has owned the subject property since 2004. According to Mr. Kamphuis, the subject property has been undeveloped since MSK purchased the property in 2004 . According to Mr. Kamphuis. there arc no buildings and no septic systems on the subject property. There are no underground storage tanks. no hydraulic equipment, no fill material, no solid waste disposal areas, and no areas of stained soil on the subject property. 6. Site Reconnaissance A site reconnaissance \Vas conducted on May 26. 2005 by Kayvan Ilkhanipour of Dudek. The site reconnaissance consisted of walking the site. taking notes on what was observed and taking photographs. The suhject property is currently undeveloped (Appendix B: Photographs 1-4 ). There are two apparent ridges running nortlw-:est to southeast across the subject property and two drainage canyons running northwest to southeast across the subject property. Residences v.-ere ohserved surrounding the subject property and Kelly Elementary School was observed south of the subject property (Appendix B: Photographs 5 and 6) . \Vetlands and Natural \Vatcnvays No natural \Vaterways \Vere observed on the subject property, however, t\vo can)ons were observed running from northwest to southeast across the subject property. The San Luis Rey national \Vet land is located approximately l /2 mile south of the subject property. Surface Water Discharge When present, rain \Vater that falls on the property percolates into the soil or flows over land from north\,.-est to southeast in the two canyons. and eventually flows into Agua l lc<lion<la Creek and Agua I lcdionda Lagoon. I here arc also two concrete drainage cul\'crts that run from west to cast along the south1..Tll edge of the subject property (Appendix B: Photographs 7 and 8). Distressed Vegetation No distressed vegetation was observed on the suhject property. Indications of Solid Debris Storage Dudek observed some miscellaneous trash and piles of wood at the southern end of the subject property (Appendix B; Photograph 9). Chemical Storage or Use Dudek <lid not observe any chemical storage on the subject property. Dudek did not observe any areas of stained soil on the subject property. llnnaturally Discolored Ponds or Flowing \Vaters No discolored \Vat er or flowing waters were observed on the subject property. Groundwater Wells, Cisterns, Cesspools or Septic Tanks Dudek did not observe any wells or septic tanks on the subject property. The subject property is surrounded by residences; therefore septic tanks are possibly present on those properties. Abnormal Odor Dudek did not notice any abnormal odors. Soil Disturbances Dudek did not notice any soil disturbances on the subject property. Storage Tanks Dudek did not observe any storage tanks on the subject property. 7. Review of Historical Aerial Photographs Historical aerial photographs from FDR were reviewed. The photographs provided background information needed to assess the possibility of historical <1ctivitics that could present environmental concerns. Historical aerial photos \\lere rcviC\\ed for the years 1939. 1946. 1953. 1963. 1974. 1989, 1994, and 2002 (Appendix C) . The photographs indicate that the subject property was undeveloped in 1939 and 1946. The surrounding area was undeveloped in 1939 and there was some agriculture visible greater than 1 mile west of the subject property in 1946. El Camino Real was visible north of the subject property as a dirt road in 1939, and was paved in the 1946 photograph. Agua l lcdionda Creek is visible southeast of the subject property, and Agua Hcdionda Lagoon is visible southwest of the subject property in 1939. The 1953 photograph is similar to the 1946 photograph. A residence and some agriculture arc visible east of the subject property in 1953. The subject property appears undeveloped in the 1963 photograph. Numerous residences and some agriculture arc visible northwest and west of the subject property in 1963. The subject property is still undeveloped in 1974. There arc numerous residences west, south, and east of the subject property in the 1974 photograph. Grading for additional residences is visible west of the subject property. Se\'eral ne\v paved roads are visible surrounding the subject property in 1974, including Aura Circle, Kelly Drive. and Hillside Drive (Appendix C). Many more residences are visible in 1989 than were visible in 1974. Agriculture is visible northwest of the subject property (north of El Camino Real). Kelly Elementary School is visible south of the subject property in 1989. The I 994 photograph is similar to the 1989 photograph. The 2002 photograph is similar to the 1994 photograph. Some nc\v grading is visible southeast of the subject property in 2002 (east of Cannon Road). 8. Review of Historical Topographic Maps l listorical topographic maps were obtained from EDR. Historical topographic maps are another historical source that can be used to document the prior use of the property and surrounding area. Topographic maps from 1901, 1947, 1949, 1968. 1968-1975. and 1997 were reviewed (Appendix D). The subject property appears undeveloped in the 1901 map, which has a scale of 1 :62.500. Agua Hedionda Creek is visible south of the subject property. Agua lledionda Lagoon is visible south\vest of the subject property. The subject property appears undeveloped in the 194 7 map, which has a scale of 1 :50,000, and the 1949 map, \\-hich has a scale of 1 :24,000. Residences, Highway IO I. and the city of Carlsbad arc visible west of the subject property in 194 7 and 1949 . fhe subject property appears undeveloped in the 1968 and 1968-1975 maps, which have a scale of 1 :24.000. Residences arc visible cast of the subject property. The subject property appears undeveloped in the 1997 map, ,vhich has a scale of I :24.000. l\fore numerous roads and residences are visible surrounding the subject property. No indications of properties that may have impacted the subject property were observed in these maps. 9. Site History Based on the site reconnaissance, the subject property is currently undeveloped. According to Mr. Kamphuis, a representative for MSK Development Group, the property has been undeveloped since 2004. Based on the review of aerial photographs the subject property was undeveloped between 1939 and 2002 . Historical Sanborn fire insurance maps were requested from EDR. Sanborn maps provide information regarding the historical uses of the site and surrounding properties: however, Sanborn maps were not available fin the subject property (Appendix E). --· Phase I Environmental Site Assessment /\ura Cin:k C.irbbad. Public Agency Records Search Review The regulatory database search results present a listing of sites, \Vithin an approximately one-mile radius of the subject property, which arc known to be chemical handlers_ hazardous waste generators, or polluters. Information in these listings includes the location of the site relative to the subject property, sources of pollution, and the status of the site. The search performed for this assessment was conducted in May 2005 by EDR. The complete database search report is included in Appendix A. No facilities were mapped within the search radius. The subject property was not listed in the state or federal searches. Due to inadequate address information, 7 facilities were cited but were unmapped. These sites are discussed in Section 10.4. The following sections describe which databases were searched an<l how many facilities were identified within those databases: 10.1. Conclusions and Recommendations Infonnation obtained during the Phase I Environmental Site Assessment indicated that the subject property has been undeveloped since 1939. The surrounding area consists of residences . Based on a review of the EDR regulatory database search, it is unlikely that other properties have impacted the environmental conditions at the subject property . Based on these findings, Dudek docs not recommend further environmental investigations of the subject property . 13. Topographic Maps A topographic map (topo} is a color coded line-and-symbol representation of natural and selected artificial features plotted to a scale. Topos show the shape, elevation, and development of the terrain in precise detail by using contour lines and color coded symbols. Many features are shown by lines that may be straight, curved, solid, dashed, dotted, or in any combination. The colors of the lines usually indicate similar classes of information. For example, topographic contours (brown}; lakes, streams, irrigation ditches, etc. (blue}; land grids and important roads (red); secondary roads and trails, railroads, boundaries, etc. (black); and features that have been updated using aerial photography, but not field verified, such as disturbed land areas (e.g., gravel pits} and newly developed water bodies (purple). For more than a century, the USGS has been creating and revising topographic maps for the entire country at a variety of scales.
