INITIATED BY: City Council REQUESTED ACTION: This is an information report to the Traffic Safety Commission. BACKGROUND: DATA: The City Council has directed staff to conduct a series of presentations, open houses and public meetings to gather input on Streetscape Phase V. These meetings have been held in January 1993 and also are scheduled for February 1993. Staff will report the results of the meetings to the City Council in late February. Streetscape Phase V is the last phase of a comprehensive street enhancement program in the Redevelopment area that started in 1988. The project on Carlsbad Village Drive has been designed to make the street an inviting gateway to downtown Carlsbad. Key features of Streetscape Phase V will include raised medians, new traffic signals at the intersection of Jefferson Street and Roosevelt Street, signal upgrades at Harding Street and State Street, a traffic signal interconnect system, gas-lamp style lighting, new curb and gutter, sidewalk improvements, attractive landscaping, some decorative cross-walks and a storm drainage system. It is estimated that these improvements will cost $2.5 million with funding coming from a $12 million bond allocation issued by the Redevelopment Agency in 1988. By law, this money must be used in or to benefit the Redevelopment Area. A construction start of September 1993 or May 1994 is anticipated. Input from property owners, merchants, residents and citizens is being solicited to help determine the preferred construction start date. Construction of the project is expected to take eight months. Due to the complicated nature of the construction and the need to stage various phases of construction, staff is proposing a detour to Grand Avenue for westbound Carlsbad Village Drive traffic at Harding Street. One lane eastbound only would be permitted from State Street to Harding Street. This detour would be in effect for the first 12 weeks of the project. In Stage 1 this segment would be a temporary one-way street during the first 12 weeks of the project. In Stages 2 and 3 one lane of traffic in each direction on Carlsbad Village Drive will be permitted. RECOMMENDATION: Information report only. No action is required by the Traffic Safety Commission. NECESSARY CI1Y COUNCIL ACTION: The City Council will provide direction to staff for implementing Streetscape Phase V after public input has been received.
