REQUESTED ACTION: Change the existing parking restriction on the east and south
sides of Car Country Drive from a TWO-HOUR ZONE to a
NO PARKING ZONE between the hours of 12:00 midnight to
6:00 a.m.
BACKGROUND:

In 1989, upon the recommendation of the Traffic Safety Commission, the City
Council adopted Ordinance NS-89 that established TWO-HOUR PARKING on both
sides of Car Country Drive between the hours of 8:00 a.m. and 6:00 p.m., Monday
through Friday, with holidays excepted. This restriction was initiated by the
automobile dealerships as a method of controlling vehicles parked for long durations
on the street in the vicinity of each automobile dealership. This current request is
being initiated in order to provide on-street parking for employees of the automobile
dealerships.
When this item was discussed by the Traffic Safety Coordinating Committee in June
1989 and again in July 1989, the Committee expressed concern about the availability
of on-site parking for employees such that hardships were not created for employees
that parked on the street. A letter dated July 18, 1989 from Don Stewart, President
of the Car Country Dealer Association, indicated they were aware of problems and
solutions regarding employees, but "the customer benefit outweighed the dealer
disadvantage."
The recent letter requests a change in parking restrictions only on the east and south
sides of Car Country Drive. Allowing vehicles to park on this side of Car Country
Drive between the hours of 6:00 a.m. and 12:00 midnight provides an on-street
parking area for employees of the automobile dealerships. Customers would
continue to park in a TWO-HOUR ZONE on the same side of the street as each
automobile dealership (the westerly and northerly sides of Car Country Drive).

City of Carlsbad development standards establishes criteria such that sufficient
employee parking on-site at each dealership is available. If the designated employee
spaces are used for other uses, or more employees are hired than expected, a
shortfall in the required number of employee spaces would result.
Problems with long-term parking of vehicles in Car Country Carlsbad on Paseo Del
Norte and Car Country Drive was the reason the TWO-HOUR ZONE was initiated
in 1989. The types of problems encountered included the street being used as a
"park and ride" facility for commuters, semi-trucks and/or trailers being parked for
long periods and vehicles with FOR SALE signs in the window being parked for long
durations in front of the automobile dealership. The effect of these various vehicles
parking for extended periods tended to eliminate customer parking on the street near
a dealership. Some businesses also complained that with long-term parking being
permissible, some dealerships instructed employees to park on the street at a location
in front of another dealership thereby freeing up on-street spaces for customers
adjacent to the specific dealership.
Problems as referenced above could again occur by having parking available for an
18-hour period each weekday on one side of the street. The late night restriction
would, however, eliminate continuous, long-term parking. The benefit to dealerships,
if nuisance parked vehicles don't become a problem, is that employees will have
on-street parking available near their place of employment.
Because of the raised median on Car Country Drive between Auto Center Court and
Cannon Road, the roadway width does not permit on-street parking. Both sides of
Car Country Drive on this road segment have been posted with NO PARKING
ANYTIME signs and no change is proposed on that segment.
RECOMMENDATION:
The Traffic Safety Coordinating Committee recommends that the parking restriction
on the east and south side of Car Country Drive be changed between Paseo Del
Norte and Auto Center Court. The Committee recommends that a NO PARKING
ANYTIME ZONE be established between the hours of 12:00 midnight and 6:00 a.m.
on this road segment.
NECESSARY CITY COUNCIL ACTION:
An ordinance will be required to be adopted by the City Council to change the
existing ordinance and to implement the parking restriction as recommended.

We , the Automobile Dealers, whose dealerships are located on Car
Country Drive in Carlsbad, request the parking restrictions on Car
Country Drive be changed. We are asking that the East and South
side of Car Country Drive be changed from 2 hour parking to No
parking 12a.m. to 6a.m. only, and that the North Side of Car
Country Drive remain a 2 hour parking zone as it currently is.
