HomeMy WebLinkAbout1993-03-01; Traffic Safety Commission; ; Establish a prima facie speed limit - Avenida Encinas-Poinsettia Lane Northerly to End of RoadCITY OF CARLSBAD TRAFFIC SAFETY COMMISSION STAFF REPORT COMMISSION MEETING OF: March 1, 1993 ITEM NO._@_ LOCATION: Avenida Encinas-Poinsettia Lane Northerly to End of Road Carlsbad Police Department INITIATED BY: REQUESTED ACTION: Establish a prima facie speed limit BACKGROUND: DATA: Avenida Encinas is designated as a secondary arterial on the Circulation Element of the General Plan. In the future, Avenida Encinas will connect between Poinsettia Lane and Palomar Airport Road. However, at this time the subject segment is only constructed for a length of 3,000 feet and to approximately one-half of the ultimate roadway width. The various commercial uses, motels and automobile dealerships generates traffic volumes that has drivers unfamiliar with the dead end road. To control excessive speeding, the Traffic Division of the Carlsbad Police Department has requested that a prima facie speed limit be established. Avenida Encinas is constructed from the signalized intersection of Poinsettia Lane to a point 3,000 feet northerly where the road ends at the Hohen Honda automobile dealership. The existing pavement width is 32 feet with curb and gutter, sidewalk and street lights constructed on the easterly side of the roadway. Two short-length cul-de-sacs in tersect Avenida Encinas in the subject segment, however, there are no traffic controls on Avenida Encinas at the intersections. Seven driveways are located on Avenida Encin as to serve the various businesses located along the street. The roadway is striped such that on-street parking is permitted on the easterly side of the roadway, but is not permitted on the westerly side. A traffic count conducted on February 3-4, 1993 indicated a 24-hour average daily traffic volume of 4,369 vehicles on Avenida Encinas at a location approximately 300 feet northerly of Poinsettia Lane. The northbound peak hour occurred between 2:00 p.m. and 3:00 p.m., and the southbound peak hour was between 3:00 p.m. and 4:00 p.m. During the past three years (1990-1992), there have been seven reported traffic collisions on Avenida Encinas between Poinsettia Lane and its terminus. Collision information is indicated on Table 1. Excessive speed was not a factor in the other collisions. A speed survey was conducted on Avenida Encinas at Macadamia Drive on February 10, 1993. The critical speed was found to be 41 miles per hour. The pace speed was 33 miles per hour to 43 miles per hour with 77% of the vehicles in the pace. RECOMMENDATION: Based upon the results of the engineering and traffic survey, the Traffic Safety Coordinating Committee recommends that a 35 mile per hour prima facie speed limit be established upon Avenida Encinas from Poinsettia Lane to its terminus 3,000 feet northerly. NECESSARY CITY COUNCIL ACTION: An ordinance will be required to be adopted by the City Council to establish the prima fade 35 mile per hour speed limit.
