BACKGROUND: DATA: Each year the San Diego Association of Governments (SAND AG) administers an approximately $2.5 million program to aid in the planning and construction of non- motorized facilities throughout San Diego County. This program permits local agencies to compete for funding via Transportation Development Act (TDA) and TransNet (Proposition A) monies for non-motorized projects such as bicycle lanes/paths, sidewalks, etc. based on need. Projects selected for funding are recommended by the Regional Bicycle Facilities Coordinating Committee (BFCC). This Committee is represented by each local agency, CALTRANS and the County. Presentations are made to the Committee by each agency requesting funding for their projects. Members of the Committee vote on the list of projects to receive funding, the recommended funding list is prioritized and then presented to the SANDAG Board of Directors for final approval and authorization of funding. The TDA/fransNet program allocates approximately $2.5 million annually to be shared by local agencies in San Diego County. In the past, annual project submittal requests have been in excess of $6 million. Due to the limited availability of funds, success of obtaining money for a given project sometimes depends on moderate funding requests. The Traffic Safety Coordinating Committee is recommending that the following three projects be submitted for consideration of receiving funding in the 1993 TDA/fransNet program: CI1Y OF CARLSBAD TRAFFIC SAFE1Y COMMISSION Staff Report COMMISSION MEETING OF: April 5, 1993 ( continued) Sidewalk Construction ITEM NO. 6C Completion of the Sidewalk Inventory Report in 1991 resulted in 78 sidewalk segments being prioritized as locations in need of sidewalk. Prioritized locations 1 through 28 have been scheduled for construction through a five-year Capital Improvement Program (CIP) with the City contributing approximately $300,000 annually towards the sidewalk construction. City of Carlsbad funding allocated from previous years has resulted in the fiscal year 92-93 budget having $600,000 for sidewalk construction. The construction cost estimate to construct prioritized sidewalk locations is approximately $9.8 million in 1991 dollars. Inflation, combined with fiscal uncertainties could result in a short fall of buildout funding. Therefore, funding from other sources such a Traffic Impact Fees, developer contributions, etc. will be necessary to complete the sidewalk construction program. In 1990, 1991 and 1992 the City of Carlsbad received $10,000 each year for a total of $30,000 in TDA/fransNet grants to construct sidewalks. Estimated sidewalk construction costs for fiscal years 90-91 through 92-93 totals $740,350. With the existing funding there is still a deficit of $110,350 to construct sidewalks for those years and that amount will be requested to receive funding. Jefferson Street Bike Path The Jefferson Street Bike Path begins at the intersection of Marron Road and Jefferson Street and proceeds westerly through the overcrossing of Jefferson Street and Interstate 5 terminating at the existing bike path just west of 1-5. This bike path will provide a connection of the existing residential development west of Interstate 5 with the Plaza Camino Real Mall and surrounding commercial sites. This path will also provide a route to the Duck Landing area adjacent to the south shore of the Buena Vista Lagoon. All appropriate permits have been issued which include such agencies as the U.S. Army Corps of Engineers, the California Department of Fish and Game, and the California Coastal Commission. Approximately ten years ago the City was granted $109,000 for construction of this bike route. However, due to additional mitigation requirements established by the California Department of Fish and Game, the costs have increased by $188,000 to a total construction cost estimate of $297,000. Therefore, this request for additional TDA/fransNet funding is for $188,000. CTIY OF CARLSBAD TRAFFIC SAFE'IY COMMISSION Staff Report COMMISSION MEETING OF: April 5, 1993 ( continued) Poinsettia Lane/Interstate 5 Bridge Bike Lane ITEM NO. 6C Poinsettia Lane is currently improved to Major Arterial Standards ( 4 travel lanes plus bike lanes) on both sides of Interstate 5. The Poinsettia Lane/Interstate 5 bridge represents a ''bottleneck" in this system having only two narrow lanes with no bicycle lanes. With traffic volumes expected to continually increase along this corridor, a substantial safety improvement for bicycles can be achieved with the widening and improvement of this bridge. The Poinsettia Lane/Interstate 5 bridge is used by both commuter and recreational bicyclists as a major thoroughfare to various recreational areas and employment centers, ie., the coastal bicycle route on Carlsbad Boulevard, various State beaches, the future Commuter Rail/Transit Station, and a number of commercial, industrial and government offices. With the increased residential, commercial and industrial development along Poinsettia Lane east of Interstate 5, commuter bicycling is expected to increase along with an increase in vehicular traffic volumes. With the existing narrow lane configuration across Poinsettia Lane/1-5 bridge and increasing congestion, bicycle/vehicular conflicts can also be expected to increase without the improvement and widening of the roadway segment. The costs for the widening of the Poinsettia Lane/1-5 bridge to provide two bike lanes is estimated at $290,000. RECOMMENDATION: For the above reasons, the Traffi c Safety Coordinating Committee is recommending a funding request for FY93/94 TDA/fransNet funds in the amount of $588,350. NECESSARY CI'IY COUNCIL ACTION: A resolution by the City Council is required to be adopted authorizing submittal of the funding request to the San Diego Association of Governments (SANDAG).
