REQUESTED ACTION: Provide on-street parking on Camino De Los Coches to serve Stagecoach Community Park. BACKGROUND: DATA: Stagecoach Park was opened in 1986 to the public and serves as a regional park. Environmental constraints and preservation of historical artifacts limited the number of parking spaces constructed onsite to 240 total spaces in three parking lots (Exhibit 1). On occasion, all of the parking spaces are occupied and illegal parking occurs in the parking lot or vehicles use the surrounding vacant parcels of land or adjacent residential streets to park. This item was previously discussed at the January 7, 1991 Traffic Safety Commission meeting. At that meeting, the Traffic Safety Commission recommended, by a 3-0 vote with one abstention, that on-street parking on Camino De Los Coches not be implemented. Camino De Los Caches is designated as a secondary arterial roadway on the Circulation Element of the City of Carlsbad. The roadway is currently striped as a secondary arterial with bicycle lanes, four traffic lanes and a painted median that provides a left turn lane at intersecting streets and driveways. However, Camino De Los Coches is not shown on the City of Carlsbad Bicycle Route Map in the Circulation Element. When large groups of park visitors are expected to attend an event at Stagecoach Park, on-street parking is permitted if the event organizer obtains a Special Event permit. This permit has a traffic control plan attached that indicates which of the NO PARKING signs are to be covered. BIKE LANE CLOSED signs are installed on barricades and park visitors are allowed to park adjacent to Stagecoach Park in the bicycle lane and !)artially into the Number 2 traffic lane. Upon completion of the event, the signs must be uncovered by the event organizer and the NO PARKING zone is then back into effect. TRAFFIC SAFE1Y COMMISSION Staff Report COMMISSION MEETING OF: May 3, 1993 (Continued) ITEM NO. 6A Traffic counts obtained in the past several years indicate low traffic volumes on both ends of Camino De Los Coches near the intersections of Rancho Santa Fe Road and La Costa Avenue. Counts are shown on Table 1. The latest buildout traffic projections for the City of Carlsbad prepared by SANDAG for Camino De Los Coches indicates a future traffic volume of 3,300 vehicles near Rancho Santa Fe Road and a future volume of 2,800 vehicles near La Costa Avenue. However, staff believes higher volumes will result due to a shopping center being proposed on the southeast comer of the RSF /Camino De Los Coches intersection and plans for a new high school that will take access from Camino De Los Coches across from Stagecoach Park. Current traffic volumes on Camino De Los Coches do not require a four-lane roadway to operate at an acceptable level of service. However, several options exist that would provide on-street parking and/or also allow for bicycle lane(s) and these are as shown on Exhibits 2 through 5. The preferred option would be to have one traffic lane in each direction with parking adjacent to the curb and gutter and include a bicycle lane. Sufficient roadway width would remain to stripe a five-foot wide bicycle lane on each side of the roadway. An unacceptable option would be to remove one of the traffic lanes to provide a parking lane, bicycle lane and one traffic lane on the northerly side only of Camino De Los Coches. This would result in a three-lane roadway, with the southerly side of Camino De Los Coches not changing. TRAFFIC SAFE1Y COMMISSION Staff Report COMMISSION MEETING OF: May 3, 1993 ITEM NO. 6A (Continued) Due to relatively low traffic volumes on Camino De Los Coches at this time, the TSCC could support the removal of one traffic lane in each direction to provide on- street parking adjacent to Stagecoach Park on both sides of the roadway within certain limits. Bicycle lanes would remain. However, the Traffic Safety Coordinating Committee recommends that four traffic lanes and bicycle lanes remain at the intersections of Rancho Santa Fe Road and La Costa Avenue and that the existing NO PARKING zone remain on either side on these four-lane segments of Camino De Los Coches. RECOMMENDATIONS: The Traffic Safety Coordinating Committee recommends that the following actions be initiated to implement on-street parking on Camino De Los Coches. 1. Remove one traffic lane in each direction on Camino De Los Coches from the entrance to the westerly parking lot of Stagecoach Park and continue easterly to approximately Via Calendo. Lane geometrics on Camino De Los Caches at the intersections of RSF and LCA would not change. 2. Within the on-street parking segment referenced in Number 1, provide two eight-foot wide parking lanes, two five-foot wide bicycle lanes, two fourteen-foot wide traffic lanes and one ten-foot wide painted median as shown on Exhibit 3, Alternative 2. 3. The removal of the existing striping be accomplished by a chip seal of the roadway. The City Council may need to approve the cost appropriation. It is estimated that curb to curb chip seal from the westerly parking lot that serves Stagecoach Park to Via Calendo will cost approximately $15,000 plus re-striping costs. 4. The chip seal be implemented by change order to the contract to be administered by the Utilities and Maintenance Department beginning at the end of Summer 1993. This chip seal contract has been authorized to bid, however, Camino De Los Coches is not on the list of streets to receive a chip seal. 5. If four traffic lanes are required on the entire segment of Camino De Los Coches in the future, on-street parking shall be removed and bicycle lanes shall remain. Operational or safety problems on the roadway or the need to meet the performance standard for circulation in the Growth Management Plan are several reasons why re- implementation of four traffic lanes would be necessary. Depending upon the bids received for the chip seal, the City Council may need to app!opriate funds for the chip seal.
