INITIATED BY: Dr. Mike Phillips, 756 Grand Avenue, Carlsbad, California 92008 REQUESfED ACTION: Establish a prima facie speed limit upon Grand Avenue. BACKGROUND: DATA: Grand Avenue is a relatively flat, local street serving the commercial area of downtown Carlsbad. The roadway follows a linear alignment beginning at Ocean Street and continues 0. 70 miles easterly to its terminus at Interstate Highway 5. A prima facie speed limit has not been established on Grand Avenue. However, the portion of the roadway from Madison Street to Harding Street qualifies as a Business District per the California Vehicle Code and has a prima facie 25 mile per hour speed limit. No speed limit signs are installed on Grand Avenue at this time. Grand Avenue is a two lane roadway except for the segment between Roosevelt Street and Harding Street where it has been striped with four traffic lanes. No bicycle lanes are provided on Grand Avenue. Numerous driveways and alleys intersect Grand Avenue and serve the local businesses and residential uses. Parallel on-street parking is permitted on both side of the street except on the northerly side of Grand Avenue between Ocean Street and Carlsbad Boulevard where angled parking is allowed. Pedestrian volumes are relatively high, on occasion, with the pedestrians crossing primarily at established crosswalks at intersections or the one midblock location. Traffic signals have been installed on Grand Avenue at the intersections of Carlsbad Boulevard, State Street, Roosevelt Street and Jefferson Street. Other intersecting streets and alleys are controlled by STOP signs. Except for where Grand Avenue intersects Ocean Street, no other controls have been established on Grand Avenue. A midblock crosswalk has been striped on Grand Avenue between State Street and Roosevelt Street. Street lights have also been installed on both sides of Grand Avenue. A bus transfer station has been established by the North County Transit District on the north side of Grand Avenue between Carlsbad Boulevard and Washington Street. Railroad tracks cross Grand Avenue immediately east of Washington Street and is used by Amtrak trains and occasional freight trains. Traffic volumes vary on Grand Avenue in different blocks and are shown on Table 1. Results of the speed surveys are indicated on Table 2. Many collisions are due to violation of right of way, improper turns or other reasons. A summary of midblock and intersection collision data is attached. RECOMMENDATION: Based upon results of the engineering and traffic survey, the Traffic Safety Coordinating Committee recommends establishing a 25 mile per hour prima facie speed limit upon Grand Avenue from Ocean Street to its terminus at Interstate Highway 5. NECESSARY CI1Y COUNCIL ACTION: An ordinance will be required to be adopted by the City Council to establish the 25 mile per hour prima facie speed limit, as recommended.
