LOCATION: Paseo Del Norte between Poinsettia Lane and entrance/exit gate to the Sea
Cliff residential area.
INITIATED BY: Mayor Lewis
REQUESfED ACTION: Consider an on-street parking time restriction on both sides of
Paseo Del Norte from the entrance/exit gate of Sea Cliff northerly
to Poinsettia Lane.
BACKGROUND:
DATA:
Paseo Del Norte (PON) is constructed with a 40-foot curb to curb width between
Poinsettia Lane and northerly of the entrance/exit gate to the Sea Cliff community,
a private development located south of Poinsettia Lane. Red curb has been painted
on both sides of Paseo Del Norte at the gate as indicated on Exhibit 1. The
remaining portion of PON from the red curb northerly to Poinsettia Lane is
sufficiently wide to facilitate on-street parking on both sides of the street as
currently exists.
Mayor Lewis has received requests from Sea Cliff homeowners that a time restriction
for on-street parking be established on the subject road segment. A parking
restriction was discussed at the December 7, 1992 Traffic Safety Commission
meeting. The Commission recommended by a 3-0 vote that a NO PARKING
restriction not be implemented on the east side of Paseo Del Norte south of
Poinsettia Lane.
In the past, staff also has received requests from individuals living in Sea Cliff to
implement a parking restriction on PON between Poinsettia Lane and the Sea Cliff
exit/ entrance gate. Reasons cited for the request have included:
1. Unsightly or large vehicles (RV's) park on the street.
2. Blockage of views.
3. Car pools use the street as a daily park and ride lot.
4. Used as an area for vehicle oil changes.
5. Used as an area for vehicle repairs.

The subject segment of Paseo Del Norte is sufficiently wide ( 40') to allow legal
parking on both sides of the street. The road segment has an average daily traffic
volume of approximately 1,500 vehicles. In the last five years there have been no
reported traffic collisions on this short portion of Paseo Del Norte located south of
Poinsettia Lane.
On different occasions staff has observed the number of vehicles being parked on
Paseo Del Norte on a random basis. Recent observations have indicated no severe
congestion, parking problems or safety problems being noted. The number of
parked vehicles vary on a daily basis, with up to nine vehicles observed on one side
of the street on one occasion.
Several options are available regarding the request as noted below.
1. Deny the request. Parking would be allowed on both sides of the
street for a maximum time duration of 72-hours as currently
exists.
2. Limit parking on both sides to certain hours. For instance, restrict
parking Monday through Friday between the hours of 7:00 A.M.
and 5:00 P.M .
3. Establish a time duration for on-street parking such as a one-hour
or two-hour duration. This time duration could be applicable
during certain times of the day such as indicated in Option 2
above.
If a parking restriction is implemented drivers may choose to park their vehicles in
other locations. For instance, vehicles might be parked northerly of Poinsettia Lane
on Paseo Del Norte. That segment of road also has resulted in complaints to staff
because of parked vehicles. Similar requests for parking restrictions along Paseo Del
Norte northerly of Poinsettia Lane may be initiated if a restriction is implemented
south of Poinsettia Lane. However, any restriction considered at this time could be
extended northerly of Poinsettia Lane to Camino De Los Ondas, for instance, to
prevent vehicles from moving the potential parking problem issue from one location
to another. Emergency vehicle response time is not negatively impacted by parked
vehicles due to the road being sufficiently wide for parked vehicles on both sides.
Staff has consistently recommended that parking restrictions not be established on
public streets for aesthetic or personal reasons. Only when traffic safety issues are
apparent does staff recommend a parking restriction. Staff has not observed safety
issues associated with parked vehicles at the subject location. Other problems cited
by residents have not been observed by staff but most likely have occurred on . occas10n.

Implementing a time limit parking restriction would require continuous police
enforcement to be effective. Unfortunately, enforcement manpower is limited and
continuous enforcement cannot be provided by the Carlsbad Police Department. A
one-hour or two-hour time duration would have the most severe impact to
enforcement ability due to limited Police Department resources to monitor parking
violations at this location and others throughout Carlsbad.
RECOMMENDATION:
The Traffic Safety Coordinating Committee recommends that the request for parking
restrictions on Paseo Del Norte between Poinsettia Lane and the Sea Cliff gate be
denied.
NECESSARY CTIY COUNCIL ACTION:
Upon receiving a recommendation from the Traffic Safety Commission this matter
will be scheduled for consideration by the City Council.
