INITIATED BY: John Jones, 3044 State Street, Apartment Number 6, Carlsbad CA 92008 REQUESTED ACTION: Establish a TWO-HOUR PARKING time limit on Oak Avenue from Tyler Street westerly to the railroad parking lot. BACKGROUND: DATA: At the Traffic Safety Commission meeting of October 4, 1993 Mr. Jones requested that a 1WO-HOUR PARKING time limit be established on Oak Avenue from Tyler Street to the railroad parking lot. Mr. Jones also sent a letter to staff dated October 6, 1993 (attached). At the October 4, 1993 meeting, Commissioner Courtney asked staff to investigate the feasibility of a 1WO-HOUR PARKING zone between Roosevelt Street and the railroad parking lot. Oak Avenue is a low volume, two-lane roadway located in a residential and commercial area south of and parallel to Carlsbad Village Drive. Within the subject limits of Oak Avenue are located various commercial establishments, apartments, the City of Carlsbad maintenance facility and the Carlsbad Boys and Girls Club. From the railroad parking lot to Tyler Street, Oak Avenue is approximately 350 feet in length. Red and green curb has been painted at various locations within the subject segment. Seven driveways, as shown on Exhibit 1, further limit the available length of curb where parallel parking can occur. Parallel parking can occur in a total distance of 215 feet, which does not include 90 feet of green curb (20 minute parking). Approximately nine to ten vehicles can parallel park on Oak Avenue between the railroad parking lot and Tyler Street for a period up to 72 consecutive hours. A 1WO-HOUR parking restriction has been established on State Street between Carlsbad Village Drive and Oak Avenue. No additional parking restrictions are necessary on that segment at this time. TRAFFIC SAFE1Y COMMISSION Staff Report COMMISSION MEETING OF: November 1, 1993 (Continued) ITEM 6A The number of parking spaces in this vicinity is maximized by public being parking available at the west end of Oak Avenue in the parking lot. An additional public parking lot is located on the west side of State Street between Carlsbad Village Drive and Oak Avenue. Establishing a 1WO-HOUR parking zone on the short segment of Oak Avenue between Tyler Street and the railroad parking lot would benefit up to 10 parking spaces. However, a time restriction raises expectations of continuous enforcement when limited resources are currently unavailable to monitor 1WO-HOUR parking violations on a continuous basis. Adequate off-street public parking is available in nearby public parking lots. If the 1WO-HOUR limit is expanded on Oak Avenue between Tyler Street and Roosevelt Street, an additional on-street parallel parking length of approximately 155 feet is available. Approximately seven to eight vehicles could parallel park in this segment. Red and green curb would not be affected if a 1WO-HOUR PARKING zone is established. RECOMMENDATION: To provide for a turnover in parking spaces the Traffic Safety Coordinating Committee recommends: 1. A 1WO-HOUR PARKING limit be established on both sides of Oak Avenue from the railroad parking lot to Roosevelt Street between the hours of 7:00 a.m. and 6:00 p.m. except for Sundays and holidays. 2. That 50 feet of green curb in front of the Utilities and Maintenance be removed to provide additional 1WO-HOUR parking. Other red and green curb would remain. 3. That the two dumpsters on the south side of Oak Avenue at the railroad parking lot be removed from the public street. NECESSARY CI1Y COUNCIL ACTION: An ordinance will be required to be adopted by the City Council to establish the 1WO-HOUR PARKING zone, as recommended. Antique Horizons g,, (r+ ~ h-.vrtatU.1:rS (_COfVe,~pTS') It has been a problem ever since Oak Street was re ago. City employees park on both sides of Oak Street and part of State all day long. Therefore, there is not frontage parking for the afore said businesses' patrons. All owners and employees of businesses on Sate Street in the 3000 block have been in agreement about leaving the street parking clear for customer service. All owners and employees park in the City parking lot on State Street (free parking). They all agree that this is to facilitate parking at their businesses and will enhance their income.
