REQUESfED ACTION: Establish a prima facie speed limit on the subject segment of
Tamarack Avenue.
BACKGROUND:
DATA:
Construction on Tamarack Avenue between Carlsbad Boulevard and Interstate
Highway 5 has recently been completed except for utility pole removals. Poles are
scheduled to be removed by December 15, 1993. This survey is required to
establish a prirna facie speed limit.
Sections 22357 and 22358 of the California Vehicle Code authorizes local
authorities to establish a prima facie speed limit on the basis of the results of an
engineering and traffic survey. The engineering and traffic survey considers such
factors as the number of collisions that have occured on the road segment, roadway
features, traffic volumes, pedestrian volumes, adjacent land uses, driveway locations,
critical speed and conditions that may not be readily apparent to the driver.
Staff has completed an engineering and traffic survey for the portion of Tamarack
Avenue from Carlsbad Boulevard to Interstate Highway 5 (survey attached).
RECOMMENDATION:
The Traffic Safety Coordinating Committee recommends that the prirna facie speed
limit upon Tamarack Avenue from Carlsbad Boulevard to Interstate Highway 5 be
established at 30 miles per hour.
NECESSARY CI1Y COUNCIL ACTION:
An ordinance will be required to be adopted by the City Council to establish the
prima facie speed limit as recommended.

F. Remarks: This section of Tamarack Avenue serves as a connection between Interstate Highway 5 and Carlsbad Boulevard,
which is a major arterial that fronts the Pacific Ocean. As such, this portion of Tamarack Avenue is heavily uSed by pedestrians
and bicycles as a route to the beach. It is also on the Suggested Route to School for students attending Jefferson Elementary
School. Travel lanes are either separated by a two-wf!tf left turn lane, a painted median, or a raised, landscaped median
throughout the segment. Between 1-5 and Unmar Lane, there are two lanes in each direction. West. of Unmar Lane, the roadway
narrows to only one lane in each direction. The Atchison, Topeka, and Santa Fe Railroad crosses Tamarack Avenue within the
segment at which point there is a crossing gate.
G. Traffic Engineer'• Recommendation (Explanation): This speed zone satisfies the conditions of Section 62.7 of the
California Vehicle Code and has been prepared and evaluated in accordance with the CAL TRANS Traffic Manual with respect to
design and prevailing speeds, accident history, pedestrian activity, drivewf!tf spacing, stopping sight distance, and roadway and
traffic conditions .. A speed limit posting ~ 30 MPH is found to be appropriate and justified.
