DATA: At the November 1, 1993 Traffic Safety Commission meeting Mr. Noble requested a regulatory sign be installed on the traffic signal mast arm. He stated that some drivers are confused by the green indication (green ball) at the traffic signal when the driver attempts to turn left. Mr. Noble stated that some drivers, due to confusion, mistake the green ball for a green arrow and turn left in front of approaching northbound vehicles, thus violating the right of way of the northbound vehicle. Traffic signal installation was completed at the subject intersection in July 1990 with the signal turned on date being July 26, 1990. This traffic signal is a two- phase signal with no protected left turn serving the southbound Carlsbad Boulevard to eastbound Cerezo Drive movement. Turning movements at this intersection are light. Several traffic collisions have occurred at this intersection since July 1990, however, none were caused by a southbound left turning vehicle and violating the right of way of a northbound vehicle. Cerezo Drive intersects Carlsbad Boulevard and forms a 'T' intersection. Bicycle lanes have been installed on both sides of Carlsbad Boulevard. On Carlsbad Boulevard there is one traffic lane in each direction with a left turn lane serving the southbound to eastbound turning movement. A traffic signal head is located over the left turn lane and southbound through lane. Adjacent to the signal head over the left tum lane a NO U TURN symbol sign has been installed. RECOMMENDATION: The Traffic Safety Coordinating Committee recommends that a LEFT TURN YIELDS sign be installed next to the NO U TURN symbol sign that is located adjacent to the signal head over the left turn lane. NECESSARY CflY COUNCIL ACTION: No City Council action is required.
