REQUESTED ACTION: Submit projects for consideration of receiving funding from the
Transportation Development Act/fransNet Funding Program.
BACKGROUND:

Each year the San Diego Association of Governments (SAND AG) administers an
approximately $2.5 million program to aid in the planning and construction of non-
motorized facilities throughout San Diego County. This program permits local
agencies to compete for funding via Transportation Development Act (TDA) and
TransNet (Proposition A) monies for non-motorized projects such as bicycle
lanes/paths, sidewalks, etc. based on need and must be on the Regional
Transportation Improvement Program (RTIP) list.
Projects selected to receive funding are recommended by the Regional Bicycle
Facilities Coordinating Committee (BFCC). This Committee is represented by each
local agency, CALTRANS and the County. Presentations are made to the
Committee by each agency requesting funding for their projects. Members of the
Committee vote on the list of projects to receive funding, the recommended funding
list is prioritized and then presented to the SANDAG Board of Directors for final
approval and authorization of funding.
The TDA/fransNet program allocates approximately $2.5 million annually to be
shared by local agencies in San Diego County. In the past, annual project submittal
requests have been in excess of $6 million. Due to the limited availability of funds,
success of obtaining money for a given project sometimes depends on moderate
funding requests.
Staff is recommending that two (2) projects in the sidewalk construction program be
submitted for consideration of receiving funding in the 1994 TDA/fransNet program.
Sidewalk Construction
Completion of the City of Carlsbad Sidewalk Inventory Report in 1991 resulted in 78
sidewalk segments being prioritized as locations in need of sidewalk. Prioritized
locations 1 through 28 were scheduled for construction through a five-year Capital
Improvement Program (CIP) with the City contributing approximately $300,000
annually towards the sidewalk construction. However, the current financial situation
has resulted in allocations and priorities being changed to accommodate other needs.
Therefore, additional sources of funding is being pursued.

The construction cost estimate to construct prioritized sidewalk locations is
approximately $9.8 million in 1991 dollars. Inflation, combined with fiscal
uncertainties could result in a short fall of buildout funding. Therefore, funding from
other sources such a Traffic Impact Fees, developer contributions, etc. will be
necessary to complete the sidewalk construction program.
In 1990, 1991, 1992 and 1993, the City of Carlsbad received $10,000 each year for a
total of $40,000 in TDA/fransNet grants to construct sidewalks. Although the
amount each year has been of help in financing a part of the program, an additional
larger amount of funds is necessary to expand construction of more sidewalk.
Staff has developed two (2) sidewalk construction programs at this time, designated
as Sidewalk Project No. 2 and Sidewalk Project No. 3. These projects and the
sidewalk locations are indicated on Exhibit 1. Design of the construction
improvement plans for Sidewalk Project No. 2 is 100% complete, pending final
right-of-way acquisition. Design of Sidewalk Project No. 3 is approximately 70%
complete and right-of-way also is being acquired.
The construction cost estimates for each project are indicated on Exhibit 1. Staff
proposes to request these funding amounts from the Bicycle Facilities Coordinating
Committee to be paid through the TDA/fransNet Program.
RECOMMENDATION:
For the above reasons, the Traffic Safety Coordinating Committee is recommending
a funding request for FY 94/95 TDA/fransNet funds in the amount of $588,261.
NECESSARY CI1Y COUNCIL ACTION:
A resolution by the City Council is required to be adopted authorizing submittal of
the funding request to the San Diego Association of Governments (SANDAG).
