REQUESTED ACTION: Eliminate the RIGHT TURN ONLY lane for eastbound
Tamarack Avenue at El Camino Real and convert it to
a THROUGH/RIGHT shared lane.
BACKGROUND:
At the December 6, 1993 Traffic Safety Commission meeting, Commissioner Green
asked staff to:
1. Investigate elimination of the RIGHT TURN ONLY lane for eastbound
Tamarack Avenue at El Camino Real.
2. Consider changing the lane to a THROUGH/RIGHT shared lane.
3. Report back to the Traffic Safety Commission.
DATA:
Tamarack Avenue from Skyline Road to El Camino Real is designated as a
Secondary Arterial on the Circulation Element of the General Plan. At the
intersection of El Camino Real, eastbound Tamarack Avenue is striped with two
bicycle lanes, two westbound traffic lanes, one eastbound left-tum lane, one
eastbound through lane, and one eastbound RIGHT TURN ONLY lane. Signing
and striping on Tamarack Avenue delineates the appropriate movements in the
bicycle lane, left-tum lane, and RIGHT TURN ONLY lane. Existing lane dimensions
are shown on Exhibit 1 for the west leg of the signalized intersection of Tamarack
Avenue and El Camino Real.
RIGHT TURN ONLY lanes are generally designated for capacity purposes when
there is a heavy right-tum volume to be served and a through lane would impede the
ability for right-turns to clear the intersection. At the subject leg of the intersection,
there is a significantly higher number of eastbound right-turning vehicles in the a.m.
peak hour than eastbound through vehicles. In the p.m. peak hour, the heavier
movement is the through movement. Turning movement counts obtained from the
City of Carlsbad Annual Traffic Monitoring Program for years 1989 through 1993,
inclusive, are indicated on Exhibits 2 through 6.
The City of Carlsbad Growth Management Plan requires that the intersection level
of service not exceed LOS Din the peak hour. To provide additional capacity at an
intersection to achieve an acceptable level of service, additional through lanes can be
added if needed. For the subject intersection, one through lane and one RIGHT
TURN ONLY lane has been analyzed for the west leg ( eastbound lanes) in the

intersection capacity calculations. As indicated in Table 1, based upon previous
Growth Management reports, the intersection operates at an acceptable level of
service in the peak hour and does not suggest that additional through lane capacity
is required by eliminating the RIGHT TURN ONLY lane and re-striping the lane to
a THROUGH/RIGHT shared lane.

Management Traffic Monitoring Report.
Staff has observed operation of the intersection, and the west leg, during the past
four months. Additionally, observations were conducted to determine if queuing
problems exist on the west leg or if eastbound through vehicles do not clear on the
green cycle of the traffic signal. Results of these observations and study indicate that
all through vehicles clear on each signal cycle and that no operations problems exist.
A review of the collision history at the Tamarack Avenue/El Camino Real
intersection for the past five years does not indicate a problem associated with the
RIGHT TURN ONLY lane. Intersection collision diagrams for the intersection are
included on Exhibits 7 through 11.
RECOMMENDATION:
The Traffic Safety Coordinating Committee recommends that the eastbound RIGHT
TURN ONLY lane remain and that it not be converted to a shared
THROUGH/RIGHT lane and that staff monitor this location for any future traffic
operations problems.
NECESSARY CI1Y COUNCIL ACTION:
No action required unless it is recommended to remove the RIGHT TURN ONLY
lane.
