HomeMy WebLinkAbout1994-05-02; Traffic Safety Commission; ; Establish a prima facie speed limit on Loker Avenue EastCI1Y OF CARLSBAD TRAFFIC SAFE1Y COMMISSION STAFF REPORT COMMISSION MEETING OF: May 2, 1994 ITEM NO. 6C LOCATION: Loker Avenue East -El Fuerte Street to Palomar Airport Road INITIATED BY: Carlsbad Police Department Traffic Division REQUESTED ACTION: Establish a prima facie speed limit on Loker Avenue East BACKGROUND: DATA: Loker Avenue East is an industrial collector road located in the industrial park north of Palomar Airport Road between El Fuerte Street and Carlsbad Raceway as shown on EXHIBIT 1. At this time, no centerline striping has been painted on the roadway. All businesses on and adjacent to Loker Avenue East use the road as it is the only access to their respective businesses. Vacant parcels exist and this industrial park will continue to grow over time. An engineering and traffic survey is required to establish a prima facie speed limit. Sections 2235 7 and 22358 of the California Vehicle Code authorizes local authorities to establish a prima facie speed limit on the basis of the results of an engineering and traffic survey. The engineering and traffic survey considers such factors as the number of collisions that have occurred on the road segment, roadway features, traffic volumes, pedestrian volumes, adjacent land uses, driveway locations, critical speed, conditions that may not be readily apparent to the driver, horizontal and vertical alignment, stopping sight distance and superelevation. Staff has completed an engineering and traffic survey for Loker Avenue East (survey attached). It should be noted that the design speed of this roadway is 30 miles per hour. RECOMMENDATION: The Traffic Safety Coordinating Committee recommends that the prima facie speed limit upon Loker Avenue East from El Fuerte Street to Palomar Airport Road be established at 30 miles per hour. NECESSARY CI1Y COUNCIL ACTION: An ordinance will be required to be adopted by the City Council to establish the prima facie speed limit as recommended. Remarks: Roadway used by industrial park traffic, delivery trucks, and commuters. Heavy pedestrian usage on occasion, especially during the noon lunch hour when vehicles and pedestrians mix. During inclement weather, such as fog, visibility is reduced significantly. A large number of vehicles park on the street near driveways which reduces the sight distance to and from the driveway. G. Traffic Engineer's Recommendation (Explanation): This speed zone satisfies the conditions of Section 62.7 of the California Vehicle Code and has been prepared and evaluated in accordance with the CAL TRANS Traffic Manual with respect to design and prevailing speeds, accident history, pedestrian activity, driveway spacing, stopping sight distance, and roadway and traffic conditions. A speed limit posting of '30 MPH is found to be appropriate and justified. H. Aeerovals: NOTE: Appropriate speed survey(s) is/are attached hereto and made a part hereof.
