Pintar, 4784 Bryce Circle, Carlsbad, California REQUESTED ACTION: Restrict parking on Bayshore Drive cul-de-sac at night BACKGROUND: DATA: Mr. Pintar, a resident of the Laguna Shores subdivision, has requested that parking be restricted between the hours of 10 p.m. and 6 a.m. along the east side of the cul-de-sac. His request is made due to problems with loud partying and vandalism associated with some individuals during the late evening and early morning hours. These individuals park on Bayshore Drive in the non-restricted locations. Bayshore Drive is a local cul-de-sac street located in the residential area north of Agua Hedionda Lagoon, south of Park Drive and east of Marina Drive, as shown on Exhibit 1. Bayshore Drive provides the only access to the Laguna Shores subdivision located on the east side of the street. The existing vacant parcel on the west side of Bayshore Drive will be developed in the future. A public pedestrian access walkway exists from the southerly end of Bayshore Drive to the north shore of Agua Hedionda Lagoon. Currently, on-street parking is allowed along the easterly side of Bayshore Drive and there is NO PARKING along a portion of the westerly side. A 20 foot long yellow "20 Minute Loading Zone" exists on both sides of the pedestrian access walkway for the use of windsurfers at the southerly end of the cul-de-sac. Staff contacted the Carlsbad Police Department and inquired if problems have occurred at night in this vicinity. The Police Department indicated that there is a history of activity at this location that has resulted in various problems and complaints. Staff has reviewed the request and can support a parking restriction during the night on Bayshore Drive. However, it would be more appropriate to restrict all parking on Bayshore Drive between the hours of 11:00 p.m. and 5:00 a.m. This would create a consistent parking restriction over the entire street and the proposed restricted hours would be consistent with other areas in the City. RECOMMENDATION: The Traffic Safety Coordinating Committee recommends that all parking on Bayshore Drive be restricted between the hours of 11:00 p.m. and 5:00 a.m., seven days a week. NECESSARY CI1Y COUNCIL ACTION: An ordinance will be required to be adopted by the City Council to establish the parking restriction. EXHIBIT 1 April 21, 1994 Mr. Robert Johnson, Traffic Engineer City of Carlsbad Engineering Department 2075 Las Palmas Drive Carlsbad, California 92009 Dear Mr. Johnson, RECEIVED APR 2 2 1994 ENGINEERING DEPARTMENT I enjoyed speaking to you Wednesday morning, April 20th, regard ing proposed restricted parking (10:00 P.M. -6:00 A.M.) on the east side of the Bayshore cul de sac (see attached sketch) that may help solve the problem of loud partying and vandalism emulating from cars parking in this area during the late evening and early morning hours. The police have had to be called numerous times to break up boisterous behavior in this area. Restriction parking would give them an additional tool to work with. The Carlsbad Parks Department have had to (at least three times) replace/repair, at c ity expense, the metal fencing on the west side of the access area to the lagoon. The Laguna Shores Homeowner's Association has had to replace (four to my knowledge) the wood posts and fencing on the east side of the entrance to the access area . The homeowner's association maintains this fencing. Also, the posts in front of the access area have been tampered with -one person was trying to saw the chains off one of the posts. I believe restrictive parking as indicated on my sketch would help curtail late partying and vandalism and assist the police with their job as most of the problems occur during these hours. I don't believe people parking during the daylight or early evening hours to enjoy the lagoon (wind surfing, dog walking, swimming, etc.) cause any problems.
