REQUESTED ACTION: Establish a prima facie speed limit on Chatham Road
BACKGROUND:
DATA:
Mr. DeShano, a resident of the Villas Condominium complex, has requested that a
prima facie speed limit be established on the subject segment of Chatham Road. His
request is made due to his concern regarding speeding vehicles using Chatham Road
as a shorter alternate route to Hope Elementary School.
Chatham Road is a local street located in the multi-family residential area north of
Carlsbad Village Drive and west of Tamarack Avenue as shown on EXHIBIT 1.
Chatham Road has a curvilinear alignment with 200 foot centerline radii curves which
conform to minimum local street standards. Chatham Road provides the only public
access to the Villas condominium complex and because it connects Carlsbad Village
Drive to Tamarack Avenue, it is used by some as a shorter alternate route to Hope
Elementary School. A school crossing exists at Tamarack Avenue and some parents
use this area as a drop-off and pick-up location for school children.
Sections 22357 and 22358 of the California Vehicle Code authorizes local authorities
to establish a prima facie speed limit on the basis of the results of an Engineering
and Traffic Survey. The Engineering and Traffic Survey considers such factors as the
number of collisions that have occurred on the road segment, roadway features,
traffic volumes, pedestrian volumes, adjacent land uses, driveway locations, critical
speed, conditions that may not be readily apparent to the driver, horizontal and
vertical alignment, stopping sight distance and superelevation. The horizontal curves
on Chatham Road were evaluated per Caltrans Traffic Manual criteria and 25 miles
per hour was found to be the maximum "comfortable speed".
Staff has completed an Engineering and Traffic Survey for Chatham Road ( survey
attached).
RECOMMENDATION:
The Traffic Safety Coordinating Committee recommends that the prima facie speed
limit upon Chatham Road from Carlsbad Village Drive to Tamarack Avenue be
established at 25 miles per hour.
NECESSARY CI1Y COUNCIL ACTION:
An ordinance will be required to be adopted by the City Council to establish the
prima facie speed limit as recommended.

F. Remarks: This is a moderately travelled corridor for elementary school pedestrians, bicycles and vehicles as a route to school.
This segment of Chatham Road connects Cartsbad Village Drive, a secondary arterial to Tamarack Avenue, a collector street,
and is used by some as a shorter alternate route to Hope Elementary School. A school crossing exists at Tamarack Avenue and
some parents use this area as a drop-off and pick-up location for school children. Several Intersections have limited sight
distance; one due to horizontal road alignment and slope location, the other due to utility box placement. Chatham Road has a
curvilinear alignment with 200 foot centerline radii curves which conform to minimum local street standards. An evaluation of the
horizontal curves per Caltrans Traffic Manual criteria found 25 miles per hour to be the maximum •comfortable speed".
G. Traffic Engineer's Recommendation (Explanation): This speed zone satisfies the conditions of Section 6Z7 of the
California Vehicle Code and has been prepared and evaluated In accordance with the CAL TRANS Traffic Manual with respect to
design and prevailing speeds, accident history, pedestrian activity, driveway spacing, stopping sight distance, and roadway and
traffic conditions. A speed limit posting of g§ MPH is found to be appropriate and justified.
