REQUESTED ACTION: Review recently established 30 mile per hour prima facie speed
limit on the subject segment of Tamarack Avenue.
BACKGROUND:
DATA:
In November 1993, staff conducted an Engineering and Traffic Survey on the subject
segment of Tamarack Avenue in order to establish a prima facie speed limit. The
survey was required because of recent improvements to the roadway.
Based on the results of that survey, staff recommended that a 30 mile per hour prima
facie speed limit be established. The matter was then discussed by the Traffic Safety
Coordmating Committee and the Traffic Safety Commission who both agreed with
staffs recommendation.
Subsequently, on January 18, 1994, the City Council adopted an ordinance to
establish a 30 mile per hour prima facie speed limit on the subject portion of
Tamarack Avenue, but also requested that staff return to the Traffic Safety
Commission in six months with new speed survey results in order to re-evaluate the
speed zone.
Staff has completed an updated Engineering and Traffic Survey for the portion of
Tamarack Avenue from Carlsbad Boulevard to Interstate Highway 5 (survey
attached). Table 1 below lists the results of both the former speed surveys and the
recent ones.

RECOMMENDATION:
The Traffic Safety Coordinating Committee recommends that the prima facie speed
limit upon Tamarack Avenue from Carlsbad Boulevard to Interstate Highway 5
remain at 30 miles per hour.
NECESSARY CI1Y COUNCIL ACTION:
No City Council action is required.

F. Remarks: This section of Tamarack Avenue serves as a connection between Interstate Highway 5 and Carlsbad Boulevard,
which is a major arterial that fronts the Pacific Ocean. As such, this portion of Tamarack Avenue is heavily used by pedestrians
and bicycles as a route to the beach. It is also on the Suggested Route to School for kindergarten through third grade students
attending Jefferson Elementary School. Travel lanes are either separated by a two-way left turn lane, a painted median, or a
raised, landscaped median throughout the segment. Between 1-5 and Linmar Lane, there are two lanes in each direction. West
of Linmar Lane, the roadway narrows to only one lane in each direction. The San Diego Northern Railway railroad tracks cross
Tamarack Avenue with the segment at which point there is a crossing gate.
G. Traffic Engineer's Recommendation (Explanation): This speed zone satisfies the conditions of Section 627 of the
California Vehicle Code and has been prepared and evaluated in accordance with the CAL TRANS Traffic Manual with respect to
design and prevailing speeds, accident history, pedestrian activity, driveway spacing, stopping sight distance, and roadway and
traffic conditions. A speed limit posting of ~ MPH is found to be appropriate and justified.
