BACKGROUND: Palomar Airport Road is identified on the City's Circulation Element of the General Plan as a prime arterial. The road width varies from approximately 100' on the west end of the subject segment to 78' on the east end of the subject segment. Completion of construction recently has widened and improved the roadway. Two traffic lanes are provided in each direction except west of Loker A venue East there are three westbound lanes. Bike lanes are provided from El Camino Real into San Marcos. The median area is improved with curb and gutter, but absent of landscape and finished surface/concrete. There are sidewalks only on the north side, west of Loker A venue East and continuing to El Camino Real. El Camino Real, El Fuerte Street and Business Park Drive each intersect Palomar Airport Road and are signalized. The intersections of Business Park Drive and El Camino Real have dual left-tum lanes to accommodate the heavy traffic. The El Fuerte intersection has the Bressi Ranch agricultural access road as the southern leg of the intersection. Existing improvements are shown on Exhibit 2 (attached). The Cities of Carlsbad, Vista, and San Marcos have just finished a $6 million improvement project on this roadway extending beyond the limits of the City of Carlsbad. The previous alignment has been improved, the shoulders graded and widened, and many of the roadside hazards eliminated. The roadway is built to prime arterial standards in all locations. Two travel lanes, street lights, sidewalks, and median improvements are the primary features missing on this arterial. The additional improvements will occur in the future as parcels develop or as funds become available. DATA: Sections 22357 and 22358 of the California Vehicle Code authorizes local authorities to establish a prima facie speed limit on the basis of the results of an engineering and traffic survey. In 1994, 24-hour vehicle counts show a total of 31,725 vehicles using this roadway. Over the past three years, there have been 57 reported midblock collisions between Business Park Drive and El Camino Real on the old alignment. Of the 57 collisions, 25 were related to excessive speed, and 19 of the 57 were during the recent construction activity. The accident rate per million vehicle miles is 0.59 for this three year period. This is less than half of the expected accident rate for this class of unimproved roadway. In October 1994, staff conducted a speed survey on this segment of Palomar Airport Road (survey attached). Table 1, below, lists the results of this survey. Conditions have changed with the new construction. The roadway, as mentioned above, has been improved and the established prima facie speed limit needs to be revised. The segment of Palomar Airport Road from the Price Club entrance to El Camino Real currently has a prima facie 55 mile per hour speed limit. Six traffic lanes are constructed from the Price Club entrance to approximately Yarrow Drive. Four traffic lanes are provided between Yarrow Drive to approximately 500 feet westerly of El Camino Real. RECOMMENDATION: The Traffic Safety Coordinating Committee recommends that the prima facie speed limit on the new segment of Palomar Airport Road from El Camino Real to East City Limits be established at 55 miles per hour and the portion from the Price Club entrance to El Camino Real remain at 55 miles per hour. NECESSARY CITY COUNCIL ACTION: An ordinance will be required to be adopted by the City Council to establish the prima facie speed limit as recommended.
