REQUESTED ACTION: Establish a prima facie speed limit on the recently constructed
portion of A venida Encinas between Poinsettia Lane and Palomar
Airport Road.
BACKGROUND:
A venida Encinas is designated as a Secondary Arterial in the Circulation Element of the
General Plan. Until recently, the roadway terminated at Hoehn Honda, about 3,000 feet
north of Poinsettia Lane. On the northerly end, the roadway terminated south of the
Encina Water Pollution Control Facility (EWPCF). With construction completing this
"missing link" of A venida Encinas, there is now a two-lane roadway providing access
between Poinsettia Lane and Palomar Airport Road.
Prior to the new roadway construction, the southerly section of A venida Encinas had a
prima facie speed limit of 35 miles per hour established in 1993. No prima facie speed
limit has been established on the northerly segment. However, the segment of A venida
Encinas from Palomar Airport Road to Cannon Road has a prima facie speed limit of
40 miles per hour.
DATA:
Construction has recently been completed on a 2,600 lineal foot segment of A venida
Encinas that comprised the "missing link" of this roadway between Poinsettia Lane and
Palomar Airport Road. The roadway has been constructed with one traffic lane in each
direction on approximately one-half the right-of-way width.. In the future, A venida
Encinas will be fully widened to its secondary arterial width and striped with four traffic
lanes.
The northerly segment of A venida Encinas from the Encina Water Pollution Control
Facility to Palomar Airport Road also provides one traffic lane in each direction. This
segment follows a linear alignment for a distance of 3,500 feet.
Sections 22357 and 22358 of the California Vehicle Code authorizes local authorities to
establish a prima facie speed limit on the basis of the results of an Engineering and
Traffic Survey. Staff completed the survey which is attached to this report. For purposes
of establishing a prima facie speed limit, the roadway has three distinct segments for
speed zoning.

For purposes of this report, the three segments on A venida Encinas are identified as
follows:
Segment 1 From the Poinsettia Lane intersection to a point 3,000 feet northerly.
Segment 2 3,000 feet northerly of Poinsettia Lane to a point 3,500 feet southerly of
Palomar Airport Road.
Segment 3 3,500 feet southerly of Palomar Airport Road to its intersection with
Palomar Airport Road.
The northerly and southerly segments are characterized by adjacent land uses such as
commercial property, hotels, restaurants, automobile dealerships, offices and the Encina
Water Pollution Control Facility. The middle segment that was recently constructed is
located in vacant land. However, the NCTD commuter rail station will have an
ingress/egress point on the newly constructed segment and is being constructed at this
time.
Because of the different characteristics of each road segment, and the different critical
speeds obtained in the speed survey on each segment, it would be appropriate to establish
three speed zones on A venida Encinas between Poinsettia Lane and Palomar Airport
Road. Segment 2 has a design speed of 30 miles per hour.
Table 1 lists the results of the speed survey.

The Traffic Safety Coordinating Committee (TSCC) recommends that the prima facie
speed limits on A venida Encinas from Poinsettia Lane to Palomar Airport Road be
established as follows:
Segment 1
Segment 2
Segment 3
35 miles per hour (existing prima facie speed to remain)
30 miles per hour
35 miles per hour
Additionally, the TSCC recommends that curve warning signs be placed on Avenida
Encinas at the sharp curve located near the entrance to the commuter rail station.
NECESSARY CITY COUNCIL ACTION:
An ordinance will be required to be adopted by the City Council to establish the prima
facie speed limit as recommended.

portion serves as a commercial collector at the present time and connects to Palomar Airport Road on the north. The entire
west side is unimproved and has no shoulder.
G. Traffic Engineer's Recommendation (Explanation): This speed zone satisfies the conditions of Section 627 of the California
Vehicle Code and has been prepared and evaluated in accordance with the CAL TRANS Traffic Manual with respect to design
and prevailing speeds, accident history, pedestrian activity, driveway spacing, stopping sight distance, and roadway and traffic
conditions. A speed limit posting of ~ MPH is found to be appropriate and justified.

F. Remarks: Although the road will ultimately be built to the cross-section standards of a secondary arterial, this portion was
constructed as a collector and has a design speed of 30 miles per hour. The northerly 3/1 O mile of this segment is 64 feet wide
and fully improwd on both sides, but narrows to only 28 feet.
G. Traffic Engineer's Recommendation (Explanatlon}: This speed zone satisfies the conditions of Section 627 of the California
Vehicle Code and has been prepared and evaluated in accordance with the CAL TRANS Traffic Manual with respect to design
and prevailing speeds, accident history, pedestrian activity, driveway spacing, stopping sight distance, and roadway and traffic
conditions. A speed limit posting of 30 MPH is found to be appropriate and justified, based upon the roadway design speed
and other factors.
