INVOCATION: None. PLEDGE OF ALLEGIANCE: Chair Sheffler led the Pledge of Allegiance. APPROVAL OF MINUTES: Minutes of the regular meeting held Jan . 22, 2025 Council Chamber 1200 Carlsbad Village Drive Carlsbad, CA 92008 Motion by Trustee McBride, seconded by Trustee Laufer, to approve the minutes as presented. Motion carried, 4/0/1 (Moran -Abstain). PRESENTATIONS: None. PUBLIC COMMENT: None. CONSENT CALENDAR: None. PUBLIC HEARING: None. DEPARTMENTAL REPORTS: 1. LIBRARY REPORTS FOR JANUARY 2025: Receive the Narrative Reports and Statistical Reports for January 2025. (Staff contacts: Andrea Hilliard and Laura Mendez, Library & Cultural Arts Department) Recommended Action: Receive the reports. The Board received the reports. 2. OVERVIEW OF LITERACY SERVICES: Receive a report on Literacy Services. (Staff contact: Sandra Riggins, Library & Cultural Arts Department) Recommended Action: Receive the report. The Board received the report. Community Outreach Supervisor Sandra Riggins reviewed a PowerPoint presentation (on file in the Office of the City Clerk). Ms. Riggins introduced Mihoko Zuan who spoke to the board about her experience as a Literacy Services learner. Feb.26, 2025 Library Board of Trustees Regular Meeting Page 2 3. OVERVIEW OF BILINGUAL SERVICES: Receive a report on Bilingual Services. (Staff contact: Emily Hardy and Christina Lorenzo, Library & Cultural Arts Department) Recommended Action: Receive the report. The Board received the report. Senior Librarian Emily Hardy and Community Outreach Supervisor Christina Lorenzo reviewed a PowerPoint presentation (on file in the Office of the City Clerk). BOARD COMMENTARY AND REQUESTS FOR CONSIDERATION OF MATTERS: The Board Members make brief announcements, brief reports of their activities and requests for future agenda items. Chair Sheffler reported that he attended the Feb 4, City Council meeting where the Library Board of Trustees work plan was approved. Chair Sheffler spoke about the board's functions, role and involvement in programs. Trustee Waidelich reported the Carlsbad Library & Arts Foundation are actively prepping for Carlsbad Reads Together 2025 including an author reception on April 24 prior to the public presentation. The Foundation shared they have been donating for 20 years with a total of 2.2 million dollars in support. DIRECTORS COMMENTS: Deputy Library Director Sheila Crosby commented on the following: • City Council approved a mid-year budget submission to restore Sunday hours at the Carlsbad City Library on Dove Lane, Georgina Cole Library and the William D. Cannon Art Gallery • Six month pilot project for guest traffic and facility usage analytics • RFID system upgrade launched {18 month project) • Patron printer/copier replacement project complete • Ruby G. Schulman Auditorium audio/visual upgrade and upcoming re-opening event • Principal Librarian Laura Mendez to represent the Carlsbad City Library as a judge at the San Diego Country Scripps Regional Spelling Bee ANNOUNCEMENTS: This section of the Agenda is designated for announcements to advise the community regarding events that Members of the Board have been invited to, and may participate in.
