BACKGROUND: Complaints about the lack of available parking spaces for patrons of the swim complex have been received for many years by the Parks and Recreation Department. Students attending Carlsbad High School arrive early in the morning and occupy many of the 25 parking spaces in front of the swim complex. As a result, the swim complex patrons that arrive later in the morning find that there are no parking spaces available. Individuals must then find a parking space on the surrounding streets, often several blocks walking distance from the swim complex. In 1989, the City Council adopted an ordinance that established the current TWO-HOUR PARKING time limit, Monday through Friday, from 6:00 a.m. to 2:00 p.m., between September 1 and June 30. This restriction has had limited success in stopping high school students from parking in the swim complex parking lot. DATA: The swim complex and parking lot is located northerly of Carlsbad High School on Monroe Street and is adjacent to the high school parking lot. The City of Carlsbad owns the subject parking lot. Internal circulation of both parking lots is such that unobstructed travel can occur between the two parking lots. When the high school students do not find parking spaces in the school parking lot, they fill the available parking spaces in front of the swim complex. On-street parking is used extens_ively by the students on Monroe Street and the streets surrounding the high school during school hours. Other events at the high school, such as football or basketball games at night, also results in those attending the high school event to park in the swim complex parking lot. Similar problems occur on weekends when high school events take place. Availability of sufficient student parking spaces at the high school continues to be a problem and is one recognized by the Carlsbad Unified School District. The current master plan for high school expansion will provide additional parking in the future. In the interim, a strategy for providing parking at the swim complex for patrons of the complex during the school year is necessary. Since implemented, the TWO-HOUR PARKING time limit for the 25 parking spaces has not completely eliminated high school students from utilizing the swim complex parking lot. Due to manpower limitations, the Carlsbad Police Department has not been able to provide full-time continuous enforcement at the swim complex parking lot. For this reason, the Parks and Recreation Department requested that the City Council authorize the swimming pool aquatic supervisor be given authority to issue parking violation citations at the swim complex. This approval was given by the City Council at their meeting of December 13, 1994. RECOM1\1ENDATION: The Traffic Safety Coordinating Committee recommends that the 25 parking spaces located at the swim complex be designated as TWO-HOUR PARKING, 24-hours per day, seven days per week. NECESSARY CITY COUNCIL ACTION: The City Council must adopt an ordinance to revise the existing ordinance and establish the TWO-HOUR PARKING restriction as discussed above.
