REQUESTED ACTION: Establish a prima facie speed limit on Rancho Santa Fe Road from
Olivenhain Road to La Costa Avenue at 50 MPH.
BACKGROUND:
Sections 22357 and 22358 of the California Vehicle Code authorizes local authorities to
establish a prirna facie speed limit on the basis of an Engineering and Traffic Survey.
The Engineering and Traffic Survey identifies such details as prevailing speed, accident
history, traffic volumes, and other roadway factors. At the present time, the subject
segment of Rancho Santa Fe Road has a 45 mile per hour prima facie speed limit.
Results of the Engineering and Traffic Survey do not support a 45 mile per hour speed
limit. However, north of La Costa A venue and south of Olivenhain Road, the existing
45 mile per hour prima facie speed limit is supported by the results of an Engineering and
Traffic Survey.
DATA:
Rancho Santa Fe Road is identified on the City's Circulation Element of the General Plan
as a prime arterial. The roadway was improved in 1986 by widening, adding lanes, and
constructing the road segment to prime arterial standards. The road width varies from
approximately 80 feet on the northeast end of the subject segment to almost 100 feet in
width on the southwest end. On both sides of this arterial road are curb and gutter,
sidewalk, and street lights. In the center of the road is a fully improved and landscaped
median.
Traffic volumes on Rancho Santa Fe Road have increased dramatically over the past
several years. In 1994, 24-hour vehicle counts showed a total of 20,324 vehicles using
this road segment. Over the past 24 months, there have been seven accidents reported
within this road segment, four of which related to excessive speed. The accident rate per
million vehicle miles is 0.44 for the two-year period. This is less than 25% of the
expected accident rate (2.44) for this class of improved roadway.
In December 1994, staff conducted a speed survey on the subject segment of Rancho
Santa Fe Road (survey attached). Table 1 lists the results of this survey.

The existing 45 MPH prima facie speed limit for this road segment cannot be supported
based upon results of the updated Engineering and Traffic Survey. The subject segment
has a 60 MPH design speed and a critical speed of 55 miles per hour. There are no
obstructions that reduce sight distance to less than required by the design speed. No
residential driveways or other driveways are located on this segment of roadway.
Mission Estancia Elementary School is located on Calle Barcelona with access provided
from Rancho Santa Fe Road. A yellow crosswalk has been striped on Rancho Santa Fe
Road at the Calle Barcelona intersection. An adult crossing guard assists students with
crossing Rancho Santa Fe Road.
RECOM:MENDATION:
The Traffic Safety Coordinating Committee recommends that the prima facie speed limit
on Rancho Santa Fe Road from Olivenhain Road to La Costa A venue be established at
50 MPH based upon the results of the Engineering and Traffic Survey.
NECESSARY CITY COUNCIL ACTION:
An ordinance will be required to be adopted by the City Council to establish the prima
facie speed limit as recommended.

F. Remarks: This road segment is a portion of a regional arterial system that serves adjacent communities to the freeway corridor.
An elementary school crossing exists on Rancho Santa Fe Road at Calle Barcelona. There is also a 25.7 acre park and a high
school served by this arterial. The park and high school are located on Camino De Los Coches.
G. Traffic Engineer's Recommendation (Explanation): This speed zone satisfies the conditions of Section 627 of the California
Vehicle Code and has been prepared and evaluated in accordance with the CAL TRANS Traffic Manual with respect to design
and prevailing speeds, accident history, pedestrian activity, driveway spacing, stopping sight distance, and roadway and traffic
conditions. A speed limit posting of 50 MPH is found to be appropriate and justified.
