REQUESTED ACTION: Establish a prima facie speed limit on Paseo Del Norte from Car
Country Drive to Poinsettia Lane at 40 miles per hour.
BACKGROUND:
Sections 22357 and 22358 of the California Vehicle Code authorizes local authorities to
establish a prima facie speed limit on the basis of an Engineering and Traffic Survey.
The Engineering and Traffic Survey identifies such details as prevailing speed, accident
history, traffic volumes, and other roadway factors. At the present time, the subject
segment of Paseo Del Norte has a 35 mile per hour prima facie speed limit. Results of
the Engineering and Traffic Surveys do not support a 35 mile per hour speed limit.
DATA:
Paseo Del Norte is classified as a secondary arterial on the City's Circulation Element of
the General Plan. The road width varies from 66 feet to 64 feet from curb-to-curb. The
entire segment of roadway is fully improved with curb, gutter, sidewalks, and street lights
on both sides of this segment with the exception of no sidewalk on the east side between
Car Country Drive and Palomar Airport Road. There are two travel lanes in each
direction and a painted median from Car Country Drive southerly to Camino del Parque
and one travel lane in each direction and a painted median from Camino del Parque to
Poinsettia Lane.
In the past two years, there have been a total of two accidents reported within the
segment from Car Country Drive to Palomar Airport Road, one of which was related to
excessive speed. This is an accident rate per million vehicle miles of 0.95 for the two
year period. The road segment from Palomar Airport Road to Poinsettia Lane had a total
of six reported accidents in the past two years, three of which were related to excessive
speed. This is an accident rate of 0.81 per million vehicle miles in the two year period.
These accident history statistics indicate there are no safety problems associated with
excessive speed on these road segments.
In 1994, staff conducted four speed surveys at various locations on the subject segment
of Paseo Del Norte (surveys attached). Table 1 lists the results of these surveys.

The existing 35 mile per hour prima facie speed limit for this road segment cannot be
supported based upon the results of the updated Engineering and Traffic Surveys. The
subject road segment has a design speed of 40 miles per hour and critical speeds of 44,
41, 42 and 43 miles per hour. Since, 40 miles per hour is the first 5 mile per hour
increment below the critical speeds recorded, and as there are no safety problems relating
to excessive speed to justify a lower speed limit, a speed limit posting of 40 miles per
hour is found to be appropriate and justified based on the data.
RECOMMENDATION:
The Traffic Safety Coordinating Committee recommends that the prima facie speed limit
on Paseo Del Norte from Car Country Drive to Poinsettia Lane be established at 40 miles
per hour based upon the results of the Engineering and Traffic Surveys.
NECESSARY CITY COUNCIL ACTION:
An ordinance will be required to be adopted by the City Council to establish the prima
facie speed limit as recommended.

adjacent flower fields and motel.
G. Traffic Engineer's Recommendation (Explanation): This speed zone satisfies the conditions of Section 627 of the California
Vehicle Code and has been prepared and evaluated in accordance with the CAL TRANS Traffic Manual with respect to design
and prevailing speeds, accident history, pedestrian activity, driveway spacing, stopping sight distance, and roadway and traffic
conditions. A speed limit posting of ~ MPH is found to be appropriate and justified. =====,,..,
