Dear Flora:
NOVA Services, Inc. (NOVA) prepared this letter to provide recommendations for curb and gutter
support for the LEGOLAND Parking Structure No. 2 project in Carlsbad, California. Curbs and gutters
can be constructed on compacted subgrade soils having a low expansion potential. Aggregate base
is not considered necessary beneath curbs and gutters. In our professional opinion, placing aggregate
base beneath curbs and gutters creates a potential pathway for water from any adjacent planters to
migrate laterally into the pavement section, which could potentially result in base/subgrade failures.
Beneath curbs and gutters, NOVA recommends that the existing soils be excavated to a depth of at
least 1 foot below planned subgrade elevation. If competent materials are exposed, excavation need
not be performed. NOVA should observe the conditions exposed at the bottom of excavations to
evaluate whether additional excavation is recommended. The resulting surface should be scarified to
a depth of 6 to 8 inches, moisture conditioned to near optimum moisture content and compacted to at
least 90% relative compaction. If competent materials are exposed, scarification and recompaction
need not be performed. The excavation should be filled with soils having an expansion index of 50 or
less and compacted to at least 90% relative compaction based on ASTM D1557.
